2 N78-NTSP-A /A February 2002 NAVAIR AVIATION SPECIAL SKILLS TRAINING PROGRAM EXECUTIVE SUMMARY Naval Air Systems Command (NAVAIR) Special Skills Training has been available since the 1970s and is currently available at four Naval training sites around the country. Two Naval Aviation Depots (NADEP) on the East Coast are located at Naval Air Station (NAS) Jacksonville, Florida, and Marine Corps Air Station Cherry Point, North Carolina. A third East Coast training site is located at the Norfolk Naval Shipyard in Portsmouth, Virginia. One NADEP on the West Coast is located at NAS North Island, California. NAVAIR Aviation Special Skills Training is performed by civilian Wage Grade Lead Instructor personnel assigned to the various activities and is available to active duty and reserve military personnel from the United States Navy, Marine Corps, Air Force, and Army. Students are assigned by their respective detailers, or a classroom quota can be requested directly from the training activity. The courses are primarily established for the use of Naval Aviation Fleet maintenance personnel. However, they may be utilized by other Department of Defense (DoD) personnel on a space available basis with no instructional cost to the user. Inputs from other DoD agencies beyond space available or requiring additional resources will be accepted subject to prior arrangement for inter-service support. Instructor manpower for these four training sites is currently in place and there is no requirement for this manpower to change. Historically, training equipment procurement, replacement, and upgrade requirements have been issues. Equipment has been borrowed, and in some cases, has been in short supply, which has significantly impacted the quality of training. The current plan is to provide all required equipment to each training activity to ensure quality training is available. This is the first Navy Training System Plan (NTSP) for the NAVAIR Aviation Special Skills Training Program and updates to this NTSP will track progress in attaining the required equipment. i

7 N78-NTSP-A /A February 2002 NAVAIR AVIATION SPECIAL SKILLS TRAINING PROGRAM PREFACE This Approved Navy Training System Plan (NTSP) updates the Draft NTSP, N78-NTSP- A /D, dated July The Naval Air Systems Command (NAVAIR) Aviation Special Skills Training Program has been available for 30 years, but no NTSP was ever written. All of the requirements of the NAVAIR Aviation Special Skills Training Program have been identified and all required manpower and training are currently in place. This NTSP was written to document those requirements and identify current training equipment shortfalls. This NTSP has been written to comply with guidelines set forth in the Navy Training Requirements Documentation Manual, Office of the Chief of Naval Operations (OPNAV) Publication P vi

Naval Air Systems Command Instruction (NAVAIRINST) series establishes policy and procedures for providing training courses for the special skills training of aviation maintenance fleet and shore-based personnel. Under the management of Naval Air Systems Command (NAVAIRSYSCOM) AIR 3.4.6, these courses provide supplemental training, but do not duplicate courses available at Naval Aviation Maintenance Training Group Detachments (NAMTRAGRU DET), Naval Aviation Maintenance Training Units (NAMTRAU), Fleet Readiness Squadrons, and other designated maintenance training organizations. Since this is essentially a training program, its functional description is more thoroughly developed in paragraph H.4, Training Concept, below. 2. Physical Description. NA 3. These are senior, highly knowledgeable and skilled individuals from each area of expertise at each training activity. All Instructor personnel have attended Instructor Training and are qualified to instruct. 4. Training Concept. Training for the NAVAIR Aviation Special Skills Training Program is available upon request from the applicable training activity or through the Aviation Maintenance Detailers. All training courses are not available at every training activity. Refer to Schedules (paragraph K.1 of this document) for a complete listing of available Aviation Special Skills Training. a. Onboard training will continue when the student returns to their activity and performs the actual work under the supervision of personnel with more experience in this skill. Aviation Maintenance Training Management System (AMTCS) will provide career path training to the Sailor or Marine from their initial service entry to the end of their military career. AMTCS concepts will provide an integrated system that will satisfy the training and administrative requirements of both the individual and the organization. The benefits will be manifested in the increased effectiveness of the technicians and the increased efficiencies of the management of the training business process. Where appropriate, capitalizing on technological advances and integrating systems and processes can provide the right amount of training at the right time, thus meeting the CNO s mandated just-in-time training approach. 20 Technology investments enable the development of several state-of-the-art training and administrative tools: Interactive Multimedia Instruction (IMI) for the technicians in the Fleet in the form of Interactive Courseware (ICW) with Computer Managed Instruction (CMI) and Computer Aided Instruction (CAI) for the schoolhouse. Included in the AMTCS development effort is the Aviation Maintenance Training Continuum System - Software Module, which provides testing [Test and Evaluation], recording [Electronic Certification Qualification Records], and a Feedback system. The core functionality of these AMTCS tools are based and designed around the actual maintenance-related tasks the technicians perform, and the tasks are stored and maintained in a Master Task List data bank. These tools are procured and fielded with appropriate Commercial-Off-The-Shelf (COTS) hardware and software, i.e., Fleet Training Devices - Laptops, Personal Computers (PC), Electronic Classrooms, Learning Resource Centers (LRC), operating software, and network software and hardware. Upon receipt of direction from OPNAV (N789H), AMTCS concepts are to be implemented and the new tools integrated into the daily training environment of all participating aviation activities and supporting elements. AMTCS will serve as the standard training system for aviation maintenance training within the Navy and Marine Corps, and is planned to supersede the existing Maintenance Training Improvement Program (MTIP) and Maintenance Training Management and Evaluation Program (MATMEP) programs. 2. Historically, due to funding complexities, TTE procurement, replacement, and upgrade requirements have been a problem area in the NAVAIR Aviation Special Skills Training Program. In accordance with financial documentation, the appropriate NAVAIR Program Office should provide support equipment used in this training program. Communications between various NAVAIR codes and offices has not resolved areas of responsibility. With the Aviation Special Skills training being physically located at NADEP facilities, misunderstandings of areas of responsibility are further complicated due to NADEPs being Working Capital Funded activities. TTE being in short supply, and/or of an obsolete model, significantly impacts the quality of training. In cases where noted in Part IV as TBD, TTE has been borrowed predominately from, but not limited to, the local Aircraft Intermediate Maintenance Department (AIMD). NAVAIRSYSCOM (AIR 3.4.6) has been evaluating the situations to determine appropriate actions necessary to alleviate current TTE shortfalls. The current plan is to provide all required equipment to each training activity to ensure continuous quality training is available.
