1 Panel Facilitator Leonard Kincaid Houston Recovery Center Building a Recovery-Oriented Systems of Care Panel 2013 Texas Behavioral Health Institute Leonard Kincaid has more than 30 years of experience in the behavioral health care field, working specifically with alcohol and drug abuse and dependence, HIV and AIDS, and co-occurring disorders. Mr. Kincaid is an experienced and well-trained operations executive, currently serving as the director for The Houston Recovery Center LGC, a non-profit, public-private partnership between the City of Houston and the Recovery Center. Prior to accepting this position he was employed by The Council on Alcohol and Drugs Houston for 23 years. He led the development of the recoveryoriented system of care initiative in Houston. He earned an MBA from Our Lady of the Lake University and a master s degree in counseling from Jackson State University. Panelist Drew Brooks Faith Partners, Inc. Drew Brooks is the executive director of Faith Partners (FP). He has worked with FP since 1999 as a project manager, area coordinator and team facilitator. He has worked in prevention, treatment, and public health for nearly 30 years. He also worked with the Hazelden Foundation and Johnson Institute, providing training and technical assistance with faith communities, schools, and community organizations in more than 35 states. He has worked as a prevention specialist, focusing on community asset-building and prevention strategies for underage drinking and marijuana use. Mr. Brooks is co-author of curricula on stress management strategies, raising resilient children, group facilitation skills, and congregational addiction team ministry. He currently co-chairs the Austin ROSC Initiative, BRSS TACS, and is a DSHS Peer Recovery Coach Trainer. Panelist Peter Gaumond Office of National Drug Control Policy Peter Gaumond is responsible for leading the activities of the White House Office of National Drug Control Policy s (ONDCP) Recovery Branch. Prior to joining ONDCP, he served as a senior associate at Altarum Institute and as a project manager for the SAMHSA/CSAT Partners for Recovery Initiative at Abt Associates. He has also served as the administrator of program development for the Illinois Division of Alcoholism and Substance Abuse and as a program director, family educator, and counselor in the addictions treatment field. He holds a master s degree from the University of Chicago, School of Social Service Administration and a bachelor s degree in English from Marquette University. He also studied at the Université de Paris V and at the Université de Paris IV. Building a Recovery-Oriented Systems of Care Panel Panelist Joe Powell Association of Persons Affected by Addiction Joe Powell is in long-term recovery with 24 years free of alcohol and other drugs and part of a family of eight, of which four have severe mental health challenges. Because of his experience with long-term recovery, Mr. Powell is a licensed chemical dependency counselor and has treated individuals in Dallas, Texas, for 20 years. Mr. Powell currently works as executive director for the Association of Persons Affected by Addiction (APAA), an organization for people seeking or in recovery, their family members and the community. He has provided recovery input and participation with SAMHSA for the past 13 years and currently serves as board chair for the National Leadership Council for African American Behavioral Health, as well as three other national/state boards.
