4 Economic & Corporate 4 14/02/ FINALISATION OF LITTLE PARA DRAINAGE AUTHORITY Contact Person: Matthew Pears Attachment No: 1 Section 33 (1)(a) of the Local Government Act Purpose Finalise the wind up of the Little Para Drainage Authority. STAFF RECOMMENDATION An application be made to the Minister State/Local Government Relations pursuant to Section 33(1)(a) of Schedule 2 of the Local Government Act 1999 requesting the Little Para Drainage Authority be wound up. COMMITTEE RECOMMENDATION Moved: Cr Levitt Seconded: Cr Shaw The staff recommendation be adopted. CARRIED Relevance to Playford Plan The Little Para Drainage Authority is encompassed in Objective 2.1 which encourages harmony between the built and natural environment. Relevance to Community Involvement Policy No community consultation is required on this matter. Background In September 2001, the Development and Environment Committee passed a resolution endorsing the wind up of the Little Para Drainage Authority. Norman Waterhouse Lawyers have been acting on behalf of the regional subsidiary Councils to assist with the wind up of this authority. To continue the winding up of the authority Council is required to move a motion to finalise the process. Analysis of Issue/s The Little Para Drainage Authority was developed in the mid 1980 s as a regional subsidiary. In 2001 the authority underwent a review of its operations and it was decided to wind up the operations of the authority. The Development and Environment Committee endorsed this decision in September 2001 and the final process in winding up the authority is for Council to confirm through Council resolution that it agrees to the winding up of the authority and that the formal resolution be forwarded to the Minister for consideration. Options
5 Economic & Corporate 5 14/02/06 Option 1 An application be made to the Minister State/Local Government Relations pursuant to Section 33(1)(a) of Schedule 2 of the Local Government Act 1999 requesting the Little Para Drainage Authority be wound up. Option 2 Council does not support the winding up of the Little Para Drainage Authority. Analysis of Options Option 1 The authority under went a review and it was determined in 2001 that the winding up of the operations of the authority was appropriate. As the authority has not been functioning in recent times, it is appropriate for Council to make application to the Minister to wind up the authority. Option 2 The Committee supported the winding up of the authority in 2001 and the circumstances surrounding the role and operations of the authority have not changed which would encourage Council to want to maintain the redundant regional subsidiary. Financial Implications The decision to continue with the finalisation of the winding up of the authority will not cause a financial burden to Council. Preferred Options and Justification Option 1 is the preferred option as it will assist with the finalisation of the winding up of the authority which no longer meets and which the role has been superseded.
6 Economic & Corporate 6 14/02/ QUARTERLY COUNCIL PERFORMANCE REPORT Contact Person: Matthew Pears Attachment No: 1 Quarterly Council Performance Report Purpose To inform Council of organisational performance for the December 2005 quarter including both financial and non-financial performance measures. STAFF RECOMMENDATION The attached December 2005 Quarterly Council Performance Report be received. COMMITTEE RECOMMENDATION Moved: Cr Shaw Seconded: Cr Levitt The staff recommendation be adopted. CARRIED Relevance to Playford Plan The issue is related to the corporate management and administration of the City of Playford and is required to be undertaken to ensure there is accountability to Elected Members and the community in the provision of Council services. Relevance to Community Involvement Policy The Council Performance Report is principally for internal management purposes and there is no requirement to consult the community. Background The Local Government Act requires accountability to the community in terms of both financial management and service delivery. This has required the development of financial and non-financial performance measures that can be used to identify areas within the organisation where performance improvements can be made. Financial Implications There are no financial implications with presentation of the quarterly Council Performance Report. Current Situation Performance reporting assists the Continuous Improvement program of Council in the achievement of long term financial goals and in the delivery of improved services to the community. It also assists business units in the achievement of specific performance targets which are set through organisational planning. The Council Performance Report is the primary means through which Elected Members are provided with information pertaining to Council performance. The December Budget Review was presented for approval to Council in January Meeting closed at 7:07pm
