Employment applications can be found at Arapahoe County Water and Wastewater Authority (ACWWA) is a political subdivision formed by an agreement between Arapahoe County, and the Arapahoe County Water and Wastewater Public Improvement District (PID) for the purpose of developing water resources, systems and facilities, wastewater collection and treatment facilities for the ACWWA service area. ACWWA serves an area of more than eight square miles in the southeastern Denver metropolitan area, approximately 10 miles from downtown Denver. SUMMARY: This position supports the Authority in near- and long-term initiatives, strategic planning and execution of programs and projects to ensure the continued success of the Authority. This position reports to the General Manager and manages the Water Resources and Engineering Department which include 4-5 staff. This position will plan, direct and execute within the following areas: Engineering/Technical Department Authority Engineering Duties Project Management Construction Management Development Review and Inspections Water/Wastewater Conveyance and Treatment Water Resources CIP
2 ESSENTIAL FUNCTIONS: 1. Develop and implement short-term and long-term strategic programs and projects. 2. Perform project management duties on projects of various sizes and types, as well as provide direction and coordination to other staff. 3. Analyze industry trends and technologies to support ACWWA s goals and objectives. 4. Act as the Authority s Senior Engineer a. Prepare designs for small engineering projects and assist in obtaining and reviewing bids. b. Provide engineering support regarding proposed developments before submittal of plans for review and approval. c. Support ACWWA s legal counsel when requested, regarding engineering issues in legal agreements. d. Support ACWWA s operations staff in trouble shooting, maintaining and developing the distribution and collection systems, water and wastewater plants, water wells and other related infrastructure. e. Prepare input and engineering consultation on issues requested by the ACWWA General Manager and / or Board of Directors. f. Attend field meetings to represent ACWWA s engineering positions to resolve identified problems during design and construction. g. Partner with the Construction Manager and potentially serve as lead on Construction Warranty /Construction Defect Issues. h. Attend pre-development meetings when requested, to resolve issues not directly addressed by current ACWWA rules and regulations or developments that may have significant impact on ACWWA facilities. i. Review and plan for resolving operation and maintenances issues brought to the Authority Engineer for engineering input. j. Provide engineering review and comment on overall water and wastewater planning and support to ACWWA consultants on an as-requested basis. k. Provides general engineering related input regarding ACWWA s systems. 5. Oversee the management of the Authority s water resources and related projects. 6. Supervise ACWWA s Project Management; Water Resources; and Construction and Development Services Staff. 7. Interface with local, regional and national stakeholders to further the goals of the Authority. 8. Mentor Department staff and provide advice on the administrative, scientific and technical aspects of the work.

Direct and coordinate the work plan for assigned divisions; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures. 10. Maintain established goals, budgets and timelines. 11. Develop and standardize procedures and methods to improve the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement, providing recommendations to the General Manager. 12. Assist in the management of the Authority s consultant team, internal project managers and engineering staff to successfully execute programs and projects related to the Authority s goals and objectives to achieve established key performance indicators. 13. Evaluate and approve design changes, specifications, and drawing releases. 14. Administer requests for project proposals and selection of consulting teams. 15. Oversee preparation and delivery of project specifications, design documents, and bid packages. 16. Resolve engineering project concerns and issues in an effective and timely manner. 17. Interface with customers and community leaders to ensure project timelines and expectations are communicated and customer needs are met. 18. Coordinate with City Departments and Offices as needed to successfully execute projects and to provide updates and reports to key stakeholders. 19. Make presentations in Board Meetings and other public meetings. 20. Responsible for preparing and adhering to annual Department budget. 21. Oversee the Authority s Engineering/Technical consulting team. Directly supervise employees including: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving issues, Manage staff and assign workflow to achieve established goals and outcomes. 22. Perform duties in a professional manner, working well with others. 23. Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public. 24. Observe safe work practices. 25. Other duties as assigned. QUALIFICATIONS Knowledge and Abilities: Experience in working with Water and Wastewater providers.
4 Experience in Civil Engineering planning and design related to Water supply, treatment, and distribution and Wastewater collection, treatment, and reuse. Project management experience Understanding of Colorado Water Law (preferred) Previous experience in conceiving, planning, directing, and coordinating domestic water, wastewater, recycled water, irrigation & drainage projects containing complex interrelationships and a variety of functional specialties. Prepared and carried out departmental policies relating to personnel, budget, training, and organization. Has kept abreast of new ideas, trends, programs, laws, and concepts in the fields of flood control, sanitation, water development, water use, and water conservation. Prepared and reviewed comprehensive, technical engineering reports. Worked effectively and cooperatively with several levels of government, the public, and district employees EDUCATION Any combination of education and experience which provide the required knowledge and abilities will be considered. Must possess a Bachelor s Degree from an accredited college or university with a major in civil engineering or a closely related field. Must be registered as a professional engineer with the Colorado State Board for Architects, Professional Engineers and Professional Land Surveyors within six (6) months of hire. A Master s Degree in Engineering is desirable. EXPERIENCE: A minimum of ten years of broad and extensive experience in professional engineering positions, including five years of increasing responsibility at a supervisory level in the design, construction and/or management of water and wastewater infrastructure. Proven project management experience.
