3 According to the National Student Clearinghouse Research Center: Since 1994, over 31 million students enrolled in college and failed to complete a degree. Over 20 million of them enrolled for multiple semesters showing some level of perseverance and developing a track record of some kind of achievement million of those attended more than 1 institution and even stronger indication of potential success for this group. What s barriers are preventing them from going back and finishing?

5 The model is 1 outside course to 1 inside course either they match exactly and you get the credit or they don t and you don t get the credit. Failure points in this mapping methodology include: Stale coursework Courses that only partially meet the 1 to 1 requirement OTJ experiences that don t translate to full academic course
6 Work commitments Family commitments The general inability to give up time devoted to work and family to traditional class attendance; out of class assignments; and the logistics associated with both.
7 The US congress passed H.R in July of 2014: Advancing Competency- Based Education Demonstration Project. The legislation: Directs the secretary of education to implement competency-based education demonstration projects. Authorizes the secretary to waive federal statutory and regulatory requirements that impede the creation of competency based education programs. Requires the identification of obstacles related to student financial assistance, and the extent to which other legal barriers may exist that prevent the success of competency-based education. 8 A structure that allows a student to progress as they demonstrate mastery of academic content, regardless of time, place, or pace of learning. 1 Seat time is irrelevant in this model it s all about what the student can demonstrate regardless of where they picked it up or how long it took them to pick it up. An entire course need not be completed to earn competency validation validation is given for the competencies completed regardless of origin as a portion or a complete course or experience. 1
