3 Our aim: to make energy more affordable Energy Performance is a specialist energy services division within British Gas helping customers address not only their cost issues but also regulatory and public perception issues around energy consumption. As a market leader amongst energy companies, we are fully aware of the ever-increasing legislation placing added pressure on businesses and the public sector to reduce energy usage and shrink their carbon footprint. Our customers told us they wanted a bespoke energy service that could help them save money and meet their increasing demand for energy efficient products and services. Recognising these needs we have expanded our services to provide complete energy services packages to help you achieve your carbon and energy reduction targets. Our supply expertise, coupled with the acquisition of key BMS, mechanical and electrical (M&E) and renewable solutions companies, allows us to provide a comprehensive suite of in-house services. This has enabled the British Gas Energy Performance (BGEP) business to grow into one of the UK s leading providers of Energy Performance Contracts (EPC), working across the public and private sectors, delivering significant energy and carbon savings. We already work across a big range of sites from primary schools to some of the largest NHS trusts in the UK. We realised that to deliver more affordable energy, we had to make significant changes. So we have: Built a team of over 2,500 people dedicated to reducing energy consumption and cost. Developed a unique portfolio of capabilities from renewable technologies to building management systems. Created end-to-end assured and fully-financed Energy Performance Contracts. British Gas works closely with local authorities, health boards, trusts, and the private sector to improve energy efficiency. We deliver long-term energy savings as well as permanent reductions in carbon emissions, and are now helping thousands of UK public authorities, organisations and businesses to better utilise their energy. 4 Energy Performance Partnerships Adding value through Energy Performance Contracts [EPCs] In the current economic climate, as budgets continue to be put under pressure, organisations in all sectors are being required to deliver more for less. Against this context, energy management has a major role to play in helping private sector businesses and the public sector deliver successful services. Resilience and efficiency of site infrastructure, carbon emissions and security of supply all play a significant role. Additionally, with a Government aim to reduce the UK s greenhouse gas emissions by at least 80% (from the 1990 baseline) by 2050, this poses greater pressure on larger businesses to comply with emission targets. So what is an Energy Performance Contract (EPC)? Working in partnership with British Gas Energy Performance we can help you by providing assured energy and carbon savings without the need for up-front capital expenditure. This is achieved through a programme of works to upgrade and maintain energy intensive assets and facilities with best of breed technologies, including renewables. This we call an Energy Performance Contract [EPC]. EPCs are designed to reduce the inevitable investment in such infrastructure, whilst also addressing the capital costs associated with end-of-life assets and any backlog maintenance issues. In a changing environment, we fully understand that estates might evolve over time and therefore, EPCs are flexible to allow such changes to be built into the project from the offset or during the contract period. An EPC consists of 4 phases: Phase 0 Business Development and Analytics We will work with you from the outset to develop a close working partnership and present a core project quickly. Using benchmarks and insight gained from your existing energy usage we can ascertain the measures that will deliver the most cost effective energy and carbon savings. Our in-house expertise will provide the support and help you will need to realise those savings. We will work closely with you to determine and agree project success criteria and key outputs. Phase 1 Investment Grade Audit [IGA] This provides the analytical groundwork, momentum and strategic focus to ensure a successful EPC is created and delivered. The IGA is used to establish a baseline of energy consumption and quantify potential savings. Defined energy conservation measures, cost savings and investment required for implementation and payback form the basis of the IGA, which supports the measuring and verification phase of the project. Phase 2 Detailed Design & Implementation We have an established Implementation Process, accredited to ISO 9001:2008 standards, that ensures effective contract completion against planned deadlines. Once we have an approved set of solutions, we design and build the specific measures to deliver the identified energy and carbon performance improvements. This typically includes a retrofit programme of works, optimising current systems and behavioral change. We use our own EPC supply chain procurement process to competitively secure project works and ensure we deliver best value. Phase 3 Performance Management [Measurement and Verification (M&V)] The measurement and verification phase of an EPC is critical to providing savings validation to ensure the guarantee is met. British Gas takes a performance management approach to the service delivery phase for an EPC, comprising of both asset management and energy management in conjunction with the established IPMVP international protocol M&V methodology. We will be responsible for all repairs and replacement of all ECMs and components throughout their warranty periods to ensure optimum performance. 5 The benefits of an EPC to your organisation From our experience of working with numerous clients across the public and private sectors, there are number of significant benefits that can be realised by working with British Gas on an EPC: Certainty around cost and carbon savings Savings of over 20 percent are often achievable and can be guaranteed by British Gas over the contract period (often 5-20 years). This is subject to site surveys and a detailed Investment Grade Audit. Any additional savings achieved above the guarantee would be kept solely by you, the customer. An improved environment with shared risks The improved infrastructure and optimised buildings will have a positive effect on the environment. Our approach to shared maintenance risk means that we can often reduce existing maintenance costs while you concentrate on your business. Value for money through an open book approach British Gas operates an open-book approach to costing the project and are able to show transparency revenues and margins on works to ensure value for money at each phase. Working in partnership for shared success We will take a collaborative approach to ensure a shared project success, aligning the EPC to your organisational goals and CO2 objectives. Where infrastructure is owned or operated by a third party we will work with you and agree from the outset who would operate relevant assets and equipment. Innovative solutions to reduce consumption and increase energy Our EPC can employ any combination of best-of-breed technologies to help customers reduce consumption and increase the amount of energy it generates itself through renewable sources. In addition, we are technology agnostic, as we are not tied to any one technology supplier, we are able to choose the most appropriate provider according to your needs. This helps to ensure project benefits are maximised. Safety Implementation Safety has remained a fundamental priority for British Gas throughout our 200 year history. Our dedicated team of Health and Safety Professionals ensure full compliance with legislation and best industry practice. All employees and subcontractors are committed to working to high standards of safety and the prevention of work-related injuries. Lower transaction and administration costs An EPC bundles all of the procurement steps required to upgrade/replace energy-related assets, thereby reducing the time investment associated with the tender process. Staff training and development for additional savings We can train your staff to operate equipment as part of the project. In addition, to help deliver further savings, British Gas can organise development training for staff involving on-site facilities and the use of one of the five British Gas Training Academies. Client costs can be further reduced by seconding your employees into our delivery teams, with the added benefit of improving staff engagement and providing career development and training opportunities. Supporting the local community with free energy efficient measures Through the Government-backed Energy Company Obligation (ECO), British Gas has a legal requirement to help residents improve the energy efficiency of their homes. We work closely with our clients to ensure partners and staff can access this funding. We are committed to improving the quality of life in the community through supporting the most vulnerable householders in society. Making a positive contribution in the community through our day-to-day activities Employing local people and local businesses as part of the EPC brings a number of benefits to the community and enhances the results we achieve. Working on a partnership approach to deliver best long term value British Gas has become a specialist in creating and delivering successful EPCs in partnership with the public sector; revitalising public buildings to benefit both public finances and building users. We take a totally solution agnostic approach to EPC delivery and will collaborate throughout the various phases to get the best long term value for our clients. Specialists are employed at each phase to ensure successful implementation and continued quality delivery in line with our ISO9001 quality processes. Designing solutions tailored to your estate We design energy saving measures that are tailored specifically to your estate for energy and carbon performance improvements. 7 Home Office Case Study A pioneering Gain Share energy management contract that has allowed British Gas and Amey to provide an innovative solution to deliver transparent energy, carbon and cost savings to the Home Office. as well as more qualitative data including impacts on brand, Corporate Social Responsibility and other stakeholder interests. The completion of the phase allowed British Gas to package a proposal that indicated both firmed up costs and savings figures. Working in a three-way partnership, Amey, British Gas and the Home Office developed a payment by results energy management contract to manage energy consumption across 350 Home Office managed buildings in London and the South East. It was the first time the Gain Share method had been used for energy management in Central Government. Amey and British Gas assessed the condition of existing equipment, invested in new energy systems and encouraged users to reduce consumption in a bid to save the Home Office more than 1.3 million, and to cut its carbon footprint by 15 percent over the lifetime of the contract. Reducing Energy Consumption Our remit was to reduce energy and carbon consumption which would in turn reduce the associated financial burdens of the old and inefficient systems operating in the Home Office. British Gas looked at each building in detail and inspected the whole system; lighting, H&V and IT systems. At the in-depth audit phase, we conducted a thorough evaluation of the finalised list of improvements and energy conservation measures that had been mutually agreed between British Gas Business, Amey and the Home Office. This was done to prepare a database of carbon emissions abatement opportunities, including practical projects as well as management actions and operational changes. The final report contained detailed analysis associated with each opportunity, which included recommended energy saving measures, quantified costs and benefits. This was both financial in terms of carbon reductions, The Plan Changing Behaviours By establishing a central energy bureau we were able to set up portable energy monitors to engage building occupiers and Home Office staff so that the workforce was able to see just what was being used. With our full technical support, we encouraged them to implement simple savings plans and gained their commitment to reduce energy consumption through practical measures, such as turning lights off and not leaving equipment on stand-by. Providing Support Project Funding British Gas provided direct funding for this Home Office EPC, taking on the associated risks of the contract in terms of performance and guaranteed energy savings. For many contracts British Gas is able to self fund, or provides the support to the client which leads to successful funding. Contract Payback Performance This contract exceeded its target of 1m per annum set by the Home Office, achieving savings of 1.3m per annum. The Home Office annual spend was 7.3m. Securing Carbon and Energy Savings Total Savings claimed during the initial period (including VAT) - 220,651 Total Savings from Electric - 137,437 Total Savings from Gas - 14,499 Total Savings from Oil - 68,715 Total Tonnes of CO2 saved - 1,242 Assisting the Home Office to meet their Statutory Obligations This contract demonstrates how we can work in partnership with the public sector to make significant energy efficiencies. British Gas has now developed a strong relationship with the Home Office. In the current economic climate we all need to find ways of working more smartly. This contract is delivering real savings for the taxpayer while helping the environment. 8 Healthcare We are the UK s leading provider of EPCs into the healthcare sector, working with many NHS Trusts and are already contracted to deliver over 60m of cost savings. A clear understanding of the specific issues facing NHS estates British Gas key focus in delivering EPC projects within the NHS is to provide cost effective, carbon saving measures and improve site resilience, without compromising on safety or patient care. Through proven project management, we have developed strong, tried and tested operational processes to effectively plan and execute work, resulting in minimal disruption to patients, staff and visitors. Our experience of delivering in highly sensitive acute environments We work closely with hospital staff to understand processes and work patterns, taking care to minimise impact and avoid high risk areas. Risk assessments, Health and Safety standards and additional levels of checks ensure that our service providers are familiar with site restrictions and the sensitive nature of the working environment. 9 NHS Case Study Northern Lincolnshire and Goole (NLaG) are always looking for ways to provide a world-class estate whilst delivering healthcare in a more sustainable way. Close collaboration and careful planning with NLaG staff including clinical members ensured day-to-day operations were not compromised and patient care remained the top priority. Future changes in the estate are also allowed through a mutually beneficial contract. Project context With rising energy costs and a desire to achieve an ambitious 25% reduction in carbon emissions by 2016, NLaG was operating in a challenging environment with: Challenging Cost Improvement Plan targets set Limited access to capital funds Some ageing energy-related infrastructure A need to engage staff with energy and carbon reduction initiatives A need for resource to address the above A strategic partnership To address these issues NLaG and British Gas formed a strategic partnership that would help unlock the significant benefits associated with guaranteed energy and carbon reduction through an Energy Performance Contract (EPC). Such a project would help the Trust meet Cost Improvement Plan targets, mitigate the risk of future energy price increases and re-invest savings into patient care. It would also seek to improve the Trust s sustainability and environmental credentials. Collaborative working Following ISO-9001 accredited methodologies, British Gas commenced comprehensive studies of existing infrastructure and considered various potential Energy Conservation Measures. Working in partnership with the Trust, backlog maintenance was also reviewed and where possible included within the work scope. What is the project achieving? As a result of the project British Gas is underwriting utility cost savings of 528,000 per annum and the equivalent of 3,360 tonnes CO2 per annum. This is being achieved through significant investment across the Trust s estate in a number of measures including: Lighting and lighting controls HVAC systems Building energy management system Combined Heat & Power and central plant optimisation Pipework insulation Renewable energy technology opportunities Water efficiency measures Supporting health and wellbeing and building strong links with the local community With rising energy prices and more extreme winter weather conditions being experienced in recent year s fuel poverty has become a big issue for people in the UK. There are some serious health implications associated to this issue; Children living in cold homes are twice as likely to suffer from respiratory problems and The Marmot Review found that cold homes cause and exacerbate serious health issues such as cardiovascular disease and mental health problems. There are over 50,000 households believed to be in fuel poverty in regions served by the Trust. As part of the EPC, British Gas and the NLaG are working together to reduce fuel poverty in the local community by leveraging funding available through the Energy Company Obligation to provide free energy efficiency measures to fuel poor households. The programme will aim to improve the health and wellbeing of staff, patients and visitors alike, supporting the Trust s wider goals. This contract will enable the Trust to invest in a number of energy conservation methods that will reduce its consumption of energy, and therefore its spending on energy. It will help us achieve the majority of our 25 per cent target of reductions in CO2 emissions. 10 Education We have been reducing energy usage in the education sector for many years through British Gas Generation Green programme. Our solutions based on delivering best value In common with many other organisations schools, colleges and universities are coming under increasing pressure from rising fuel bills and ambitious emissions reduction targets. We believe we have a vital role to play in helping Britain s communities revolutionise the way we consume and generate energy. We have developed a specific approach for educational institutions that aims to ensure that they can benefit from the EPC model by focusing on the key technologies that will deliver savings in this environment. Putting energy and environmental issues high on the agenda Our aim is to teach young people about sustainability and inspire them to be curious about future energy challenges. Through an introduction to energy performance measures and raising awareness as part of the curriculum in schools, in addition to behavioural change programmes with students and building users at universities and colleges, we can help to create a generation of energy innovators. We also understand the need to invest in the estate and its facilities. Further education students are now demanding more with the rising costs of education and want to study in a state-of-the-art environment. 11 Schools Energy bills cut by over 15% In 2013 fifteen schools across the UK reduced their combined energy spend by almost 100,000 p.a. and reduced CO2 emissions by almost 400 tonnes. Generation Green is a programme that British Gas has been running since Aimed at school children up to 14 years old, the programme currently engages with over 13,500 schools and offers free educational resources, visits and a chance to compete for an Energy Makeover. An Energy Makeover is the identification, delivery and ongoing monitoring of Energy Saving Measures within schools. Through a national competition in 2013 British Gas invested 1.6m in energy saving projects for 15 winning schools. Challenges facing schools Many schools today face rising energy costs through increasing global energy prices and increased consumption. Restricted budgets for capital expenditure means limited funds for energy saving measures. This in turn means additional operating costs for repair and maintenance as ageing plant cannot be replaced. Knowledge of energy saving measures is often limited to one or two individuals, with most staff not directly involved in building infrastructure and energy use. In addition project delivery may also be limited to a few local trades or small companies. British Gas is able to draw upon a range of energy experts to identify measures and teams of specialists who can install relevant saving measures. The solution The British Gas Energy Performance team has the expertise to identify, install and provide ongoing Measurement and Verification (M&V) for a range of energy saving measures. Within the team there is: Consultancy knowledge in a vast range of energy saving technologies Design knowledge to assess various solution options Project delivery managers who ensure the smooth and coordinated project implementation of multiple technologies M&V specialists who monitor energy data to ensure that British Gas delivers what it has promised The Energy Makeover competition winning schools were announced at the end of December Energy audits of the winning sites were carried out by in-house energy specialists during February and March, indentifying almost 100 energy saving measures. Following discussions with the schools over 70 energy saving measures were identified as being the best value from the makeover, and were mainly delivered during the school summer holidays, minimising health and safety risks and disruption to school life. The range of measures included Solar PV installations, boiler controls and replacements, LED lighting, heatpumps, pipework, cavity wall and loft insulation, data loggers and display screens for the children s educational purposes and M&V. Without exception, the British Gas staff that worked at our school were professional and went out of their way to keep disruption to a minimum...we now have bright classrooms that cost a fraction of what we used to pay and we are excited at the prospect of showing the children that Green is the way forward by incorporating the energy data from the solar panel into the school s curriculum. 13 Centrica Estates Delivering success on our own doorstep In 2010 Centrica s Chief Executive announced a commitment to a 20% reduction in the Group s global carbon footprint by 2015, against a 2007 baseline. Looking at the contribution that they felt able to make to this, British Gas committed to a 25% reduction and in fact it is this latter figure 25% - that has been adopted as the Group s target. c) to meet the agreed savings and to achieve British Gas and Group CO2 targets over an agreed period. As a result of this work, British Gas Energy Performance will be in a position to advise British Gas Property on setting future CO2 strategy targets beyond By the time that the announcement was made in 2010, a number of initiatives had already been implemented, since the baseline year of most notably an exercise to optimise the control of buildings by improving the Building Energy Management Systems (BEMS) on site and investment in an on-line remote monitoring system, which captured real-time energy performance against pre-determined target profiles. Significant savings were achieved early on in the programme as the easy to treat energy savings opportunities were identified and implemented. However, it became increasingly evident that further action was required to maintain the momentum of emissions reduction and that further improvement in building energy performance could now only be achieved through significant capital investment. The partnership was based on the key deliverables of an EPC, which are: a) to provide a cash positive solution to upgrade building services on specific properties, with new energy efficient equipment/measures b) to maintain the equipment during the lifetime of the Performance Contract ENERGY PERFORMANCE PARTNERSHIP 13

14 Financing Innovative and robust funding options built on experience of working with public sector clients Through our experience of already working on numerous EPC projects to date, British Gas are able to work with our Clients and a host of funders to identify and adopt innovative finance solutions which demonstrate best value for money based on the individual Client s circumstances. We are able to facilitate a range of external funding options, direct funding from the Client or a hybrid and can provide a wide range of flexible contract structures and financing solutions to meet your wider objectives. We follow a set of key principles in arranging finance: A commitment to tendering and best value for money to achieve the best outcome for the Client. A partnership approach between Client, funding provider and British Gas. An Open Book approach with clear articulation of costs / profits. A savings mechanism to underwrite the financing costs of the project and generate free cash flow for the Client. It is important to note that we are agnostic towards the sources of funding and the client s funding objectives will drive the finance option.
