Ted Buford, Board Chair, called the meeting to order and Joel Hanner asked the invocation. ACTION ITEMS Approval of Agenda Upon a motion by Joel Hanner, a second by Phillip Cook, the Board unanimously approved the agenda for the meeting. Approval of Minutes Upon a motion by Patrick Ebri, a second by Joel Hanner, the Board unanimously approved the minutes of the January 15, 2015, Coastal Pines Technical College Board of Directors meeting. Approval of Master Facility Plan Upon a motion by Phillip Cook, a second by Randal Morris, the Board unanimously voted to table the Master Facility Plan until next month. Program Specific Fees Upon a motion by Grant Gainer, a second by Toni Nelson, the Board unanimously approved the Program Specific Fees Schedule of Meetings Upon a motion by Jack Johnson, a second by Gwen Mungin, the Board unanimously approved the Schedule of Meetings, with the understanding that it can be adjusted for other campuses should the need arise. Approval of Basic Timber Harvesting Certificate Upon a motion by Phillip Cook, a second by Gwen Mungin, the Board unanimously approved the Basic Timber Harvesting Certificate. Approval of Timber Harvesting Operations Certificate Upon a motion by Phillip Cook, a second by Gwen Mungin, the Board unanimously approved the Timber Harvesting Operations Certificate.

2 Approval of FY16 College Calendar Upon a motion by Greg Jacobs, a second by Toni Nelson, the Board unanimously approved the FY16 College Calendar. Academic Affairs Instructional Focus on Camden County Al Cunningham presented a synopsis of CPTC s activities in Camden County to the Leadership Camden participants on March 5 th. Brenau University and Valdosta State University representatives also presented their institutions activities during the Education Day segment of Leadership Camden s agenda. Camden County High School hosted the event; Dr. Harden, Superintendent Camden County School System and Dr. John Tucker, Principal provided current statistics of the school. Al Cunningham presented an overview of CPTC work force preparation and academic offerings throughout its 13 county service delivery area. Afterwards, he focused on student enrollment and programs offered in Camden County, including the U.S. Navy s Trident Refit Facility at Kings Bay Submarine Base. Highlights of the presentation were: 83 Camden Residents are enrolled in courses at CPTC instructional sites other than Camden Center or CCHS. Business Administrative Technology and Networking Specialist are the two highest enrolled programs, totaling 29 students. CCHS Administrators have agreed to allow CPTC to offer 4 dual credit programs on their campus starting fall 2015 semester: o Electrical Line Worker TCC (12 credits) o Nurse Aide, TCC (13 credits) o Microsoft Office Application Professional, TCC (22 credits) o Welding-Basic Shielded Metal Arc Welder, TCC (10 credits) o Criminal Justice Specialist, TCC (15 credits) Courses from Business Administrative Technology Diploma and Degree programs will be offered at the Camden Center during the fall 2015 semester. TCSG Program Probes Activities during February, 2015 Marketing Management Diploma, MM12. Program changes were agreed on by 14 of the 18 colleges that offer the program, 2 colleges did not vote. Probe results were reviewed by the President s Council Review Committee last week and forwarded it to the State Board for final approval. o Changes to the program reduced credit hours from 55 to 42 with the following actions: Removed ACCT 1100 Financial Accounting I (4 credit hours) Removed BUSN 1300 Introduction to Business (3 credit hours) and the alternative courses MGMT 1100 Principles of Management (3 credit hours). Moved COMP 1000 Introduction to Computers (3 credit hours) from being a required course to becoming one of the alternatives of the cluster containing MKTG 2030 Digital Publishing and Design, BUSN 1190 Digital Technologies in Business, and BUSN 1430 Desktop Publishing and Presentation Applications. Removed a six-hour occupational cluster and replaced it with a new threehour cluster containing MKTG 2290 Marketing Internship/Practicum (3 credit hours) or MKTG 2300 Marketing Management (3 credit hours) Diesel Equipment Technology, Diploma DET 4. The Program IFCC proposed curricula changes to the diploma and related TCC programs to better align curricula with new diesel truck standards of ASE NATEF. Probe results were reviewed by the President s Council

3 3 Review Committee in January and approved by the State Board on February 5 th. The changes reduced credits in the diploma s curriculum from 48 to 47. o Diesel Engine Service Technician, TCC DE21, curriculum was adjusted by inserting the 2015 version of course DIET 1030, which reduced credits in the program from 17 to 16. o Heavy Diesel Service Technician, TCC HD31, curriculum was also adjusted by inserting the 2015 version of course DIET 1030, which reduced credits in the program from 32to 31. Selected Topics in Criminal Justice, TCC, STI1 (12 credits) and Legal Issues for Criminal Justice, TCC, LIF1 (13 credits) Programs were developed to increase the number of classes available to students who are in dual enrolled programs. Probe results were reviewed by the President s Council Review Committee in January and approved by the State Board on February 5 th. Students Culinary Arts program students on the Hazlehurst and Golden Isles sites participated in the following live work projects during February: o ATC Foundation lunch at GICA on February 5 th o ASSE Meeting & Lunch at GICA on February 17 th o Skills USA monthly meeting at GICA on February 26 th o Leadership Wayne lunch at Jesup on February 12 th Cosmetology program students on the Brunswick campus participated in the Senior Miss Beauty Pageant by assisting the contestants at the Senior Care Center with SEGHS with hair and make-up on February 15 th. Horticultural program students hosted a visit from the George Washington Carver Middle School freshman class from Douglas, Ga. They worked with the students on a nursery landscape practice activity. CTDL program students at the Baxley Instructional Site completed the course on February 23 rd and 4 of the 6 graduates have been hired by trucking companies. Clinical Laboratory Technology program students hosted an American Red Cross blood drive on February 27 th on the Waycross campus. Twenty-nine units of blood were collected. Workforce Preparation o CTDL program students were visited by Schneider National, and ComCar Industries (ComCar represents five different trucking companies), inviting graduates to go to work for them. o Forestry program students visited several timber processing facilities in January and February including: Ace Pole Co. (Blackshear, GA), Varn Timber Products (Hoboken, GA), Interstate Paper Company (Riceboro, GA), and Georgia Forestry Commission State Tree Nursery near Cordele, GA. o Machine Tool program - Daniel Defense contacted Chris Gibbs, instructor, about their need for program graduates. o Lineworker program- 13 program students are in the final interviewing cycle for employment with the Georgia Power Company. Academic Affairs Personnel

4 4 Academic Affairs Deans, Pallas, Wilkerson and Pinder participated in TCSG s Academic Affairs Administrative Support Training during February 10 th and 11 th. Dr. Pallas made a presentation to his peers during the meeting. Computer Information Systems Instructors attended TCSG s IFCC meeting on February 19 th. Jason Strickland was elected At-large Chair for the Southern Region and Eddie Murray who was elected Chair for the Computer Support curriculum committee. ECCE faculty Ruth Nimmer and Kalista Green attended their IFCC meeting on February 26 th. Practical Nursing Instructor DJ Everett completed his BSN degree from Walden University, graduating magna cum laude. He was also inducted into the Honor Society of Nursing, Sigma Theta Tau. Mr. Everett has been accepted into the Family Nurse Practitioner program at Walden University for the fall. VPAA Activities GICA BOD Finance Committee, Brunswick on February 5 th. GIMOAA meeting and Luncheon, Saint Simons Island on February 15 th. Wayne County Chamber General Membership Luncheon, Jesup on February 17 th. Selection Committee for Engineer Technology Instructor & Program Coordinator, Brunswick on February 18 th. Valdosta State University s Meeting with Dr. Dilbert, Waycross on February 24 th. Ware Department of Corrections meeting, Waycross on February 24 th. GOAL/RPA Regional Competition, Moultrie Tech on February 25 th. Administrative Services Items for Approval 1. Program Specific Fees for FY2016 a. Request to add program Fee of $45 per semester while the student is enrolled in occupational courses for the following programs beginning Fall Semester 2015: 1. Health Care Science 2. Physical Therapy Assistant b. Request to charge the malpractice insurance fee for the following programs beginning Fall Semester 2015: 1. Electronics Technology Biomedical Specialization Internship 2. Healthcare Science 3. Neuromuscular Therapy 4. Physical Therapy Assistant Items for Information 2. Human Resources a. A committee comprised of representatives from the various CPTC locations and divisions of the College developed the CPTC Non-Exempt Staff Performance Evaluation and Managers, Supervisors, and Other Professional Staff Evaluation. The CPTC Cabinet approved both evaluation instruments. Both evaluation instruments will be forwarded to the College Council for their consideration.

The State Accounting Office had planned to assist TCSG and several technical colleges in implementing an online Absence Management System with an implementation date of May We had been participating in conference calls with TCSG and the State Accounting Office. In January 2015, the State Accounting Office announced that they were cancelling the project. CPTC currently uses TimeForce, an automated timekeeping system for nonexempt staff, adjunct faculty, and part-time staff. We are working with TimeForce to implement their online absence management system for all fulltime employees of CPTC. We are working toward maintaining the same implementation date of May 1, Our optional target date is July 1, 2015, the beginning of the new fiscal year. Training will be provided to the CPTC staff by the CPTC Human Resources staff d. Coastal Pines Technical College is providing to all full-time employees online training, which meets the required TCSG annual staff development. Staff Development training courses via Kantola Productions must be completed by June 30, Each full-time employee has received an from Kantola Productions with a link to access the videos. The online training includes the following: Bloodborne Pathogens General Harassment: Sex, Religion and Beyond - Managers/Employees HazMat: What You Need To Know Power of Positive Discipline The Drug-Free Workplace: Setting the Standard Workplace Ethics.

6 6 a. The renovations of The College Store on the Waycross Campus are in progress. The projected completion date is April Reporting a. The TCSG Program Cost Surveys for Altamaha Technical College and Okefenokee Technical College for FY2014 were completed and submitted to TCSG prior to the deadline of January 31, b. The Purchasing Self Audits for ATC and OTC for fiscal year 2014 were submitted to the State of Georgia DOAS by the deadline of February 19, c. The Human Resources Survey of Inter-Postsecondary Educational Data System (IPEDS) has been completed and entered into IPEDS. The information is based on CPTC data as of November 30, The deadline is March 31, d. The Finance Survey of IPEDS is in the process of being completed. The completed survey will be a combination of the financial information from the financial reports for Altamaha Technical College and Okefenokee Technical College as of June 30, The deadline is March 31, e. The Library Surrey of IPEDS is in the process of being completed. This is a new survey from IPEDS. The deadline is March 31, Building and Renovation Projects a. Monica O Quinn has been working with a representative of Krueger International (KI) and MS Harris & Associates to select the furnishings, fabrics, and outdoor furniture for the new building. She will also meet with them at the KI Showroom in Atlanta on March18 th. b. Monica O Quinn has attended two of the pre-construction meetings for the new building on the Waycross Campus. 6. Staff Development a. Katrina Howard and Cynthia Linder attended the TCSG HR Peer Group meeting at Central Georgia Technical College in Macon on February 11, b. Melissa Lamb and Angie Crews attended the PCard Administrator Training in Savannah on March 10, c. Melissa Lamb attended the TCSG Executive Leadership Academy meeting in Callaway Gardens on January 20 th through 22 nd. She will attend TCSG ELA in Atlanta on March17 th and 18 th. d. Angie Crews, Melissa Lamb, and Monica O Quinn will attend the TCSG Enterprise Technology Summit and VPA Meeting in Atlanta on March 18 th, 19 th, and 20 th. e. Angie Crews and Kathy Kovach will attend the TCSG Purchasing Training in Atlanta on March 25 th and 26 th.

9 9 Project COASTAL PINES TECHNICAL COLLEGE NOTES TO FINANCIAL REPORT February 28, 2015 Project includes our state allocation for personal services (salaries and fringe benefits) and operating expenses. Operating expenses include such items as maintenance, motor vehicle expenses (gas and repairs), telecommunications, and utilities. USDA RBEG Grant Project is the United States Department of Agriculture Rural Business Enterprise Grant that the College will use to purchase Cisco and Apple Networking Equipment. The College will match approximately 74% of the grant with instructors salaries and benefits, equipment, and classroom/office space. These funds are available to use through September 22, Carl Perkins Grant This is federal money passed through to our college from TCSG. The 3233A001 Basic Grant currently funds five (5) full-time positions and operating funds for instructional programs. College Work Study Project 2415A002 is the College Work Study Project for Fiscal Year This project pays 100% of the payroll expense for students who work under this program. Students must meet the requirements of this federal program to participate in the program. The USDOE approved for the College to begin this program for this fiscal year in January Guided Pathways to Success This is a grant administered by the Technical College System of Georgia. The funds will be used for registration fees and travel expenses to attend meetings and workshops to support the Guided Pathways initiative. Bond Funds Project 51304HP is High Priority Repair and Renovation Bond Funds for Coastal Pines Technical College in the amount of $211,500. These bond funds will be used for the Waycross Campus roofing project. Project 51311A is Repair and Renovation Bond Funds for Coastal Pines Technical College in the amount of $516,302. These funds were carried over from FY2014. These bond funds are available to use through June 30, Project is Repair and Renovation Bond Funds for Coastal Pines Technical College in the amount of $169,302. These bond funds are available to use through June 30, Project 51313A is Obsolete Equipment Bond Funds for Coastal Pines Technical College in the amount of $226,797. These funds were carried over from FY2014. These bond funds are available to use through June 30, 2015.

These bond funds are available to use through June 30, Adult Literacy Grants Project 01938R funds the Director, Assistant Director, three support staff, and seven full-time instructors of the Adult Literacy Department for our service delivery area. Project 2634AR funds four full-time instructors and the expenses of adult literacy programs throughout our Service Delivery Area. Project 2644AR funds staff development activities for the staff of the Adult Literacy Department. Project 2654AR funds the expenses of adult literacy programs in institutional locations throughout the Service Delivery Area. Local Projects Current Year Revenue for each project reflects revenue for summer, fall and spring semesters. The amounts for tuition and fees for students receiving financial aid for the current year were obtained from the Banner Accounts Receivable reports. Expenditures reflect those incurred for this fiscal year through February 28, Tuition includes tuition charged for degree, diploma, and technical certificate of credit programs. Instructional and Technology Fee became effective Fall Quarter It is a non-eligible HOPE fee charged to students each semester. The funds must be used for instructional and technology purchases. Miscellaneous income includes revenue from registration fees, application fees, graduation fees, facility fees, other miscellaneous student fees, and grant administration fees. Economic Development includes all fees for business and industry services, continuing education courses, and facility usage. GED includes the fees charged to those taking the GED test. Carryover funds represent those funds for specific projects for which the technical colleges are allowed to carry over to the following fiscal year and are available to use in the following fiscal year. Local projects that have excess funds at the end of the fiscal year for which Georgia statute does not allow to be carried over are part of the surplus calculation at the end of the fiscal year and are returned to the State of Georgia. IE staff met with Chad Swanson on March2 to finalize the CPTC Colleague Satisfaction Survey and Student Satisfaction Survey. These surveys sent to Cabinet for review. After review, the surveys were deployed on March 9 th. 2. We are submitting two presentation proposals to SACSCOC for the Annual Conference in December. One proposal is on merger survival and the other is on SPIRIT. 3. Perkins purchasing is winding down for this year. Perkins budget for FY16 is due to TCSG on April 16 th. 4. Work is ongoing in updating old OTC/ATC signs at campuses and adult education sites. Designs for adult education sites have been developed and are being reviewed. Designs for Jesup, Baxley, and Hazlehurst should be finalized this week. We will also need to design and purchase a sign for the new Golden Isles Campus in Brunswick. 5. Advertisement for VP for Institutional Effectiveness has been posted internally. 6. Academic Year 2016 Calendar has been submitted to College Council for action. 7. Interior signage for TCSG-247 Golden Isles and TCSG-315 Welding & CIS Expansion has been completed and submitted to architect. 8. IE prepared a report for Economic Development showing workforce development projections for each county in CPTC s SDA and current enrollment for each academic program group at CPTC. 9. IE completed the report/information needing to be sent to MAERB (Medical Assisting Education Review Board) for programmatic accreditation. Continuing accreditation status

13 13 was received in late September; however, a follow-up report was due by March 1. This submission completes that follow-up report. 10. IE completed and re-submitted the CoAEMSP self-study documents. CoAEMSP is the programmatic accreditation body for Paramedicine. Institutional Advancement Report No Report Submitted Student Affairs Board Report Information Items: CPTC Calendar The CPTC Calendar for was developed by the Calendar Committee and approved by the College Council GOAL and RPA Recipients Chase Kelly (Ware County) is the 2015 GOAL recipient for Coastal Pines Technical College. Chase is in the Railroad Management Technology program and was nominated by Instructor Allen Harris. Jaki Johnson (Waycross Campus) is the 2015 Rick Perkins award recipient for CPTC. Jaki is a Criminal Justice Technology Instructor and was nominated by Patsy Wilkerson and Thomas Wesley. Chase Kelly and Jaki Johnson traveled to Moultrie Tech in Tifton on February 25 th for the Southern Regional Competition. Finalists from the regional competition will compete at state level in Atlanta April Admissions and Dual Credit Admissions The 7 Day Total Enrollment Report for CPTC indicates that 2344 students are enrolled for Spring Spring 2014 enrollment numbers for the combined college was Dual Credit The 7 Day Dual Credit Enrollment Report for CPTC indicates that 642 high school students are registered for Spring Spring 2014 dual credit enrollment numbers for the combined college was 358. The AY2015 dual credit enrollment for CPTC is 790 unduplicated students. The AY2014 dual credit enrollment for ATC and OTC combined was 424. Practical Nursing Application for Selection Students who have completed the basic core requirements to compete for a seat in a practical nursing cohort group will complete an application for selection. These applications are now available on the CPTC website. Other Competitive Entry (Allied Health) program applications for selection will also be posted. 4. Financial Aid HOPE Audit March 4 th, Financial Aid was visited by the Georgia Student Finance Commission for a

14 14 HOPE audit of ATC files for FY2014. A report of the visit should be received within 45 days. Banner Financial Aid Rollover for Tina Manning, Tiffany McLean, and Shirley Hall attended the TCSG Coordinated financial aid rollover session in Covington on March 9 10 to prepare the Financial Aid Module for CPTC for next award year. 5. Skills USA Competition In its inaugural year, Coastal Pines Technical College will be sending 41 students plus 10 advisers to the State Skills USA competition March 25 th through March 28 th in Atlanta. Students will be attending from Waycross, Baxley, Jesup, and Brunswick campuses/sites and competing in such areas as Health Knowledge Bowl, Practical Nursing, Electronics Technology, Esthetics, Electrical Construction Wiring and several others. 6. Commencement The first CPTC Commencement Ceremony was held on Saturday, January 31 at the Wayne County High School Auditorium. Dr. Patrick Ebri was the commencement speaker. The upcoming Spring Semester Commencement Ceremony is scheduled for Thursday, June 11, 2015 at 7 p.m. at the Waycross Middle School Auditorium. Rehearsal is planned for Monday, June 8 for participating staff and graduates. As of March 12, 193 credit applications for graduation have been received. 7. Leadership Wayne Education Day The Leadership Wayne class participated in Education Day on Thursday, February 12 by spending the morning at Wayne County High School followed by coming to the Jesup site. Lunch was prepared by the Hazlehurst Culinary Arts program. They were presented information about CPTC and given a tour of the Jesup site. 8. Enterprise Technology Summit The TCSG is holding the 2015 Summit in conjunction with several Student Affairs Peer Group meetings in Atlanta on March Student Affairs staff attending include, Karla Eubanks, Tara Eichfeld, Janet Carter, Chris Jeancake, Tina Manning, Cathy Montgomery, Lauren McCullough, Jovon Jones, Kate Bussey, Carley McDonald, and Buck Thigpen. President s Board Report Georgia General Assembly Update Friday, March 13, completed Day 30 of the current 2015 Legislative Session. Day 30 is also known as Crossover Day, for the Georgia General Assembly; any bill or resolution that was not voted out of its chamber of origin by end of crossover day is now no longer eligible for final passage this year. This week the House and Senate will convene Wednesday, Thursday, and Friday for days 31 through 33. Sine Die (or the last day of the session) is scheduled for April 2. As always, the calendar is subject to change. Amended FY15 Budget Wednesday, February 11, the Senate voted out the amended FY 15 budget (House Bill 75) as substituted by the Senate. HB 75 was then transmitted to the House for consideration. The conference committee has not been appointed yet. The amended budget has no impact on TCSG,

15 15 no additional items were included in the amended budget pertaining to TCSG. Proposed FY16 Budget The House has inserted 50% of the $1.1M needed for design money for the proposed Camden County Campus. We are now waiting to see if the Senate budgets the other half of the design cost. Last week the Senate Bond Subcommittee, chaired by Senator Renee Unterman, met to review the FY 2016 bond recommendations. Commissioner Corbin presented to this committee. The Senate Appropriations Committee is scheduled to meet Wednesday morning (March 18) to vote on the FY 2016 budget. HB System/College Name Change Bill March 4, the House passed HB 315, the Governor s name change for the Technical College System of Georgia. HB 315 is now up for consideration in the Senate. The legislation can be viewed at: SB2 - Lieutenant Governor s Dual Enrollment Legislation The Lieutenant Governor s Dual Enrollment legislation, Senate Bill 2, passed the Senate and is now being considered by the House. The current version of the Bill can be viewed at: SB132 - Governor s Dual Enrollment legislation Monday, March 9, the Senate passed Senate Bill 132, Governor Deal's Dual Enrollment legislation. SB 132 is now up for review in the House. The current version of the Bill can be viewed at: FY15 Spring Semester Dual Credit Enrollment The College continues to significantly increase dual credit and ACCEL courses in a majority of our high schools. This semester, instead of a typical decrease from fall enrollment, we actually had a slight increase (total number of students = 642). We anticipate a significant increase again this fall as well. Camden Site Renovation Progress (Project J-233) The $1M renovations at the College of Coastal Georgia (Camden County location) is moving forward. A pre-bid meeting took place March 5 and the final bid date is March 18. Bids will be opened at the GSFIC offices in Atlanta on March 18. Construction should begin in April. Golden Isles Construction Progress (TCSG-247) The Golden Isles project is slightly behind schedule but Elkins Constructors is working crews some weekends in an effort to get the project back on schedule. The College is currently working on the Furnishings, Fixtures and Equipment (FFE) list so we will be prepared to send out purchase orders prior to the building being turned over to the College. Waycross Construction Progress (TCSG-315) The architects for the Welding and Joining Technology and Computer Information Systems building are nearing completion of the 100% construction documents. Once completed, the documents go through the State Fire Marshall s Office as well as GSFIC for review.

16 Board of Directors' Meeting Minutes 16 Master Facility Plan Studio 8 has finished our FY15 updates to CPTC's Master Facilities Plan. The 136 plan includes specifics on the history of the colleges, an analysis of all buildings, master plan recommendations, future design guidelines and two programming studies. Governor's Deputy COO March 12, 2015, the Deputy Coo from the Governor's Office along with the Executive Director of Business Development and External Affairs from the TCSG system office spent four hours at the College. We discussed many of the agencies top initiatives such as dual credit, corrections training, and program equipment replacement. The day concluded with a tour of several buildings and numerous instructional programs.
