1 Executive Director Portland, Maine Organizational Statement The Immigrant Legal Advocacy Project (ILAP) is Maine s only state-wide nonprofit provider of free and low-fee comprehensive immigration law services to low-income Mainers. ILAP helps lowincome immigrants improve their legal status and works for more just and humane laws and policies affecting immigrants. ILAP s office is located in Portland, Maine. ILAP also provides services on a regular basis in Lewiston, Maine and travels to rural Maine annually to provide assistance to agricultural and other rural immigrant workers. ILAP was incorporated in 1993 by Peter Darvin, Nan Heald, and Beth Stickney. At that time, only a few private attorneys in Maine practiced immigration law. Beth wrote grant applications in an effort to hire staff, and was able to obtain a small grant for a pro bono project, which launched the model for providing legal help to immigrants through volunteer attorneys. By 1998, even without any outreach, the pro bono project was overwhelmed with requests for assistance. By 1999, ILAP had sufficient funds to open its office in Portland, and on January 1, 2000, Beth Stickney was employed by the organization and became its first Executive Director. Today, ILAP provides a number of core services. The Immigration Clinic offers intake and referral services, individual attorney consultations, group informational citizenship workshops, pro se immigration application assistance, and brief interventions to persons lacking major legal complications but needing help due to language, literacy or other barriers, or minor legal complications. Non-attorney volunteers are trained to assist ILAP staff in completing the most common applications, and to increase ILAP s capacity to help. ILAP s Full Representation Program provides attorney representation through ILAP s staff or Pro bono Immigration Panel attorneys to individuals whose cases present complex legal issues and who are likely to be denied without attorney intervention. ILAP s Impact Project targets systemic reforms that will benefit noncitizens generally, and may reduce the need for them to seek individualized legal aid. This includes advocacy at the federal level, and, increasingly, at the state level, for both regulatory and statutory reforms. The Education and Outreach Program provides accurate immigration law information to hundreds of immigrants and social service providers annually. In addition to a full-time Executive Director, ILAP currently employs a Legal Director, three staff attorneys (including a new Asylum Coordinator), two Paralegals (including one BIA Accredited Representative), a Legal Program Associate/Volunteer Coordinator, a Development Director, and

2 an Office and Development Associate. In addition, ILAP has a full-time Jesuit Volunteer Corp member. Five of ILAP s staff are fluent or proficient in Spanish, one in French, and one in Somali. ILAP s primary offices are located at 309 Cumberland Avenue in Portland, Maine. ILAP has an annual operating budget of approximately $800,000. Grants and donations are the primary revenue sources. ILAP now regularly serves about 2500 people directly through the Immigration Clinic, conducts between pro se forms assists or other extended assistance, and provides full legal representation through its staff and pro bono panel to about 400 clients and their families each year. ILAP currently has approximately 80 active attorneys who serve on its Pro bono immigration panel, who together contribute almost 5,000 hours per year. ILAP has recently completed the first phase of a strategic plan, which includes a thorough environmental scan and identifies key organizational strengths, challenges, and opportunities. Position Statement ILAP seeks a strategic and inspirational leader who is both passionate and highly knowledgeable about immigration, and who possesses proven non-profit organizational development and fundraising experience. Reporting to the Board of Directors of ILAP, the Executive Director (ED) has overall responsibility for the implementation of policies, programs and operations of the organization. The ED is responsible for achievement of ILAP s mission and for providing key leadership in the planning process to build a secure and sustainable infrastructure that can support the current programs and assure organizational growth to meet the needs of the community. The ED is responsible for financial oversight and management, and must possess strong non-profit business acumen. In addition, working closely with the Board of Directors and with the Development Director, the ED will coordinate fundraising activities with an emphasis on building long-term relationships with individuals, foundations, and other funders. The ED will be a visionary, and will be leading a highly motivated, experienced and committed professional staff. The ED will be expected to foster a culture that values individual contributions and skills, collaboration and adaptability. The successful candidate will be extremely well-organized and demonstrate the ability to build strong relationships, set clear priorities, and communicate effectively. The ED is responsible for resource development, advocacy, public policy, and community relations, and so must possess exceptional communication and consensus-building skills with the ability to distill complex information into clear, concise and understandable terms tailored for multiple audiences. The ED will interact with donors, clients, community groups, political leaders, volunteers, legal service providers, judges, lawyers and others with diverse needs and interests. As such, the ED must be highly collaborative and politically savvy, and must demonstrate an understanding of and ability to navigate complex relationships, organizations and systems managed by a wide variety of constituents and stakeholders. The successful candidate will have demonstrated positive experience in media relations and raising awareness and support. 2

3 The ED must effectively manage a multi-faceted organization and balance the ability to build consensus whenever possible with the ability to make decisions that further the mission of ILAP. The ED will spend a majority of her/his time in fundraising, leadership of staff, fiscal and organizational management, board development, and strategic growth. Other important duties include developing policy positions with the Board, implementing advocacy strategies, and public relations. The ED will increase and diversify revenue, build and enhance the visibility of the organization, and create growth of programs along with the infrastructure to support and resources to sustain them. Region and Communities ILAP is a statewide organization with its headquarters in Portland, Maine. ILAP also provides services in the Lewiston/Auburn area, Bangor, and beyond. Portland is Maine's business, financial and retail capital and the largest city in the state. With a metropolitan population of 230,000, the Greater Portland area is home to almost one quarter of Maine s total population. It boasts fabulous restaurants and an impressive array of amenities and cultural opportunities in one livable and beautiful coastal community. Located on a peninsula jutting out into picturesque Casco Bay, Portland is a progressive city, incorporating finely preserved historical architecture into a modern setting. Fine art galleries, restaurants and cafes mix with the working waterfront of the restored Old Port to create an inspiring urban environment. Ranked nationally as one of the ten safest, culturally most interesting US Cities, housing is affordable and the schools and healthcare are outstanding. The population of Portland proper is approximately 64,000, and its demographics have changed significantly in the past decade as the city has grown increasingly diverse. Over one hundred languages are now spoken by students in the Portland Public School system, and the city boasts a growing and vibrant immigrant population. Portland has served for years as a primary and secondary refugee resettlement area, and the relative calm and safety of the region has attracted new immigrant families to the area for many years. These factors have combined to create a dramatic increase in the need for ILAP s services over the course of the past decade. Opportunity ILAP is at a pivotal point in its development and the ED position presents an exciting career opportunity for growing and developing an excellent organization. Its dedicated founding ED, Beth Stickney, has recently moved to Italy with her family, and her move has created the opportunity for a new leader to take the organization to the next level of development. The Board selected a highly skilled interim ED, Hayden Anderson, to lead the organization during this important transitional period, to provide adequate time for a proper transition and to ensure that ILAP moves into its next phase with care and deliberation. The new ED will assume leadership of ILAP at an important crossroads in ILAP s organizational development. Through careful planning, hard work, and collaboration with the Board and staff, the 3

4 new ED will be responsible for shepherding the organization through its transition from a founderdriven, nonprofit start-up to an independent organization with established systems and policies in place for long-term organizational sustainability. Maine s immigrant population will likely continue to grow, and a steady increase in demand for ILAP s direct legal services is expected. The ED will need to focus on building capacity and longterm sustainability for the organization. In addition to building ILAP s base of foundation and individual financial support, the ED should make it a priority to ensure that ILAP delivers its core services in a way that is sustainable for staff and volunteers. He or she must value open communication, comprehensive training, and opportunities for professional development. The new ED must work with the Board, volunteers, and development staff to significantly expand the individual donor base. Among other initiatives, this will include care and attention to the India Street Society, ILAP s new annual fund donor appreciation program. The ED will regularly and systematically ask for and receive major gifts, and will have to create and execute priorities including a space-expansion and potentially new offices in other parts of Maine where immigrants are concentrated. The ED will oversee continued success in securing grants and executing successful fundraising events. The ED must be skilled at consensus-building, both because he or she will be navigating a collaborative and complex external community of legal service providers, judges, attorneys and policymakers, and because he or she will be expected to foster an internal culture of support and collaboration. The ED will be expected to set priorities, communicate those priorities both internally and externally, and lead decisively after building broad consensus. The ED will be working with an engaged and energized Board. The Board is in the process of systematizing its recruitment process, and is striving for diversity in demographics and skill sets. The Board has increased its interaction with staff to ensure it has a more complete understanding of ILAP s work as it focuses on organizational strategy, long-term sustainability, and financial growth. The Board is implementing self-evaluation procedures to ensure it regularly evaluates and identifies areas for Board development. ILAP is respected for its legal expertise and the quality of its legal services, not only among immigrant communities but also among lawyers, government agencies, policy makers, and service providers. The new ED will be expected to perpetuate ILAP s excellent reputation while working to broaden the organization s profile. Duties and Responsibilities Work closely with the Board of Directors to implement strategic goals and to grow and strengthen ILAP. Assume responsibility for fiscal and programmatic management as well as fundraising and financial sustainability. Prepare and submit an annual budget for Board approval. Ensure that all programs are fiscally sound and that resources are used carefully. 4

5 Supervise and direct staff, including hiring, training, evaluating and determining remuneration. Ensure positive communication and coordination of all ILAP efforts, assuring organization-wide cooperation and productivity. Direct the development, implementation and evaluation of statewide programs and activities of ILAP. Lead ILAP s strategic process, planning and ensuring continued progress toward achieving strategic objectives. Oversee and grow fundraising program, identify and cultivate new areas of support, maintain relationships with current donors. Develop and foster vibrant and productive partnerships with donors, volunteers, community leaders and institutions both in Maine and in the national arena. Serve as primary spokesperson for ILAP and promote its positive image. Develop and maintain relationships and collaborations with other similar and related nonprofit agencies to increase ILAP s visibility and ensure its place at relevant forums and policy-making entities. Qualifications Bachelors and graduate degrees required; law degree strongly preferred. Passion and commitment to the mission of ILAP; extensive professional experience with immigration law. Demonstrated record of progressively responsible upper-level management experience; demonstrated success in managing people and resources. Proven track record of successful non-profit fundraising and financial resource development. Exceptional team-building skills and ability to successfully manage professional staff, support personnel and volunteers. The ability to inspire, train, motivate, lead, provide direction, delegate and listen. Ability to anticipate, plan for and manage organizational change and growth, i.e. projecting budgetary needs that are consistent with strategic direction. Exceptional judgment and diplomacy. 5

6 Creativity, flexibility, and the ability to work with diverse individuals in a complex organizational setting. Ability to communicate effectively with individuals at all levels of the organization and provide guidance and support to volunteer leaders.
