The current vendor has access to this information, so distributing the information to other vendors in a timely fashion will ensure a level playing field for all bidders. 3 9. What equipment is the County requiring? Please fill out the following table with quantities required. The County is requiring the monitoring and recording of visitation phones. How many visitation phones is the County requiring? Are the visitation phones currently wired to the inmate telephone system for recording and monitoring? Answer: 48 visitation phones that are wired independently from the 24 Inmate phones within the housing units. 11. Requirement i on page #12 states: Provide as part of the RSP all cost that might be billed to the county for any service or maintenance to the system to include the county s visitation system. Please confirm that by visitation system the County is describing the visitation telephones and not a video visitation system. If the County is describing a video visitation system, is this something the County would like vendors to offer as part of the solicitation? Visitation phones are not a part of a video visitation system. Currently, no cost is being charged for service/maintenance of our visitation phones by current vendor. 12. Requirement g on page # 7 states: The system must include an on-site central processing unit that will enable to jail staff to perform the following functions and then it lists several functions. Please confirm that by on site central processing unit the County is describing an onsite workstation that will allow jail staff to perform all of the functions listed under requirement g. Answer: Yes, we are referring to the on-site workstation as requested in the list in question #10. The central call processor itself is typically offsite, in a secure data center, which greatly reduces the amount of onsite installation and maintenance, onsite hardware, and energy consumption at the facility. Will this configuration be acceptable to Beaufort County? 13. Regarding Requirement b, Report #2 on page 6: Can the County please confirm that requirement b, 1 is asking for a report that shows inmate in other correctional facilities calling Beaufort County residents, which have no association with the Beaufort County correctional facility. If yes, can the County please clarify what the purpose of such a report would be? Answer: The ability to cross reference current inmates associations with those in the community and those inside the detention facility. We would like the ability to link these associations between other facilities in the state that mange the same inmate phone service

4 provider. If possible, we would like to be able to generate the information into a chart format to give a visual representation of the associations. 14. Requirement b, under the Service and Maintenance section on page 11 states: All service technicians must be full-time employees of the vendor. In a centralized environment, the call processing and recording /storage equipment is housed and serviced by the vendor s employees in the vendor s data center. Therefore, service technicians who visit the Jail are responsible primarily for repair and maintenance of the telephone instruments only. It is common practice in the inmate telephone industry to subcontract with nearby technicians for telephone repair, since this work alone does not necessarily constitute a full-time job, as most of the telephone maintenance occurs at the data center. Would it be acceptable to subcontract local telephone technicians in support of the Beaufort County contract? Answer: Beaufort County will not accept sub-contractors to do maintenance on our inmate telephone service. All service technicians must be full time employees of the vendor.
