3 IMPORTANT INFORMATION ABOUT REGISTRATION For faster registration and housing reservations, register on-line (The link will be supplied in official form) Registration opens at 9:00 am on Tuesday, March 3. Otherwise, please fill out the OFFICIAL registration form and return it with your check (made to GMA) or credit card information to J. Spargo & Associates, Inc. Registrations must be received by May 23 and PAYMENT MUST BE INCLUDED. Anyone unable to meet the May 23 deadline must register onsite at higher rates and make their own hotel reservations. All cancellations or changes must be submitted in writing. No TELEPHONE registrations, changes, or cancellations will be accepted. Full refund will be given for cancellations by April 11. Cancellations after April 11 and before May 23 will be subject to a $50 cancellation fee. Cancellations postmarked or faxed after May 23 will not be eligible for refund. You should receive a confirmation notice from the GMA Registration and Housing Center within five business days. Please check the confirmation carefully to make certain all information is listed correctly, including the class you registered for and any special functions. Using your confirmation number, you should be able to go back on-line to make corrections, or you may fax any corrections back to J.Spargo. If you have not received a confirmation notice within five business days, please contact the GMA Registration and Housing Center. Contact Info will be included on official form. IMPORTANT INFORMATION ABOUT HOTEL RESERVATIONS You are strongly encouraged to register and make your housing reservations on-line. Since housing is done on a first come, first serve basis and hotel assignment is made immediately on-line, you will be informed promptly if the reservation is made at your hotel preference. Faxed registration forms could take up to three business days to process. If the faxed form is missing information, you further decrease the chance of receiving your hotel choice(s). If all of your city officials do not get into the same hotel, please let us know and we will put them on a wait list and move them as we have availability. Since a housing deposit is required and is merely to guarantee your room, you are encouraged to provide a credit card for hotel deposit. Check deposits and credit applications must be mailed to your hotel after June 5, 2015 and before June 19, If you are paying your hotel by check, please make the check payable to the hotel and mail it directly to the hotel. If you are tax-exempt, you must mail your tax exempt form along with your check or provide it upon check-in. It is your responsibility to verify that all information on the acknowledgement letter sent by the GMA Registration and Housing Center is correct. Most hotels will charge a fee for early departure! If you need to change or cancel a reservation, please submit the change in writing to GMA Housing Center via through June 3, After June 3, please contact the hotel directly for all changes, cancellations and new reservations. If you must cancel your hotel reservation, please do so as early as possible so that GMA may reassign your room to someone else. In some cases, rooms that are blocked for the GMA Annual Convention and not used are charged to GMA after the event.

4 MUNICIPAL TRAINING INSTITUTE COURSE DESCRIPTIONS A separate registration fee is required for training. Classes fill up quickly, so register early. If you do not get into your desired course, please notify the GMA Registration and Housing Center and they will put you on a waiting list. Changing Demographics and Best Practices (three hour course) Georgia s demographics are constantly shifting, impacting cities. Georgia s population is getting older and increasingly representing the cultures of many nationalities and many interests. This course examines the cultural and aging trends in Georgia and explores the implications of these changing demographics for cities, both in terms of challenges and opportunities. Time is allocated for representatives from communities that have been significantly impacted by these trends to share their insights and suggestions. Civics for Local Government (three hour course) This course provides important information on the proper protocol in the display of the American flag and other flags in government buildings; appropriate recognition of the American flag when entering a room; and the proper programming of the Pledge of Allegiance and the National Anthem into city-sponsored events and other civic programs. The course also discusses the basic protocol for welcoming foreign visitors and other dignitaries. The class includes activities to make the learning meaningful for participants. Knowing what to do, why, and First Amendment implications is important to our cities and our citizens. Conflict Resolution (six hour course) This course explores strategies and techniques for successfully resolving conflict through negotiation and mediation. Emphasis is placed on identifying the sources of conflict and the personality styles of the parties involved. Creating A Downtown Renaissance: Advanced DDA Training (six hour course) This course builds on the Basic Downtown Development Authority training course with an emphasis on applying the tools. The importance of developing a downtown vision and a plan are discussed. Attendees will also hear the basics of navigating Business Improvement Districts, Community Improvement Districts, Tax Allocation Districts, Historic Preservation Tax Credits, the Redevelopment Powers Act and Urban Redevelopment Law. Best practice examples of utilizing federal, state and local partnerships, programs and incentives are shared. Class participants are given an opportunity to immediately apply the tools and programs highlighted in the courses through a case study exercise. Basic Downtown Development Authority training is a pre-requisite. Critical Issues Course - Building Effective Relationships between Law Enforcement and Your Community (three hour course) In light of recent events across the country, the relationship between our police forces and the communities they serve has become an issue of heightened concern. This critical issues course will highlight effective community oriented policing programs in several Georgia cities and feature the perspectives of different city officials, including an elected official and police chief. Class participants will learn of practices used to develop trust between law enforcement and citizens, along with the importance of Police Department transparency. Maintaining a strong community police partnership and being responsive to the needs of the community will also be discussed. Critical Issues Course: Arts and Tourism (three hour course) Communities engaged in comprehensive arts and tourism planning and marketing experience benefits as myriad as improved quality of life, visitation numbers and increased jobs. This session will explore the value of creating a comprehensive community brand working with arts and tourism partners and the necessity of strong public policy in support of harnessing the potential of these local assets. Best practices and model programs will be shared to inspire participants thinking through ways that the arts and tourism can contribute to the economic development of their own community.

5 Economic Development* (six hour course) This course provides a basic overview of the economic development process, with a focus on the strategies, resources and programs employed by the state of Georgia to assist communities in achieving success in today's global economy. Topics such as community development building blocks, business development strategies, regional cooperation, and the role of local leadership in economic development are covered. Economics of Education (three hour course) new This course provides specific and tangible evidence that education is vitally important to a community's prosperity. The class reinforces the critical role of businesses and the entire community in building a strong workforce and positive economic climate through improved education. Data will be presented indicating where Georgia stands in its ability to raise the bar on student achievement. Additionally, the course will present the correlation between a quality education and a community s ability to attract good-paying jobs and enhance its quality of life. Participants will also learn where to find school performance indicators for their community. Effective Practices for Municipal Operations 101 (three hour course) new This course targets municipal elected officials from small communities and newly elected officials and exposes them to various fundamental principles for having a professionally managed city. The course will examine basic management strategies, analysis tools, and processes needed to create an organizational climate of excellence for the effective delivery of municipal services. In addition, the course will identify emerging issues and other challenges that can impede effective municipal operations. Emergency Management* (six hour course) This course is aimed at providing municipal officials with a general understanding of the roles of local, state and federal government in responding to and helping communities recover from both natural and man-made disasters. The function of local emergency management agencies and important legal and financial issues that arise during times of emergency and disaster are also discussed. Ethics* (six hour course) This course examines the importance of ethical conduct in the administration of one's public duties and how ethical lapses can severely damage the reputation of both individual officeholders and the city. An overview of state ethics laws and regulations that apply to municipal officials, including campaign financing and private interest disclosure requirements, is provided. Ethical dilemmas that often confront public officials and the value of strong local ethics ordinances are also discussed. Fire and Emergency Medical Services (six hour course) This course exposes city officials to some of the basic concepts involved in providing municipal fire suppression, fire prevention, and emergency medical services. In addition to reviewing applicable laws and codes, the course covers emerging issues and new technologies. Human Resources II (six hour course) This course focuses on areas of human resource management such as performance appraisal systems; recruiting, interviewing, hiring and retaining staff; employee benefits; and employee training. The course builds on information provided in Human Resources I, but it is not a prerequisite for Human Resources II. Local Government Debt Methods 101 (three hour course) new This course targets municipal elected officials and staff and exposes them to various fundamental methods of issuing debt in Georgia. The course examines the history of public debt in Georgia, basic public finance principles, legal requirements and prohibitions, and various financing methods needed to effectively budget for capital improvement projects. Managing Your City s Risk -formerly Risk Management and Insurance (three hour course) Is your city at risk? This course focuses on the importance of loss control and safety training as a way of reducing insurance claims. The class includes a general introduction of risk management and insurance. Alternative ways to cover municipal risks are also discussed.

6 Mobile Workshop - The Legacy of the Americans with Disabilities Act in Action (three hour course) 2015 marks the 25 th anniversary of the Americans with Disabilities Act (ADA). This mobile workshop, guided by members of the disabled community in Savannah, will take participants on a tour of how the ADA has impacted infrastructure decisions and improved lives of residents. Mobile Workshop - The Port of Savannah: Expanding Economic Opportunities Statewide (three hour course) Georgia s deep water ports foster growth statewide. They drive development and opportunity across a range of industries, reaching every corner of every county. The Port of Savannah is the nation s fourth busiest port and is home to the largest single-terminal container facility of its kind in North America. This mobile workshop will include a presentation and tour of the Savannah ports facility, highlighting the Georgia Ports Authority s role and partnership in attracting and expanding businesses in communities throughout the state. Municipal Courts (three hour course) This course provides an orientation on the basic operation of municipal courts with respect to the adjudication and enforcement of traffic offenses, certain misdemeanors, and municipal ordinance violations. Municipal Electric Systems 101 (three hour course) new This course is open only to officials from the 52 Georgia cities that own and operate public power systems. Electric utilities are multi-million dollar enterprises, and it is essential that policymakers and key staff have a strong understanding of all aspects of the service - including generation, transmission and distribution - as well as sound financial and management practices. In addition to providing a basic overview of municipal electric system operations, the course is designed to help attendees understand the role of the Municipal Electric Authority of Georgia and Electric Cities of Georgia and the services and resources each organization provides to participating systems. Municipal Finance I* (six hour course) This course is intended to serve as a basic primer on municipal finance issues that all mayors and councilmembers should understand. Included in this general overview is a discussion of the budget process, the revenue sources available to cities, purchasing policies, and financing capital improvements. Municipal Gas Systems 101 (three hour course) new This course is open only to officials from the 84 Georgia cities that own and operate a municipal gas system. In addition to providing a basic overview of municipal gas system operations, the course is designed to help attendees understand the role of the GMA Gas Section and Municipal Gas Authority of Georgia and the services and resources provided to participating systems. The course also informs and educates municipal officials on the continued safe and efficient operation of the natural gas system. It is important that key officials become aware of state and federal regulations and the issues of an aging infrastructure. Open Meetings* (three hour course) This course familiarizes municipal officials with Georgia's open meetings law and the potential consequences for failing to adhere to it. Hypothetical scenarios are used to give participants a better understanding of their responsibilities and obligations for complying with these statutes. Open Records* (three hour course) This course familiarizes municipal officials with Georgia's open records law and the potential consequences for failing to adhere to it. Hypothetical scenarios are used to give participants a better understanding of their responsibilities and obligations for complying with these statutes. Planning and Zoning* (six hour course) This course examines the difficult choices municipal officials encounter in stimulating economic well-being, protecting public infrastructure investment, and maintaining environmental integrity. It examines legal considerations for planning and zoning, the role of the mayor and council, and practical steps for maintaining a comprehensive plan and effective zoning procedures. In addition, the course highlights issues, barriers and policy solutions associated with efforts to achieve desirable patterns of development.

7 Practices for Successful Meetings* -formerly Managing Meetings and Parliamentary Procedures (three hour course) The success of a city is often gauged by how its city council meetings are perceived by the citizens. This course is designed to give elected officials and others a practical understanding of the most commonly-used procedures available to govern meetings. The basic tenants of Robert s Rules of Order, as well as alternatives to Robert s, are taught in a manner that seeks to arm presiding officials with the tools necessary to run successful and productive gatherings of their elected officials and other meetings necessary to operate their cities. Public Policy Development and Implementation* (three hour course) Developing policy to advance the vision of the city is the most important activity that a mayor and council perform. This course is designed to give municipal officials an understanding of the importance of that function and the role of the elected officials and professional staff in developing, implementing and evaluating those policies. Participants will learn how to effectively use policy-making models in the development of practical public policy that will benefit their communities and constituents. Recreation and Parks Building Communities (three hour course) Recreation and park programs and facilities play an important role in creating a high quality of life for communities. They create public value by offering recreational activities, green-space for relaxation and opportunities for improving the health of residents. However, recreation and park programs are sometimes seen as amenities that cities cannot afford. This session explores the role of recreation and parks in building community and economic development, and options for funding. Roles and Responsibilities of Council and Staff* -formerly Council - Staff Relationships (three hour course) Cities are complex organizations that face different issues and problems than private sector organizations. While elected officials have the responsibility to develop policies to effectively address these issues and problems, they typically must rely on public sector employees to implement them. In this class, the different perspectives of council and staff are explored in order to identify ways for them to collaborate in addressing public problems. Social Media 101 (three hour course) Technology impacts personal lives, work and local government. This course examines and defines what social media means, how social media can be used by local government, including the risks and benefits of such usage. The legal basis for governmental use of social media is reviewed. Sample social media policies are examined and provided. Current law on employer and employee use of social media is explored. Demonstrations on making social media user friendly for both large and small governments are provided. Finally, the impact of records retention, open meetings and open records law are discussed if social media becomes a regular part of the local government s operations. Strengthening Your Community by Strengthening Your Children and Families (three hour course) This course examines how the well-being of children and families affects the success of community and economic development. The course reviews trends in Georgia and identifies specific strategies that officials can implement in their own communities. "Family Connections" and other state-run programs aimed at reducing the number of at-risk youth and juvenile delinquents are addressed. Problem issues such as teen pregnancies, truancy and teen drug and alcohol use are also discussed. *This course is on the required list for the Municipal Training Institute certificate program. Note: The Changing Demographics, Managing Your City s Risk, Municipal Courts, Open Meetings, Open Records, Practices for Successful Meetings, Recreation and Parks, Roles and Responsibilities of Council and Staff, Social Media 101, and Strengthening Your Community by Strengthening Your Children and Families courses have been reformatted from six-hour classes to three-hour classes. Even though these courses have been shortened, municipal elected officials who have previously taken any of them will still retain their six-hour credit. Anyone who has previously taken the six-hour version of one of these courses may also take the new shorter class and receive an additional three hours of credit.

8 GEORGIA MUNICIPAL CLERKS AND FINANCE OFFICERS COURSE DESCRIPTIONS Friday, June 26 Information Security + Credit Card Information Security (3 hours; No credit) This course includes a review of information security best practices, with a special focus on the Payment Card Industry (PCI) security standards. These best practices include physical security and personnel practices appropriate for managers and senior leadership: developing and communicating an information security policy; conducting workplace information security reviews; developing and implementing information access controls; developing and implementing an information security incident response protocol. These also include information security practices for all workers who have access to sensitive information: identifying protected information; proper use of protected information; protecting passwords; protecting IT resources; protecting the workspace; protecting paper information; protecting electronic information; protecting information in transmission; secure destruction of information; reporting information security incidents. Instructor: Alison Earles, GMA Associate General Counsel Saturday, June 27 SAVE/E-Verify (Elective; 3 hours) Beginning in 2006, Georgia s General Assembly passed significant legislation related to immigration issues and the requirements for local governments to comply with the Systematic Alien Verification Entitlements (SAVE) program and the Federal Work Authorization program (E-Verify). Effective January 1, 2012 additional complex requirements were enacted. This course assists you with navigating immigration compliance and provides key updates regarding compliance and reporting. Have you considered that you may not recognize how much influence you have in your role as Clerk? While power may be a topic that you are uncomfortable discussing, it is an essential part of your management tool kit. This interactive session will explore organizational issues related to power and influence. Techniques for their effective use will be discussed. During this course, you will discover the sources of power available to you and some strategies for putting them to appropriate use. Monday, June 29 Occupational Tax License (3 hours; Credit pending) This session is an overview of the current law governing occupation taxes and regulatory fees. A review of this complex and often confusing law should help participants gain a better understanding on the different methods of classification and the difference in an occupation tax and a regulatory fee.
