The proposal was approved by the School of Public Health Committee on Educational Programs (CEP) on May 11, 2011 and has been endorsed by the Graduate College. Attachment August 25,

2 Title: Revision of the Post-Baccalaureate Campus Certificate Program in Public Health Informatics Sponsor: Health Policy and Administration Division School of Public Health Description: No new courses are being developed. The original certificate program was approved and has been offered since Spring It currently requires that students take 5 specific courses and a zero credit integrative paper. In the years following the approval of the original certificate program, five new public health informatics courses have been developed in response to requests by alumni and the public health informatics community. Students admitted into the original certificate program did not have access to these relevant courses. With this program change, students will not be restricted to the existing track of 5 courses. They will be required to take two core courses and three courses from a list of eight public health informatics courses depending on their interests and career goals. After completion of the courses, students will be required to undertake integrative project (HPA 450) under the supervision of a faculty advisor and a preceptor. The integrative project is expected to introduce students to the application of the acquired PHI competencies to address a public health problem. If personal health records are involved the study will satisfy HIPAA requirements and the student will obtain IRB approval before embarking on the study. Currently, a total of 17 hours is required for the campus certificate. In the revised program, a minimum of 16 credit hours will be needed to satisfy the requirements for completion of the program. A 3.00 grade point average is required in order to receive the certificate. If, upon completion, students want to enroll in the Master of Public Health with a Concentration in Public Health Informatics program, they need to apply and be admitted to the MPH program. All courses in which the student earns a B or above will be transferrable into the MPH-PHI program. Justification: The major reason for these changes is to provide students some flexibility to select courses that satisfy their career goals with the assistance of their advisors. When the original certificate program was approved in 2003 it consisted of only 5 courses which were all required. Additional courses have been developed in areas such as: Public Health Network Communication Systems Management, Surveillance Systems Development, Project Management, Informatics Methods, Legal and Ethical Issues in Public Health Informatics, and Survey of Public Health Information Systems. Certificate students have been requesting these courses and it is very important to change the program structure to provide students access to courses of their choice. All students are required to take HPA 465 ( Health Information and Decision Support Systems) and HPA 481 ( Development of Public Health Surveillance Information Systems). The HPA 465 course is the main prerequisite to all courses in the public health informatics programs-both the certificate and the degree programs. It covers the foundations of public health informatics and its role and value to the entire public health enterprise. The HPA 481 course covers the development and management of disease registries and surveillance systems, core functions of most health departments. All courses are taught by HPA faculty. And we are not dropping or adding any August 25,

3 courses that are required by students from other departments. Examination of GIS applications in Public Health and the process of designing a GIS based public health information applications.. Prerequisite(s): HPA 465 and consent of the instructor. HPA 565 Datamining Applications in Public Health Sample Syllabus 3 hours. Presents the key public health information system sources; describes the process of datamining and introduces the student to a sample of datamining techniques. Extensive computer use required. Prerequisite(s): BSTT 400. HPA 450 Public Health Informatics Certificate Integrative Paper 0 hours. Student will develop an integrative paper that will synthesize and apply the knowledge acquired from the program to address a public health informatics problem. Satisfactory/Unsatisfactory grading only. Extensive computer use required. Prerequisite: Students must be in the last semester of enrollment in the campus certificate program. HPA 483 Management of Communication Systems for Public Health Applications Sample Syllabus 4 hours. Covers the management of current information communication systems in and between public health agencies including examination of issues, standards, technologies, and system configurations. Emerging wireless communication technologies for public health applications will be examined. Future trends in information and communications systems will be discussed. Prerequisite(s): HPA 465. HPA 485 Legal and Ethical Issues in Public Health Informatics Sample Syllabus 3 hours. Examination of the legal and ethical issues involved in the use of health related information in public health. Prerequisite(s): HPA 465. HPA 486 Survey of Public Health Information Systems Sample Syllabus 4 hours. Detailed examination of current local, state and federal public health information systems and technologies; future trends will be discussed. Some of the current public health information systems to be studied include Public Health Information Network (PHIN), National Electronic Disease Surveillance Systems (NEDDS), CDC-WONDER, InfoAids and ecornerstone. The movement towards open source applications will be reviewed. The integration of electronic health records and personal health records into public health surveillance systems will be covered. HPA 487 Overview of Public Health Informatics Methods 3 hours. Examination of Web-based applications in public health practice, public health geographic information systems and principles and practice of datamining in public health.
