1 Job Description Job Title: Clinical Nurse Manager Date: June 2013 Reports To: Medical Operations Manager Rev.: Department: Operations Administration FLSA: Exempt Job Grade: 17 SUMMARY: This is a clinical management position responsible for the direction of clinical activities at Healthcare Network medical sites. The Clinical Nurse Manager provides leadership and nursing services to patients in a community/rural health setting, and works with the health care team to coordinate with the medical providers to provide health care services. The Clinical Nurse Manager identifies appropriate resources to provide education to the patients, their families and staff members. The Clinical Nurse Manager assists in the administrative efficiencies through the medical service areas, and works closely with the Medical Operations Manager exercises frequent independent judgment in monitoring the day-to-day operation of the units with minimal administrative assistance/supervision. DUTIES & RESPONSIBILITIES 1. Works directly with the Medical Operations Manager to manage the daily operations of the centers. 2. Develops and implements tactical work plans to support the goals and objectives of the organization. 3. Ensures that offices/departments are clinically staffed appropriately. 4. Analyzes patient flow problems and assists in instituting corrective actions. 5. Monitors clinical staff performance in compliance with established timeframes. 6. Regularly interfaces with providers, managers and staff to assist to facilitate communication and improvement activities. 7. Functions as EHR super user working closely with Community Health Center Alliance to ensure that appropriate training, error monitoring and corrections are completed in a timely manner. 8. Assists as directed with the development and implementation of corporate policies and procedures. 9. Provides direction and support for Clinical Leads in order to achieve the clinical goals and objectives in the organization s comprehensive health care plan. 10. Participates as needed as a member of various committees related to the overall improvement of the corporation. 11. Complies with company policies and procedures: promotes and complies with accreditation body standards of care.
2 12. Manages the activities of the day by staff, patients, students, and providers to assure a smooth, efficient patient flow through the units. 13. Works with the Medical Operation Manager to assure that the medical equipment, and supplies that the providers require is readily available at the time it is needed, and in emergencies, includes medications, lab processing and notification of emergency medical services when indicated. 14. Observes infection control and standard precautions. 15. Oversees and controls stock drugs, vaccines and clinical inventory at all locations. Monitoring stock for expiration dates. 16. Works with clinical lead in each department/site to accurately monitor all clinical logs for accuracy and completion. 17. Ensures that all sites have accurately completed and sent in monthly reports, i.e., hand hygiene, infection control and equipment check list. 18. Coordinates and prepares clinical staff for potential weather relates disasters. i.e., secure vaccines and store with maximum refrigeration back up. 19. Assures that all documentation in the EHR is complete as required. 20. Attends all mandatory in-services and meetings. 21. Supervises use of universal precautions and Infection Control standards are maintained. 22. Maintains the QI/QA Program. 23. Coordinates with Clinical Lead at each site to assure clinical support competencies. 24. Coordinates clinical staff education with outreach worker, hospice, case managers, hospitals, staff development leader, and other health care providers. 25. Adheres to all AAAHC standards. QUALIFICATIONS Education/Training Level o Graduate of an accredited school or college of nursing o Licensed to practice nursing in the state of Florida. o At least five (5) years nursing experience. One or more years in a supervisory position. o Preferred knowledge of immunizations, growth and development, cultural diversity, performance improvement and coding. Licenses & Certifications State of Florida Licensed Registered Nurse Communication Skills Strong verbal and written communication skills Specialized Competencies o CPR certification, Abuse, Immunizations and Growth and Development.
3 Technology Skills o Strong understanding and ability to use: Practice Management System, and o Strong understanding of Electronic Health Record for audit purposes, error correction, training and reporting. NATURE OF WORK Job duties involve conceptual analysis and the resolution of complex problems and situations. Most responsibilities are stated in terms of objectives to be reached, instead of the specific means by which results are to be achieved. Situations will be encountered that involve the need to determine the problem itself before solutions are proposed. Written and verbal communication skills are essential to job performance, including providing both technical factual information and the objective and subjective analyses of the information. Those receiving the information may be emotional or uncooperative, requiring the employee to resolve the conflict or diffuse tension. May be required to perform the duties of other employees, including supervisors/managers, in their absence. May be required to perform duties and responsibilities not listed in this description, on a temporary or long-term basis.
