1 A National Symposium to Improve Recovery, Safety and Stability Keeping Kids in the Home: Using and In Home Supervision Sharon DiPirro Beard, CA Coordinator Pamela Miller, CA Collaborative Justice Coordinator Julia Roguski, CO Director Child Protective Services The purpose of this workshop is to introduce a pre plea family drug court model., and will present the similarities and differences between the three programs. 1

3 Drug Target population Ages 0 5, services are also provided to siblings and parents Preservation Drug (Pre Filing) Parents (men and women) at Families with children risk of losing their children age birth to 12 years in (0 18) due to neglect as a result of substance use. which parental substance abuse is the primary presenting child welfare concern Parental Demographics 77% women 23% men 38% Hispanic 20 % Caucasian 70% women 30% men 48% Hispanic 30% Caucasian Do not keep data in this format. Do have ages of children and overall ethnicity of the family. 16% African American 22% other Drug Preservation Drug (Pre Filing) Entry to Preliminary Assessment, Treatment assessment and / Assessment followed by ASI at provider ASI, functioning assessment (NCFAS), ASQ3 for learning disabilities children 0 5. Treatment Residential and Outpatient 6 12 months Enrollment is done at assessment time to entry 1 day. Minimum 12 months may include residential if needed. Includes intensive case management, MFT home visits, random/ frequent drug testing Alumni activities required in 4 th phase and voluntary after graduation. In home assessment of risk, safety (child welfare) and substance abuse treatment assessment (ASI) Intensive in home services, substance abuse treatment, mental health, domestic violence (if indicated), parenting skills enhancement 3

Comparison $7,176,040 Reduction in petitions $143,090 per year Preservation Drug (Pre Filing) Currently working on cost analysis. It is estimated the Treatment Drug saved the county over $3 million in the last 5 years (calculated by average foster care cost savings minus average program cost). 8
