4 BUSINESS PLAN The following document outlines the Business Plan and budget for the budget cycle and is built on the direction provided by the Board, Steering Committees and Stakeholders during the Strategic Planning engagement process as shown below. The Calgary Metropolitan Plan (CMP) is the Calgary Regional Partnership s (CRP) guide to what we aspire to achieve as a Region over the next 50 years. In order to achieve this vision, CRP develops a Strategic Plan every four years to provide direction and ensure movement towards CMP Implementation. A scorecard will be developed to review progress on achieving the key directions in the Strategic Plan that guide the development of program area Business Plans. On an annual basis, each CRP program area develops a Business Plan and budget to detail the work we are doing to implement the 4 Year Strategic Plan. The Executive Committee recommends the Business Plan and the budget to the CRP Board for approval. The Business Plan is a living document reviewed and updated annually to ensure it reflects strategies adopted by the CRP Board. Specific success measures are currently being developed for each focus area to be used by the Board for measuring performance. The scorecard will be incorporated into this business plan through a future amendment. WHAT S INSIDE THE BUSINESS PLAN? The Business Plan is organized by CRP implementation and support program areas. Each program area section includes: An overview of the program area including a list of ongoing responsibilities that are part of the daily or reoccurring work within the program area. Project tables that include a project overview, key goals, deliverables, outcomes and high-level timelines. Initiatives identified as either year 1 strategic plan initiative, ongoing from 2014 (a project/initiative that was approved in a previous budget cycle but is not yet completed) and ongoing (an initiative or task that does not have an end date). Budget summaries at the end of each program area section including a table outlining the focus area and associated budget of each project. 7 CALGARY METROPOLITAN PLAN IMPLEMENTATION & REGIONAL SERVICING OVERVIEW We are forecasting that over 2 million people will move to the Calgary Region in the next 50 years. Where will they live? How will they get around? Will there be enough water, food or clean air for our citizens to thrive? These questions are the foundation of the policy directions set out in the CMP, our collective blueprint to ensure that we will have a sustainable future for the next generation. The CMP Implementation and Regional Servicing program area works with the other CRP program areas to take action to address the policy directions in the CMP. ONGOING RESPONSIBILITIES The CMP Implementation and Regional Servicing Steering Committee meet 6 times per year. At these meetings, elected municipal representatives and municipal staff provide valuable input and recommendations on program specific initiatives. The Lead for this program area represents the regional perspective on several external committees such as the Calgary Regional Airshed Zone Research and Policy Committee, Bow River Basin Watershed Implementation Committee, the Provincial Phosphorous Management Plan Implementation Committee and the Collaborative Stormwater Management Initiative, to name a few. The CRP provides ongoing support to municipalities regarding regional scale issues and initiatives such as convening experts in areas of environment, planning and servicing to build capacity for regional systems. The CRP works in partnership with the Province on regional issues such as legislation of the CMP, monitoring and reporting implementation of initiatives, and tool development for municipalities. Several research initiatives are ongoing under the applied research focus area and in coordination with the Resource and Collaboration Hub work. 8 2015/2016 INITIATIVES CAPACITY BUILDING REGIONAL CONTEXT STATEMENT SUPPORT ONGOING IP WITH GOVERNANCE In 2014, the CRP Board approved the process to review regional context statements. Regional context statements are the mechanism municipalities have voluntarily agreed to use to demonstrate their commitment to implementing the CMP locally. Context statements are a section adopted as part of Municipal Development Plans (MDP) and outline how the municipality aligns to the CMP, where it does not align and how the municipality will achieve alignment over time. To help municipalities achieve the development and adoption of regional context statements, the CRP will provide support on an ongoing basis. A template and process guide have also been developed to provide guidance to municipalities when developing context statements. For every CRP member municipality to develop and adopt a regional context statement. CRP Board to review each context statement for alignment to the CMP. To provide support as needed to municipalities to develop context statements. The Region s municipalities will voluntarily legislate the CMP through the adoption of context statements into their MDPs. This shows an overwhelming level of commitment on a voluntary basis to the CMP and its vision. 9 REGIONAL PLANNING REGIONAL POPULATION PROJECTIONS ONGOING FROM 2014 IP WITH GIS Over the next 50 years, the Calgary Region is expected to grow to over 3 million people. The Region commissioned Urban Futures to provide demographic analysis and projections for the Region. The analysis provides a control total to work with in other words, if we have an idea of the total number of people and jobs expected to come to our Region, we can work with that total to figure out where they are most likely to live and work. The regional population projection project is done in collaboration with the City of Calgary Geodemographic department and municipal member planning staff from across the region. To update the CRP regional population projections and allocations. Updated regional population projections. By updating the regional population projections, CRP will then be positioned to update the CMP Priority Growth Areas to reflect any changes required. April May 2015 Review local projections with member municipalities. June 2015 Present a report on updated population projections to the CMP Implementation and Regional Servicing Committee and the CRP Board. 10 REGIONAL HEALTH AND WELL BEING NEW CMP PRINCIPLE YEAR 1 STRATEGIC PLAN INITIATIVE IP WITH RESOURCE & COLLABORATION HUB During the CRP s 4-Year Strategic planning process, a gap was identified in the CMP related to community health and well-being. The Board requested a new CMP principle and related policies be explored during the 2015 business cycle. In the long term, we are working towards a proposed CMP update in 2018/19 and will incorporate a new principle and policies at that time. To articulate what health and well-being means for our region. To scope how affordable or comprehensive housing fits into the health and well-being of the region and locally in our communities. To inventory, understand and build off of the existing work in municipalities related to comprehensive housing and local health and well-being initiatives. Discussion paper on regional health and well-being. Forums and consultations hosted by CRP on the topic of health and wellbeing. Scoping of comprehensive housing initiatives in the region (*dependent on grant funding for initiative). Develop a new CMP principle and associated policies. The CMP will articulate the region s approach to community health and well-being through a new principle in the CMP and a set of policies to direct CRP on actions for implementing our vision in this area. April September 2015: Draft approach for initiative with other CRP program leads. RFP for consultant issued, if required. September December 2015: Host regional forum on Health and Well-Being. Begin inventory of health and well-being, comprehensive housing (funding dependent) initiatives in the region. May 2017: Project completion. 11 COMPREHENSIVE HOUSING INITIATIVE YEAR 1 STRATEGIC PLAN INITIATIVE IP WITH RESOURCE AND COLLABORATION HUB During our 4-Year Strategic Planning process with stakeholders, an important emerging focus area for the CRP was identified. Stakeholders resoundingly agreed that affordable housing is an issue that is not just municipal, but of shared impact on a regional scale that must be understood and addressed widely. Based on a similar project undertaken in the Capital Region, a coordinated strategy for housing needs to be developed in the Calgary Region to accommodate the changing demographics and population growth in the region with an emphasis on long-term sustainability of the region. This initiative will address the Region s housing related needs and the housing pressures of today in order to prepare for future growth and prosperity in the region. In order to develop a strategy, baseline research and analysis, community consultation, multistakeholder forums and focus group discussions need to occur. This project will expand beyond housing inventory and municipal planning; it will further investigate and identify the interconnectedness of housing, relative to development, growth, mobility, employment, income and demand for housing and social wellbeing. Understanding affordable housing in the Calgary Region and developing a strategy will be important in attracting and retaining a broad range of skilled workers to the region and enhancing the wellbeing of our communities. The CRP applied for a Strategic Initiatives grant for 2015 to develop a fulsome comprehensive housing project for the Region. If the grant is not approved in 2015, the CRP will still include comprehensive housing in the Health and Well-Being discussions to take place in Additionally, the CRP will review what budget can be allocated to a specific comprehensive housing project in 2016/2017. Share knowledge and awareness of affordable housing in the Region Create standard measures of housing affordability needs in the Region. Develop a Gap Analysis. Identify affordable rental and workforce housing as it relates to job market, mobility and economy. Challenges identified outlining key barriers so that solutions can be identified Create a regional framework for addressing non-market and market affordable housing needs in the Calgary Region. Identify stakeholders that can positively affect the supply of affordable housing, create a constructive development environment and increase responsiveness to innovative ways of addressing the housing needs of the Region. Define Affordable Housing in the Calgary Region that is understandable and agreed upon by municipalities and stakeholders. Database on Calgary Region to be shared with the Province for provincially based initiatives. By developing this project to identify the interconnectedness of housing to development, growth, mobility, employment, income, demand for housing and social well-being and through a process of gathering data and initiation discussion amongst all of the stakeholders, the CRP hopes to fully meet Provincial goals of: Albertans living in viable municipalities and communities with collaborative and accountable local governments; and Albertans most in need have access to housing options. 12 To be determined as project is depending on Strategic Initiatives grant in REGIONAL FOOD SECURITY PROJECT ONGOING FROM 2014 IP WITH GIS The CMP food security policy 3.b.9 states: CRP and member municipalities recognize the need for strategies and collaborative actions to ensure continued access to safe, affordable and sustainably produced food for the Region s population. This project was proposed and approved during the January 2014 Business Planning process and has been underway since November Identified as Food Secure: A Strategy for the Calgary Region, the project s purpose is to collaboratively build a strategy that ensures the Calgary Region benefits from reliable access to food as it grows to 3 million people by This project takes a multi-stakeholder approach to inform the development of the Region s first Food Security Strategy and builds on the work of other organizations already completed such as the Calgary EATS! food security project. To develop a strategy and actions to address long-term food security in the Calgary Region. Multi-stakeholder engagement process to inform the strategy development. Definition of food security for the Calgary Region. Food Security strategy and action plan for the Calgary Region. CRP and stakeholders will have a strategy to support access to safe, affordable and sustainably produced food that recognizes the pressures of food production facing us today and into the future. 13 ENVIRONMENT ECOLOGICAL CONSERVATION AND PROTECTION INITIATIVE ONGOING FROM 2014 IP WITH GIS When the CMP was originally developed, it was premised on starting with the landscape first. To do that, the CRP worked with a team of consultants to create ecological data sets and mapping specific to the Calgary Region. Since 2007, when the data was initially created, the landscape has seen many changes, therefore, the CRP is updating the ecological data sets with the intent to have accessible information for member municipalities to use. The CRP is partnering with the Miistakis Institute to update the Region s ecological data sets in conjunction with creating the Region s Ecological Conservation and Protection Plan. The Plan is intended to outline how the Region s valued ecological features and functions can be maintained by identifying measurable targets, describing specific actions that can be taken by the CRP and its members at both the regional and local level, and integrating directly with the CMP. This project was approved during the 2014 Business Planning process. The project approach was presented for information at the February 12, 2015 CMP Implementation and Regional Servicing Steering Committee. Update the region s ecological data sets and mapping based on agreed upon ecological themes and methodologies. Engage CRP members to develop action-oriented strategies. Develop measures and targets for the Plan. A set of ecological data and planning themes to guide the work. Measures and targets for the Plan. Ecological Data Update provides spatially explicit representation of the land use and natural features in the Calgary Region around a set of agreed to themes and shows the changes in those between the first CMP (2009) and the most recent (2014). The Ecological Conservation and Protection Plan outlines how the region s valued ecological features and functions can be maintained. It outlines measureable targets, describes specific actions and integrates directly with the CMP. The processes used in this project are replicable and create a methodological foundation for future iterations of the data and the Plan. CRP members and key stakeholders have been engaged throughout the process in order for them to be familiar with and supportive of the process and products. 15 REGIONAL SERVICING REGIONAL WATER AND WASTEWATER SERVICING MASTER PLAN IMPLEMENTATION YEAR 1 STRATEGIC PLAN INITIATIVE IP WITH GOVERNANCE (BUDGET IN GOVERNANCE) The Board adopted the CRP s inaugural Water and Wastewater Servicing Master Plan in May This Master Plan provides an analysis and strategy for regional servicing to accommodate the long-term growth needs of the region. When the Master Plan was adopted, a decision flow chart for regional servicing requests was adopted as part of the Plan. This project will be led by the CMP Implementation and Regional Servicing Lead in coordination with the CRP s Executive Director and is intended to clarify the process for reviewing servicing requests. Clarify the process for reviewing regional servicing requests. Ensure regional servicing requests align with the CMP and the Servicing Master Plan. A document outlining the review and recommendations of the decision process adopted as part of the Servicing Master Plan. CRP members will have a clear understanding of the process required when making a regional servicing request. By having a regional process that ensures alignment between requests for servicing and the CMP, the Board is ensuring the CMP is being implemented. 16 REGIONAL WASTE MANAGEMENT SUPPORT YEAR 1 STRATEGIC PLAN INITIATIVE The Regional Waste Management Partnership is a key stakeholder in the region regarding solid waste management. The CRP is committed to supporting the development of a regional waste management strategy. To host a series of conversations on what is required to develop a regional waste management strategy. To determine the level of involvement appropriate for CRP. Forums on regional waste management. Identification of key stakeholders. Support of the development of a regional waste management strategy. 17 APPLIED RESEARCH Over the years, CRP has engaged with leading academic and research institutions to develop research that can be applied in the regional and municipal context. A large portion of the research program has been on water related issues. Recently, CRP has commissioned research related to agricultural land fragmentation, the cumulative effects of growth, and landowner perceptions on conservation initiatives. Applied research is an integrated program with the Resource and Collaboration Hub. COST OF GROWTH INITIATIVE YEAR 1 STRATEGIC PLAN INITIATIVE IP WITH GOVERNANCE The CMP policy 3.b.8 states: To support the financial sustainability of the region s municipalities and to understand the real cost of development and related services, the CRP and the region s municipalities will work together to address planning for (and responding to) impacts of development on services and costs of adjacent municipalities. Consult with municipalities to develop an inventory of the costs of development and related services Convene municipalities to develop a strategy to respond to the impacts of development on services and costs Consultation process with municipalities Inventory of costs of development and related services across the region Report of approaches to dealing with development costs Strategy to address planning for and responding to the impacts of development on services and costs. 18 MONITORING AND REPORTING INDICATOR AND STATE OF THE REGION REPORT YEAR 1 STRATEGIC PLAN INITIATIVE IP WITH RESOURCE AND COLLABORATION HUB The initial indicator report was completed in January Since that time, it has been recognized that some new indicators may need to be developed for the next indicator report. In consultation with stakeholders, the CRP will scope what new information may be needed and begin developing methodologies for developing the indicators. Of particular interest are Health and Well Being indicators that were not reported on in the initial indicator report. Demonstrate and measure progress of implementing the CMP and program area initiatives. Develop a consistent methodology and complete data sets to be housed in the Resource and Collaboration Hub. An updated Indicator Report. Develop a framework for the CRP State of the Region Report. The second CRP indicator report will be updated and refined to measure progress towards implementing the CMP. It is expected that some new indicators will be added. This initiative is ongoing over the next couple of years. 21 REGIONAL ECONOMIC PROSPERITY OVERVIEW The CMP emphasizes the importance of a growing, inclusive, diverse and competitive economy to the well-being and prosperity of all people and communities in the region. The Economic Prosperity program works toward strengthening and promoting the region s competitiveness in a global context, ensuring connectivity and efficiency in the infrastructure required to support economic activity and to enhance the region s capacity to create and implement economic strategies on an integrated and collaborative basis. Through the program, engaging partnerships are forged and strengthened across levels of government, with industry leaders and among the economic development educators and practitioners in the region. ONGOING RESPONSIBILITIES Many elements of the Economic Prosperity program are ongoing, particularly those related to hosting regular forums for collaboration, providing tools and information to support economic development planning and marketing and building/maintaining relationships with strategic partners. Examples include: Organize and support ongoing network-building, awareness and collaboration among those engaged in economic development through Regional Economic Forum meetings and working group activities. Collaboration with other REDAs and Provincial ministries of Innovation & Advanced Education, Tourism and Transportation. Collaboration with organizations involved in provincial, regional and local tourism activities. Leadership and support in strengthening and promoting the transportation and logistics sector. Enhancement and promotion of the Explore Calgary Region tool. Collaborations and support for entrepreneurs and business start-ups, as opportunities present themselves. Support to member municipalities in their economic development planning and integration into municipal planning and capital programs. Identification of sector-specific needs and opportunities where the Partnership could contribute in a helpful, effective and collaborative way. Development of CRP Resource and Collaboration Hub. Collaboration and learning with economic development organizations beyond the region (i.e. other regions, NASCO, REDAs, etc.). Targeted marketing initiatives, specific to each sector and purpose (i.e. to attract foreign direct investment, targeted labour supply, target logistics companies, etc.). 23 SUPPORT FOR ENTREPRENEURS YEAR 1 STRATEGIC PLAN INITIATIVE Many organizations provide supports to entrepreneurs (i.e. provincial, municipal, industry, notfor-profit organizations, educational institutions, etc). The CRP, working with other organizations, can provide local municipalities with more streamlined access to available information, programs, funding, networks and best practices in supporting the growth of entrepreneurs in the region. The intention is not for the CRP to provide direct supports to individual entrepreneurs but to consolidate access to information and supports for local economic development practitioners encouraging entrepreneurs in their communities. Identify strategic partners in this undertaking. Develop a framework for consolidating access to information and resources for supporting entrepreneurs. Create mechanisms for sharing relevant information and increasing awareness of entrepreneur supports. Investigate best practices in creating local innovation hubs and incubators. Establish a project team to undertake the investigation. Document types and sources of supports for entrepreneurs. Identify contributions CRP could make to consolidating information and making it accessible to local practitioners. Emerging network of practitioners focused on sharing information and best practices. Identification of available information, supports and funding. 24 COLLABORATIVE PARTNERSHIPS ONGOING IP WITH RESOURCE AND COLLABORATION HUB Leveraging the collective strengths, wisdom and resources of strategic partnerships is basic to the CRP s voluntary-collaborative approach. In Economic Prosperity, the diversity of potential partners and their unique knowledge, perspectives and assets gives strength to implementing the economic prosperity strategies in the CMP and increasing the region s capacity for economic development planning and implementation. Support and strengthen collaborative processes and networks influencing economic prosperity in the region (i.e. implementation of the Calgary Logistics Council s Strategic Plan, conference sponsorship, etc.). Develop and leverage strategic partnerships with organizations external to the region (i.e. other REDAs; MetroRegions; Western Canadian Inland Ports; NASCO, etc.) to pursue common interests. Ongoing participation and leadership in regional networks of economic development organizations. Support, as appropriate, implementation of mutually-beneficial projects and initiatives of partners. Partner in shaping and supporting local conferences related to regional economic development as opportunities arise (i.e. Ready at a Moment s Notice ). Maintain active involvement in broader and mutually-beneficial networks (i.e. beyond the region). Ongoing support for provincial REDA network. The CRP s active support for economic development organizations and networks in the region. Increased opportunity to achieve CMP strategies by aligning with other partners around common goals. Increased regional presence and reputation through organizations operating nationally and internationally. Collaboration with organizations outside the region to shape provincial, national and international policy, programs and infrastructure that benefit the Calgary Region. 25 BUSINESS RETENTION AND ATTRACTION REGIONAL TRANSPORTATION & LOGISTICS (T&L) SUPPORT ONGOING IP WITH COMMUNICATIONS Strengthening the T&L sector is essential to maintaining the economic competitiveness of the Calgary Region as the preeminent Inland Port and distribution centre serving Western Canada. It provides both the freight movement capacity (i.e. roads, rail and air) that bring products and resources into the Region and the capacity to transport Western Canadian exports beyond the Region. Active marketing and Lead Generation in the T&L sector, including inbound marketing approaches, attendance at Trade Shows and conferences, lead sharing with EDOs and providing expert support in T&L to municipalities. Co-Lead (with Calgary Logistics Council and municipalities) in development of regional strategies to improve efficiency in T&L sector (aligning economic development, transportation, land use, servicing and marketing elements). Active marketing and lead generation in the T&L sector. Expert support in T&L available to municipal EDOs. Initial research undertaken to identify the region s strategic T&L issues, challenges and opportunities. The needs of the regional T&L sector are communicated to the Province and to the Federal government. Support Calgary Logistics Council in implementing relevant actions in its strategic plan. The Calgary Region s prominence as an inland port is recognized and valued. Enhanced regional competitiveness and business growth in T&L sector. Improved engagement and alignment of T&L partners. More explicit strategies for improving efficiency of regional T&L systems and land use. T&L sector s needs better understood and communicated to the Provincial and Federal governments. 26 CALGARY REGION FOREIGN TRADE ZONE CREATION ONGOING FROM 2014 IP WITH COMMUNICATIONS In 2014, the CRP partnered with Calgary Economic Development (CED) in applying to Western Economic Diversification to become a designated Foreign Trade Zone (FTZ). With the formal announcement of the FTZ expected in Spring 2015, CRP and CED will develop and submit a marketing strategy to the Government of Canada for matching funding to support marketing internationally and will begin implementation of the associated actions needed to support an FTZ in the Calgary Region. Co-Lead with CED to create Calgary Regional FTZ, FTZ marketing and support to municipalities and One Window Task Force. Support the successful announcement and launch of the Calgary Region FTZ. Develop FTZ marketing strategy and branding approach in alignment with marketing for regional inland port. Apply for and secure Federal matching funds to market the region as an FTZ location. Begin implementation of supports for Regional FTZ operations. Successful launch of Calgary Regional FTZ. Funding applied for and received to enhance inland port/ftz marketing program. Mechanisms developed to support FTZ operations. Spring 2015 Expected Federal announcement of FTZ. April 2015 FTZ funding applied for. Fall 2015 FTZ marketing initiatives begin. 27 REGIONAL TOURISM INITIATIVES IMPLEMENTATION ONGOING FROM 2014 Tourism activities contribute substantially to income generation, business growth, employment and municipal property assessments across the region. Initiatives address region-wide tourism issues and opportunities (i.e. potential rail service from the City of Calgary to the Towns of Canmore and Banff) and support member municipalities in local tourism asset development, capacity-building and marketing to Calgarians (to encourage daytrips from the City of Calgary to surrounding towns). The Partnership works with the Provincial tourism ministry and Travel Alberta to assist in implementing Provincial tourism strategies and capacity building at the regional level. Support tourism asset development at local and regional levels; provide support to municipalities in raising awareness of local attractions and events to Calgarians. Partner with Province to implement Provincial Tourism Framework. Research/pilot passenger train service (Banff, Canmore) to support regional tourism. Creation of a tourism asset assessment and strategy for Irricana and support to other municipalities, as requested and as resources allow. Identification and implementation of marketing tools and messaging within the region to enhance daytrips to smaller towns. Assist Provincial ministries in implementation of Alberta Tourism Framework, as opportunities emerge to do so. Direct support (i.e. financial and/or expertise) in delivery of sustainable tourism training and education. Examine feasibility of creating a passenger train pilot between the City of Calgary and the Towns of Canmore and Banff to provide new tourism product and enhanced mobility choices. IP with Transportation Strengthened tourism assets and marketing within the region. Member municipalities requesting support in tourism planning and/or asset development are provided with assistance. Improved collaboration with Provincial and other partners in implementation of Provincial Tourism Framework. Increased training opportunities and capacity available in the region. Strengthened tourism assets in individual municipalities passenger train feasibility to the Towns of Canmore and Banff is better understood. June 2015 Initial tourism marketing initiatives to entice Calgarians to make daytrips to surrounding towns are underway. December 2015 Completion of Irricana tourism asset assessment. March 2016 Preliminary action plan for Irricana tourism asset development and marketing. Completion of passenger train feasibility initiative (assuming funding available). 28 PROMOTE EXPLORE CALGARY REGION (ECR) SITE-SELECTION TOOL ONGOING IP WITH GIS AND COMMUNICATIONS (BUDGET IN GIS AND COMMUNICATIONS) Initial phases of the ECR tool have been well received but indicate the necessity for ongoing marketing to real estate brokers and site selectors as well as a need for additional data to be added that emphasizes local assets, services and other site-selection factors. Utilize GIS to promote ECR use more broadly, grow the current ECR site with marketing and T&L information. Promote ECR to local real estate brokers more proactively to increase the number of listings included in ECR. Increase the range of ECR functionality and local data. Market ECR more aggressively to site-selectors and other users. Increased real estate listings available in ECR. Increased ECR functionality and local data. Increased awareness of ECR among site-selectors and other potential users (i.e. EDOs, municipal Planners, etc.). May 2015 Update strategy to increase property listings in ECR. 29 SUPPORT MUNICIPALITIES IN INNOVATIVE ECONOMIC DEVELOPMENT PLANNING APPROACHES ONGOING FROM 2014 A recent initiative being led by the Province s Innovation and Advanced Education (I&AE) ministry involves piloting an innovative approach (Forward Focus) for assisting smaller municipalities in developing their economic development strategies. The CRP is partnering with I&AE and the Town of Black Diamond in piloting the new approach, with the possibility of other small towns considering a similar planning approach in the future. The CRP s strategic planning workshops in 2014 also identified a need to investigate how local community-based economic development techniques can be supported to complement traditional economic development activities at the community level. Support development of the Town of Black Diamond s economic development strategy and integration into Growth Strategy and MDP update. Explore the contribution of community-based economic development tools and organizations to broader building of local prosperity. Partner with I&AE and the Town of Black Diamond in piloting the Forward Focus economic planning approach. Investigate community economic development techniques and their contribution to local economic prosperity. Documented learnings from Forward Focus pilot. Increased understanding of contribution to local economic prosperity possible using community economic development approaches and techniques. 30 REGIONAL INDUSTRIAL LAND SUPPLY YEAR 1 STRATEGIC PLAN INITIATIVE IP WITH GIS AND CMP IMPLEMENTATION The Region s competitiveness in the industrial and warehousing sectors requires a competitive supply of industrial and employment lands (development choices) across the region. While very detailed inventories of available industrial land exist within the City of Calgary there is not a comparable inventory at a region-wide scale. Through CED s recently approved 10 Year Strategy, the CRP committed to co-lead a project with the City of Calgary to inventory and map the available industrial and employment land supply on a consistent basis across the Region. Work with the City of Calgary to establish a way to consistently identify planned and available industrial land supply in the Region. Consistent methodology for identifying and mapping industrial land supply across the Region. Inventory and documentation of industrial land supply across the Region. Improved understanding of the Region s industrial land supply situation. Land situation more clearly understood and available to support economic and land use planning at a regional scale. 31 REGIONAL TRANSPORTATION CORRIDORS PROVIDE REGIONAL INPUT INTO PROVINCE S LONG-TERM TRANSPORTATION PLAN ONGOING IP WITH TRANSPORTATION The Province is developing an Alberta Transportation Strategy, a comprehensive province-wide strategy for providing transportation infrastructure and policies to support Alberta s communities and economy into the long-term. The CRP has been proactive in facilitating forums in the Calgary Region where regional partners can engage with the Provincial planning team to explore issues and provide regional input into the Province s planning process. As the planning process continues, the CRP will continue to advocate to ensure that the Region s transportation needs and priorities will be incorporated into the Province s transportation planning, including the broader integration of regional connections into province-wide corridors and systems. Liaise with Alberta Transportation in development of long-term Provincial Transportation Strategy. Engage regional partners in generating regional viewpoint of region-wide transportation issues, needs, goals and priorities to convey to Provincial planning and implementation teams. Collaborate with other Alberta REDAs to align transportation and economic development strategies across southern/eastern Alberta regions. Ongoing liaison with Alberta Transportation planning team. Host periodic regional forums to provide input into Provincial transportation planning process. Collaborate with REDAs to align strategies and advocacy for mutuallybeneficial transportation and economic development outcomes. Positive and mutually-beneficial partnership with Alberta Transportation planning teams. Forums provided in which Regional partners and industry can together explore regional transportation needs and priorities and convey common messages to Province. Strengthened working relationships with other Provincial REDAs to align strategies and provide stronger voice to Province in support of aligned and effective provincial/regional economic development and transportation strategies. Building on PWC marketing research in 2014, clarify regional economic development vision and focus, identification of regional competitive advantages, key message for labour and business attraction; inbound marketing to target audiences in the T&L sector. Using approved CRP documents and priorities, consolidate the Region s economic development vision and focus in a single reference document. Based on PWC research and partner perspectives, document the region s competitive advantages and key messages for labour and business attraction. Conduct inbound marketing (content marketing) approach to support promotion and lead generation in the transportation and logistics sector. Create messaging and marketing techniques to encourage Calgarians to visit surrounding towns and enjoy their events and attractions.
