1 Board of Education Minutes Wichita Public Schools USD 259 Wichita, Kansas January 26, 2015 Roll Call Moment of Silence/Pledge of Allegiance Reports Public Communications Education Education: Senate Bill 155 Update The Board of Education of Unified School District No. 259, Sedgwick County, Kansas, met in regular session in the Wichita High School North Lecture Hall, 1437 Rochester, Wichita, Kansas, at approximately 6 p.m., on January 26, 2015, with President Sheril Logan presiding. Present: Betty Arnold, Jeff Davis, Joy Eakins, Barbara Fuller, Sheril Logan, Mike Rodee, and Lynn Rogers. The business portion of the meeting opened with a moment of silence followed by the Pledge of Allegiance by Pleasant Valley Middle School Leadership Cadets. Report Good News AVID School of Distinction: Coleman Middle School Kansas Association of Middle School Administrators (KAMSA) Awards. The Board recognized Exemplary Principal Award recipient Terrell Davis, Truesdell Middle School, and Exemplary Assistant Principal Award recipient Angie Brown, Coleman Middle School Kansas Horizon Award by the Kansas State Department of Education. The Board recognized Katie Richardson, language arts teacher at Coleman Middle School, and Bethany Brewer, fifth-grade teacher at McCollom Elementary. 4. KASB School Board Recognition Month. In a humorous Media Production video, USD 259 elementary students described what they thought Board members do and how they are compensated. Board members serve as volunteer elected officials. Report United Teachers of Wichita: Report Service Employees International: SEIU Representative Harold Schlechtweg introduced four members of the Security staff negotiations team: Frank Veach, East High, Unit Chairperson; Delana Mock, North High, Vice-Chairperson; Stephanie Willig, South High, Recording Secretary; and Kimberly Brewer, Morris Center, Sergeant-At-Arms. In 2012, the Kansas Legislature passed Senate Bill 155 to stimulate growth in Education programs at the secondary and post-secondary level. Senate Bill 155 is intended to meet the future demand for a highly-skilled technical workforce with programs that will prepare students for that workforce. Executive Director of Career and Technical Education Jim Means and Career Facilitator Diann Faflick provided an update on Senate Bill 155, which is now in its third year of implementation. 2 Education: Senate Bill 155 Update (Continued) Three financial aspects of SB155 impact the CTE program: 1. Tuition reimbursement for high school students enrolled in college-level CTE courses, 2. Certification incentive program for high school students graduating with an industry-recognized certifications that lead directly to high-demand occupations in Kansas; and 3. Transportation reimbursement to school districts transporting high school students off-campus to complete college-level CTE coursework. Students earn high school elective credit as well as college technical education credit. Courses are taught by USD 259 teachers in USD 259 classrooms, college faculty in USD 259 classrooms, and college faculty on Wichita Area Technical College (WATC) campuses. These enrollments are not counted for the vocational.5 weighted funding. USD 259 faculty teach the following courses in USD 259 classrooms: Fire Science at Northeast Magnet and South High Schools with Hutchinson Community College; Computer Networking at Northwest High School with Hutchinson Community College; Interior Design at multiple high school with WATC; Automotive at North, South and Southeast High Schools with WATC; Construction at East, Heights, Northwest and South High Schools with WATC; and Manufacturing at Heights, North, Northwest and West High Schools with WATC. College faculty members teach the following courses in USD 259 classrooms: EMT at North, Northeast Magnet, South and West High with Hutchinson Community College; Law Enforcement at South High with WATC; and Health Science courses at North and West High with WATC. College faculty members also teach classes that USD 259 students can attend on WATC campuses. These classes are open to all students unless courses are available at the base high school. Classes are offered in half-day blocks. Transportation is provided to and from the base high school to the WATC campus. Enrollment in WATC halfday blocks has increased from six students in spring 2013 to 73 students in spring 2015, with 45 students receiving transportation. As part of the Certification Incentive Program, students in the Class of 2013 earned 12 qualifying certificates, and students in the Class of 2014 earned 49 qualifying certificates. State funds partially reimburse school districts transporting high school students off-campus to complete college-level CTE coursework. In , the district s SB155 transportation costs were $96,811, and the state reimbursed $36,263, for a net cost of $60,485. The district is working on three specific areas related to SB155 implementation. First, WATC has implemented a textbook rental fee to reduce the expenses of college textbooks for USD 259 families. Second, CTE and high school staff work with students to ensure they are prepared for the courses they enroll in and that the courses support their college and career plans. Finally, CTE and high school staff continue to improve processes for increased effectiveness and communication between students, parents, schools, and colleges. Authorize payment for legal services and expenses for Civil Litigation and Worker s Compensation under the school district s self-insured programs for December 2014 in the amount of $5, to DeVaughn James, LLC, and the amount of $12, to McDonald, Tinker, Skaer, Quinn & Herrington, P.A. Approve this final settlement for K.H. s injury from 2014 in the amount of $22,000, closing out all future medical care. Authorize the students, teacher/advisors, and chaperones to attend and participate in Education conferences for fiscal year in an amount not to exceed $251,945. Approve the purchase of the revised Wechsler Intelligence Scale for Children from Pearson Clinical for the current school year at a cost not to exceed $49,282, to be funded by Special Education. Approve Communities In Schools to provide additional services during the spring semester 2015 at the four CIS schools listed in an amount not to exceed $91,500. This brings the district s total CIS services for to $199,816. 4 Action on Pulled Consent Items Purchasing Consent Bond Guaranteed Maximum Price for the New Southeast High School Pulled items are presented in the order of the BOE Agenda. Board member Lynn Rogers left the Board table at approximately 6:53 p.m. Ms. Arnold (Mr. Rodee) moved the Board approve the Fuel Report. Summary Description of products/services Amount Responsible Party Fuel Report October, $874, Darren Muci November, December 2014 The motion passed 6-0, with Board member Lynn Rogers abstaining due to possible conflict-of-interest. Board member Lynn Rogers returned to the Board table at 6:53 p.m. On October 13, 2014, the Board of Education approved Dondlinger & Sons Construction Company, Inc., as the Construction Manager At-Risk for the New Southeast High School. Since that time, Dondlinger has examined the plans, accepted bids for various trades, and has submitted the Guaranteed Maximum Price (GMP) for this project. Superintendent John Allison addressed the issue of a stadium for the new school. Southeast High will have equitable physical education and athletic facilities. The Guaranteed Maximum Price includes all features of the football/soccer/track facility except for the stadium s seating, lighting, and sound system. Within the main school building, the district will provide locker rooms, restrooms, and concessions for all exterior athletic facilities. District staff and the Bond Plan Manager will continue to study the costs of the stadium. Bond Plan Managers Kenton Cox provided a tour of the new Southeast High School, including exterior views of the front of the school, parking, and outdoor athletics complex; classrooms, library, cafeteria, commons, storm shelter spaces, and administrative offices; the Career and Technical Education plaza; auditorium, stage, instrumental, vocal, and drama spaces; and gym, walking track, pool, wrestling, and weights facilities. Bond Plan Manager Ken Arnold described cost and time savings in using the Construction Manager At-Risk process. The new school will be ready to open for the year. Board members discussed how the Guaranteed Maximum Price reflected an increase of the school s square footage to accommodate up to 1,800 students, the addition of the tech plaza, construction costs of over $180 per square foot, and their opportunities for input in the design changes. Ms. Fuller (Mr. Rogers) moved the Board accept the Guaranteed Maximum Price of $59,992,036 from Dondlinger & Sons Construction Company, Inc., as the Construction Manager At-Risk for Southeast High School. 5 During the Bond agenda item, Board member Betty Arnold left the Board table at 7:04 p.m., and returned at approximately 7:12 p.m. After the Bond item vote, Ms. Arnold left the meeting at 7:40 p.m. Policy Operations District Calendar Appendix 5 Finance Miscellaneous Superintendent s Report Board of Education Reports/Requests New Business Executive Session Adjournment Mr. Rogers (Mr. Davis) moved the Board adopt the proposed district calendar with August 18, 2015, as the first day of school, and May 24, 2016, as the last day of school. The motion passed 6-0, with Board member Betty Arnold noted absent. John Allison: Noted the accomplishments of tonight s Good News recipients: Coleman Middle School as its AVID School of Distinction; Terrell Davis and Angie Brown as Exemplary Middle School Administrators; and Katie Richardson and Bethany Brewer as Kansas Horizon Award recipients. Said the impact of the Governor s proposed K-12 budget on USD 259 will be discussed when details are released. Joy Eakins: Commented on changes in the Southeast High bond project, noting this was not the first time information that she had requested had not been provided, and that she hoped this situation would improve. Sheril Logan: Said Board member Joy Eakins and she attended the Battle of the Books on January 23 rd and today, respectively. This event speaks highly of elementary students and staff. Mr. Davis (Ms. Fuller) moved the meeting adjourn. The motion passed 6-0, with Board member Betty Arnold noted absent. At approximately 7:56 p.m., the meeting adjourned.
