2 Student Welcome Dear Students and Parents, Welcome to the school year! We are excited to have you at RMS and to be part of the Ka-Roo Troop! The academic program here should be your focus however RMS offers many other opportunities for students to grow both socially and emotionally. We believe in building connections through relationships. As a result, RMS is a school where every student will be valued and treated with respect. It is also an expectation that every student will be provided the opportunity for learning to his or her maximum potential. The faculty and staff strives to do what s right for kids, every time, by ensuring all students are surrounded by caring, supportive adults who understand the importance of mentoring and guiding each student through the middle school years. Our staff also understands the importance of letting kids be kids and as a result campus and classroom expectations reflect this philosophy. At RMS, our goal is to always work collaboratively with all parents and community members to provide the best education opportunities for our students. This is accomplished through a valued and rich partnership. As parents of students in our school, you are a very important part of the educational process. The people at Rancier Middle School are our greatest asset. This includes you as our student, your parents, and your teachers. The teachers and staff at RMS have committed themselves to the tradition of the best teaching the best that begins here at Rancier Middle School and will continue through your time at Killeen High School in a tradition of excellence. 4 Registration and Change of Address Items needed for registration: birth certificate, social security card, shot records, and proof of residency. Proof of residence is one of the following items dated within the last 30 days: water, cable, or electric bill; lease or mortgage contract in the parent/guardian s name. We will also accept a notarized KISD proof of residence form along with proper documentation. If you are not the legal parent, a special application must accompany the registration paperwork and be approved prior to registration. For a change of address, you will need to provide proof of residence in the parent/guardian s name as listed in the paragraph above. All registration and change of address will take place in the counselor s office. Withdrawing from School A student under 18 may be withdrawn from school only by a parent/guardian. The parent should notify the school at least two days in advance so that documents may be prepared. On the student's last day, the student needs to turn in all books, any school issued supplies, uniforms, and school ID. Please return these items to the counselor s office. The parent/guardian will need to come to school and sign the withdrawal form. Emergency Telephone Numbers and Information It is very important for the school to have current home, work and emergency telephone numbers. These numbers are necessary in case a child becomes sick, is injured, or any other emergency occurs during the day. We also use the Connect Ed call out system to distribute important school information. If these phone numbers change during the year, parents should contact the school immediately so that their child s emergency information may be updated. Release of Students from School Because class time is important, doctor s appointments should be scheduled, if possible, at times when the student will not miss instructional time. A student will not be released from school at times other than at the end of the day except with permission from the Principal or designee and according to the campus sign-out procedures. Unless the Principal or Superintendent has granted approval because of extenuating circumstances, a student will not regularly be released before the end of the instructional day. Students signed out during the day need to bring a note for the absence to become excused. Students will ONLY be released to individuals listed on the student s registration information. Textbooks and Library Books State approved textbooks are provided free of charge for most subjects or classes. Students are responsible for checking out and returning textbooks and library books to the library. Any student failing to return a book issued by the school loses the right to free textbooks until such time as the 3

5 book is returned or paid for by the student/parent. Additionally, any damage to textbooks or library books will result in a fine being assessed. Fines must be cleared through the librarian before new/additional textbooks or library books will be issued. Damaging a barcode label (number can still be identified) will result in a $5 fine to cover the cost of replacing the label(s). Removal of the barcode or damage beyond recognition results in the book being designated as lost and the student will be responsible for paying the full price of the textbook or library book. Missing textbooks and library books and fines will also prevent students from participating in school functions such as dances, end of year activities, and access to textbooks at other campuses. District Textbook Policy: Students must return textbooks to their campus on the last day of school or no later than the 3 rd Friday in June. Property Management will not accept textbooks from students after this date. **OUTSIDE FOOD AT LUNCH TIME** Federal food guidelines do not allow students to share outside food with other students. Parents may only provide food to their own child even with the permission of the other student s parent. Outside food includes but not limited to: McDonalds, Sonic, Bush s Chicken, meals brought from home, etc. If a parent chooses to eat with their child at school there will be a designated area set aside. All parents must check into the front office and report to the administrator on duty in the cafeteria. ATTENDANCE Regular school attendance is essential for students to make the most of his/her education to benefit from teacher led activities, to build each day s learning on that of the previous day, and to grow as an individual. Absences from class may result in serious disruption of the student s mastery of subject matter and concepts. As a result, parents and students should make every effort to avoid unnecessary absences. Two state laws apply to attendance: one dealing with compulsory attendance; the other with attendance for course credit. Students with too many absences may be retained. An attempt will be made to notify the parents of absences by telephone on a daily basis when their student is absent from school, regardless of the nature of the absence. Attendance personnel are not responsible for incorrect telephone numbers or addresses. A school aged student deliberately not attending school may result in assessment of penalties by a court of law against both the student and his or her parents. TRUANCY Truancy is defined as being absent from school or class without permission from a parent or school official. This includes students who leave class without permission from the teacher. Truancies count as unexcused absences and cannot be excused by a note from the parent. Truancy may result in disciplinary consequences. 4

6 LATE ARRIVAL TO SCHOOL Our school day begins promptly at 8:00 a.m. and ends at 3:35 p.m. Students are expected to be in class by 8:00 a.m. when the tardy bell rings. A student who is tardy to school and/or class by more than 15 minutes will be marked as an unexcused absence. Students are required to sign in at the 5

7 front office if he or she arrives late to school. Multiple instances of unexcused absences and tardies will result in disciplinary consequences. Tardies are addressed in the disciplinary section on page 8. Make-Up Work Routine and In-Depth Make-up Work Assignments All students absent from school shall have the opportunity to make up all school work assigned during their absence. Students have five school days after returning to school to complete make-up work. In unusual circumstances, the principal or his/her designee may extend this time period. Work assigned prior to the absence shall be turned in or completed on the day the student returns to school. If a test or major assignment had been previously communicated to students, the test or assignment will be completed or due the day the student returns to school. Full credit will be awarded for make-up work. A student who does not make up assigned work within the time allotted by the teacher will, at the discretion of the teacher, receive a grade of zero for the assignment. In case of truancies, make-up work can earn only 50% of the credit that would have been earned if the student had been present. KNOW THE RULES: STUDENT DISCIPLINE The purpose of discipline is to help the student develop increasing responsibility for the independent control of his/her own behavior while creating an atmosphere which will develop a mutual respect for each individual s rights. To this end, Killeen ISD firmly believes that to have an effective educational system for all students, it is necessary that proper behavior must be maintained in the classrooms, in the school buildings, on school grounds, on school buses and at extra-curricular events and activities. The circumstances requiring discipline will determine the consequences used. These may range from teacher guidance and parental awareness to suspension. The Rancier Middle School guidelines for administering discipline can be found in the KISD Student Code of Conduct which is online at under the Parents and Students section. Please pay careful attention to the sections: Student Offenses and Consequences and Unexcused Absences. Transportation riders also need to read the KISD Transportation Student Rider s Safety Handbook. All students on KISD transportation should have a visible ID. If you received a temporary ID, you will need to have it with you to get on your bus after school! It is the intent of the Rancier Middle School discipline plan to enhance the KISD Student Code of Conduct. Parent/guardians are required to sign a Code of Conduct card acknowledging an understanding of the rules and consequences of misbehavior. 6

8 DISCIPLINE CONSEQUENCES (may include but are not limited to) LUNCH DETENTION RMS utilizes lunch detention for minor disciplinary issues and behavior correction. Students are required to attend the assigned detention; if absent, the student must make up the day. Students will receive one reminder if he/she fails to attend lunch detention. Students may receive a discipline referral for failure to attend lunch detention as assigned and further disciplinary action may be taken. TEACHER DETENTION Teachers may create their own detention hall for disciplinary action. When a student is assigned to the teacher s detention hall, it will begin no earlier than the next day and may be at the teacher s convenience. It is the student s responsibility to inform his/her parents or guardian of the detention and to arrange for transportation if necessary. Any student who refuses to accept a teacher s detention hall will be referred to the appropriate assistant principal. AFTER-SCHOOL DETENTION Students may be assigned after-school detention for misconduct. Length of assignment will vary depending on the misconduct. Students will complete school assignments, study or read. Transportation is the responsibility of the parent or guardian. Parent notes for one reassigned after-school detention may be brought to the student s AP the day following their assignment. No-shows to after-school detention will receive a referral for insubordination AND may be assigned a day of Saturday detention. SATURDAY DETENTION Students may be assigned to Saturday detention for misconduct. Students are expected to attend Saturday detention from 8:00 a.m. until 12:00 p.m. Students will complete school assignments and study. Transportation is the responsibility of the parent or guardian. Parent notes for one reassigned SAC may be brought to the student s AP office before the assigned date or the Monday following his/her assignment. No shows to Saturday detention will result in a referral for insubordination AND be assigned ISS. IN-SCHOOL SUSPENSION (ISS) ISS should be considered the most serious consequence applied on campus and requires the student to be removed from classroom. Students are assigned to a special classroom to complete all classroom assignments. Lunch may be purchased from the cafeteria or a sack lunch may be brought, no outside food will be allowed. Lunch will be eaten in the ISS Room. If a student receives a referral while in ISS suspension may result or additional days of ISS may be assigned. 7

9 Out of-school SUSPENSION (OSS) OSS is considered the most serious consequence applied on campus and requires the student to be removed from the campus. The length of the suspension may not exceed (3) consecutive days per assignment. Absences accrued during suspension shall be considered as excused. To receive credit for work missed, it must be turned in within five (5) days of the student s return to school. It is not expected that teachers be required to provide ahead of time assignments for students to complete during the time of suspension. Students who are suspended from school are prohibited from being present on ANY district campus or property, and from attending any school-related or school-sponsored activity during the time of the suspension. Referrals received for not attending assigned disciplinary consequences MAY result in a Campus Level Hearing for DAEP (Alternative School). SPECIFIC RULES FOR RANCIER MIDDLE SCHOOL The following behaviors are prohibited and will be treated as disciplinary infractions: Having food or drink outside of the cafeteria. Entering the hallway without a pass during class or lunch time. Hallways are closed during lunch. Standing around in areas other than approved locations before and after school. Standing and loitering in the hallways and intersections between passing periods. Walk and talk on your way to class. Displaying public affection: i.e. hugging, kissing, and holding hands or other inappropriate physical contact with the opposite OR the same sex. RMS is a TOBACCO FREE campus. Possession of a tobacco product will result in serious consequences. When school has been dismissed each day, students are expected to leave campus by 4:00 p.m. unless he/she is involved in a supervised activity. Students still on campus after 4:00 p.m. may be charged with trespassing. Students must have an ID visible from the front (mid-chest or higher). Students without his/her permanent ID will be separated at lunch and required to go through the lunch line after the other students so as not to hold up the lunch line. These students may also be prohibited from going outside after lunch. Students are required to get his/her temporary ID from his/her first period teacher and will be worn for the remainder of the day. Students who have been suspended from school are not allowed on ANY KISD campus until the day he or she is scheduled to return to school. These students are not allowed at any extracurricular events on or off campus. Students assigned to ISS are NOT allowed to attend any extracurricular activity or event until he or she is released from ISS. RMS has doors locked for security reasons. Students should not allow other people to enter 8

10 through locked doors. Students are to be picked up from school and extra-curricular activities in a timely manner. Rides should arrive within 20 minutes of a finished event. Students who are not picked up from school in this time frame may be prohibited from attending additional events. Outside food (McDonald s, Sonic, etc) is not allowed to be shared between students and only food brought in by a student s parent is allowed to be given to the student. Parents may not provide food for other students even with that student s parent s permission. This is a violation of the federal food guidelines. STUDENTS ARE TO FOLLOW ALL STAFF DIRECTIVES UNLESS THE DIRECTIVE IS IMMORAL OR ILLEGAL. FAILURE TO DO SO WILL RESULT IN SEVERE CONSEQUENCES. 9

11 HARASSMENT AND BULLYING Incidents of harassment and bullying will NOT be tolerated at RMS. It is an ongoing expectation that all students and staff will treat each other with dignity and respect. Students who feel they are being harassed or bullied should make a report to the principal or assistant principals. Students who witness another student being harassed or bullied should make a report to the principal or assistant principals. All reports will be investigated and every measure will be taken to protect the identity of the student making the report. Harassment may include the following behaviors: threatening to cause harm or injury to a student, engaging in sexually intimidating conduct, causing physical damage to the property of another student, subjecting another student to physical confinement or restraint, maliciously taking any action that substantially harms another student s physical or emotional health or safety. Bullying- Engaging in written or verbal expression through electronic means, or physical conduct that occurs on school property, at a school-sponsored or school related event: is severe, persistent and pervasive enough that the threat or action creates an intimidating, threatening, or abusive educational environment for a student, exploits an imbalance of power between the student perpetrator and disruptions the student s education or the operation of the school. If a student enters the classroom after the bell without a pass, the teacher will mark the student tardy. The student will be registered in the computer as being tardy on that date for that period. A student who is more than 15 minutes late to class is to be considered absent rather than tardy. Referrals for tardies, dress code, ID violations, electronic devices, and cell phone violations will be grouped together. Increments of four can be reached with a combination of any of these violations. 10

12 Referrals for tardies, dress code, ID violations, and cell phone violations are to be written in accordance with the following criteria: Number of Violations Consequence 4 Referral - afterschool detention 8 Referral - Saturday detention 12 Referral - Saturday detention 16 Referral - 2 days ISS 20 Referral - 3 days ISS - Campus Probation 24 Referral - 3 days ISS Campus Level Hearing 11

13 CELL PHONES AND ELECTRONIC DEVICES The use of cell phones and other electronics are permitted before and after school only. Cell phones and electronics are to be turned off and not visible in the classroom, hallways, cafeteria, or library unless they are being used for EDUCATIONAL PURPOSES. When a student enters the building the phones, earbuds and electronics must be turned off and put away. Any time an electronic item is confiscated, a parent or guardian must pick up the item. Violations will be recorded and the appropriate disciplinary action taken. Electronic equipment is subject to search in the event school administrators believe reasonable suspicion exists to support the search. If a student refuses to give up a cell phone or other electronic devices, further disciplinary actions will occur. On the first offense a referral will be written, a cell phone violation recorded and 3 days ISS will be assigned. If the student also refuses to give the phone or electronic device to an administrator, a second referral shall be written and the student will ALSO receive a 3 day suspension. On the second offense of refusal to a teacher, a referral will be written, the student will receive a 3 day suspension from school and a campus level hearing may be held. Cell phones and electronic devices such as IPods, game systems, etc. are brought to school AT YOUR OWN RISK!! **The school is NOT responsible for lost or stolen cell phones and electronics of any kind, and WILL NOT investigate these incidents. A report may be made in the assistant principal s office about the incident but administrators will NOT conduct an investigation. This includes any item that has been confiscated by staff members. Students are advised to keep all personal items and electronics secured at all times. COMPUTER RESOURCES To prepare students for an increasingly technological society, KISD has made a substantial investment in computer technology for instructional purposes. Use of these resources is restricted to students working under a teacher s supervision and for approved purposes only. A copy of the Student Acceptable Use Policy may be found in the Student Code of Conduct. Students and their parents will be asked to sign a Student Code of Conduct card as a user agreement (separate from this handbook) regarding use of these resources. Violations of this agreement may result in termination of network access and disciplinary action. Students and parents should be aware that electronic communications, downloads, searches, postings, etc. are not private and may be monitored by district staff. Student privileges may be revoked in the event a student fails to follow teacher, campus, and district policy. 12

14 IDENTIFICATION CARDS ID cards are provided to all students at Rancier Middle School. ALL STUDENTS ARE TO WEAR THESE CARDS AT ALL TIMES WHEN HE OR SHE IS ON CAMPUS, WHILE RIDING ON DISTRICT TRANSPORTATION, AND AT SCHOOL FUNCTIONS. Students are required to wear IDs at all times, it must be visible from the front mid-chest or higher and not on a student s sleeve, purse, or in a student s pocket. Students are also required to wear the lanyard provided by the school in the appropriate color designated by grade level. A student ID card must be surrendered when requested by any staff member. IDs are the property of the school. The first ID is provided at no charge to the student. If the ID card is mutilated or altered in any way, it is no longer valid and must be replaced. Lost IDs must also be replaced. The cost of replacement for the ID and lanyard is $5.00. A lanyard only is $1.00. RANCIER MIDDLE SCHOOL DRESS CODE The dress and grooming standards of Rancier Middle School are meant to promote a positive, learning environment where the focus is on instruction and not on clothing or appearance. Clothing, hairstyles, and accessories should not be disruptive, immodest, or compromise student safety. Students shall come to school looking clean, neat, and ready to learn. The school prohibits pictures, emblems, or writings on materials or clothing that are lewd, offensive, vulgar, immodest, or promote or refer to alcoholic beverages, drugs, or any other substance prohibited under policy FNCF (1). The school also prohibits any clothing or grooming that in the principal s judgment may reasonably be expected to cause a disruption or interference with normal school operations. Shirts or other clothing items depicting or promoting acts of violence, guns, weapons, death, dismemberment, disfigurement, gang activity or affiliation, or other offensive items are specifically prohibited. All dress code issues will be subject to the campus administrator s judgment. RMS STANDARDIZED DRESS CODE POLICY Rancier Middle School s Standardized Dress Code applies to all students and all school days. Students are to remain in their Rancier Middle School Standardized Dress Code both upon entering and leaving the campus. Students may wear approved KISD dress code clothing to school sponsored activities outside regular school hours (i.e. sporting events and academic events), unless otherwise announced by the event sponsor. ID CARDS SHIRTS/BLOUSES ID Cards MUST be worn visible from the front at ALL times when on campus or attending any KISD activity. IDs must be worn around the neck on the lanyard provided by the school in the color designated for each grade level. IDs MUST not be defaced and must be replaced if damaged in any way (i.e., adding stickers, pictures, markings, chewing, peeling, etc.). Shirts/blouses MUST be solid white, khaki/beige/tan, maroon, or navy blue, collared/turtleneck, short or long sleeved. They MUST be appropriately sized. Rancier Middle and Killeen High School Spirit Shirts (i.e., supported programs) are allowed. If an undershirt is worn under outer shirt, the undershirt MUST be SOLID WHITE or GRAY. 13

15 PANTS SHORTS/SKORTS SKIRTS/JUMPERS BELTS LIGHTWEIGHT JACKETS/HEAVY OVERCOATS SWEATERS/ HOODIES/ SWEATSHIRTS/ FOOTWEAR HATS/BALL CAPS/ HEADGEAR BACKPACKS/ DRAW STRING BAGS SAGGING EYEBROW SLASHES Additional: Pants MUST be solid navy blue, khaki/beige/tan. Pants must be Docker style or cargo style (straight leg), NO skinny (body hugging) pants/jeans. No Jeggings or flared legs, elephant bottom styled pants, or bib overalls are allowed. NO denim pants or jeans; NO cut-offs with frayed hems are allowed. All pants MUST be appropriately sized and worn at the waist. Black pants are not allowed. Shorts/skorts MUST be solid navy blue or khaki/beige/tan. The hem MUST be longer than the length of the student s ID above the kneecap and the back of the knee. Cargo shorts/skorts are allowed. No denim/jean material or athletic shorts are allowed. All shorts/skorts MUST be appropriately sized and worn at the waist. Skirts/jumpers MUST be solid navy blue or khaki/beige/tan. The hem may be NO shorter than the length of the student s ID above the kneecap and the back of the knee. All skirts/jumpers MUST be appropriately sized and worn appropriately. No denim/jean material is allowed. Belts, if worn, MUST be solid navy blue, black, or brown. NO large belt buckles are allowed. Jackets and overcoats CANNOT be worn inside the building. They must be placed in lockers upon entering the school building. NO trench coats are allowed. Colors for jackets and overcoats worn to and from school will be at parent's discretion. Sweaters/hoodies/sweatshirts/vests MUST be solid white, khaki/beige/tan, maroon, gray, or navy blue. They MUST be appropriately sized and cannot be longer than the bottom of the front pocket of pants/shorts/skorts/skirts. A standardized shirt/blouse VESTS MUST be worn with these items and the collar MUST be worn on the outside. Sweatshirts/hoodies/sweaters/vests are NOT to be wrapped around body. Footwear MUST be appropriate for school. Colors for footwear will be at parent s discretion. NO slides, house slippers, shoe skates, water shoes, sock shoes, or shoes with metal spikes may be worn. Shoes with laces and/or fasteners must be tied and/or secured. (KISD Student Code of Conduct Handbook guidelines apply) Hats and ball caps MUST be removed upon entering the building and placed in lockers. Students may not carry them to class and may not loop the hats on belt loops. Doo rags are not allowed anywhere on campus or at any school sponsored event. All backpacks, drawstring bags, and large purses or bags MUST be placed in lockers upon entering the building and must remain in lockers until students are dismissed for the day. Pants/shorts/jeans MUST be the appropriate size and worn at the natural waist. Sagging is defined as any clothing that sits below the natural waist. Pants worn in this manner with or without shorts underneath will be considered sagging and disciplinary measures may be taken. Eye brow slashes are NOT allowed. Students will be required to fill eyebrow slashes in and disciplinary consequences may be applied. Wallet chains or chains of any kind are not allowed on campus or at any schoolsponsored event. 14

16 Free Dress Days will be designated by the principal. On Free Dress Days students may wear any clothing as stated in the dress code guidelines of the KISD Student Code of Conduct Handbook in addition to the Rancier Middle School Standardized Dress Code Policy. Unless specifically stated above, all other dress code guidelines in the KISD Student Code of Conduct Handbook will apply. Students in violation of the dress code policy will be subject to disciplinary action. Students Before and After School SCHOOL FACILITIES The hallways are closed before and after school and during lunch. Certain areas of the building are accessible to students before and after school for specific purposes. Hanging out in front of the school is not allowed and students are required to have their IDs displayed upon entering school grounds. Students are required to remain in the area where their activity is scheduled to take place. A student will not be permitted to go to another area of the building or campus unless the teacher or sponsor overseeing the activity gives permission. Students must leave campus immediately after dismissal of school unless involved in an adult sponsored activity. Students not in activities or tutoring should exit the building immediately. Only students with passes will be allowed in the building before and after school. Inclement weather: 6 th grade reports to the 6 th grade hallway 7 th grade reports to the 7 th grade hallway (upstairs, east end of the building) 8 th grade reports to the 8 th grade hallway (upstairs, west end of the building) Loitering, hanging out, visiting, and/or standing in the halls, intersections, or at lockers between classes is not permitted. During class time, a student must have a hall pass to be outside the classroom for any purpose. Failure to obtain a pass will result in disciplinary action in accordance with the Student Code of Conduct. VISITOR ENTRY Visitors are required to enter through the front of the building into the main office. All visitors must have a visitors badge displayed in order to leave the front office. 15

17 LIBRARY The library is a learning laboratory with books, computers, magazines, and other materials available for classroom assignments, projects, and reading or listening pleasure. You must have your ID on and visible to be in the library. The library is open for student use without a teacher pass before and after school and during lunch. LOCKERS Each and every locker in the school building shall be subject to random inspections at least twice a semester by any administrator, including a police officer authorized by an administrator. All students are assigned lockers and MUST provide a combination or key lock. Students are responsible for ensuring that their lockers are secure at all times. Students are not allowed to share lockers and should not give other students his or her locker combination. REPORT CARDS/PROGRESS REPORTS AND CONFERENCES Report cards or progress reports with each student s grades or performance and absences in each class or subject are issued to parents at least once every 4 and half weeks. If the student receives a grade lower than 70 in any class or subject during the grading period, the parent is encouraged to schedule a conference with the teacher of that class. Teachers follow grading guidelines approved by the Principal/Superintendent that have been designed to reflect each student s academic achievement for the grading period, semester, or course. State law provides that a test or course grade issued by a teacher cannot be changed unless the Board determines that a grade was arbitrary or contains an error, or that the teacher did not follow the District s grading policy. Questions about grade calculations should first be discussed with the teacher; if the question is not resolved the student or parent may request a conference with an administrator or counselor. Parents/guardians have access to their student s grade on the Home Access Center. The Home Access Center is found at and instructions can be obtained from the counselor s office or the front desk secretary.
