Program Strengths Appendix 1.2 Program Strengths The proposed Bachelor of Applied Information Sciences (Computer and Communications Networks) addresses a critical market need for networking professionals and builds on Centennial College's considerable strengths in the Schools of Engineering Technology and Applied Science (SETAS) and Business. 1. The proposed program builds on extensive experience in existing networking programs. These programs serve approximately 500 students annually and engage more than 12 full time faculty in the programs delivery. The programs include Computer Systems and Network Technology Diploma, Network Specialist Post-Diploma, e-business Post Diploma and the Network Professional diploma. The programs have high KPIs; more than 90% of graduates have employment within 6 months of graduation. Graduates have the highest college-wide entry-level salaries. 2. Faculty teaching in these programs combine strong academic qualifications, industry certifications and extensive work experience in networking technology, applications management and e-business. They also have experience meeting the stringent requirements demanded by external certification bodies and industry for these programs. As a result, Centennial has been selected to be one of the few Canadian training centers for high school and college network teachers in Ontario. 3. The proposed program will build on the College's extensive partnerships with industry and business in the ICT sector including coop placements and collaborative programs. Centennial has had considerable success in attracting support for these programs. Success in capital and in-kind fundraising is evidenced in more than $8 million for business labs and software for Centennial Progress Campus, $1 million in commitments for the recently proposed Wireless Networks Services Institute, and a new campus focusing on supporting the convergence of technology and business. 4. The program will be supported by state-of-the-art labs for communications systems, networks, network management, e-commerce and wireless networks currently at the Progress campus and planned for the new Science and Technology Campus at the University of Toronto (2003). 5. The proposed applied degree builds on the college's previous experience in collaborative delivery of degree programs with Universities. Centennial has experience in offering degree level education with both Ryerson (Nursing) and the University of Toronto (proposed Journalism and New Media programs). 6. It also enhances the college's drive to develop applied research capacity including: the proposed Wireless Networks and Services Institute; partnership with Ontario Learn and commitment to developing distributed learning products; and various applied research initiatives in health sciences. 3 Appendix 2.1 Executive Summary The Economic Need for the Program Graduates of the proposed program will be employed in the Information and Communications Technology (ICT) sector, with companies which supply Information and Communications Technology and Services as well in the Information Systems departments of companies which use networks to support their business functions. The most recent Stats Canada Labour Force Survey (LFS) of 1600 employers reveals that despite the downturn in some sectors and some occupations, employment for the 21 IT occupations (defined by COPS) continued to grow, from 429,000 in 1999 to over 500,000 midway through While the demand for some occupational groups has levelled off or even declined, the demand for computer and networking operators is one of fastest growing for IT occupations increasing from 31,000 to 49,000 from 1999 to July Growing demand is not only evident in companies in the ICT sector which develop and supply networking solutions to their customers (eg. IBM, Compaq, Avaya, Microsoft and others). It is also evident among other sectors. As Ontario's Wisdom Exchange, E-Business Readiness Assessment stated "There are simply no sectors or companies in the Canadian economy that are immune to the effects of the internet " (Ontario, 2001: 11) As the letters of support for the program indicate, in virtually every sector of the economy - finance, retail, manufacturing, health, and education) - there are growing demands for network professionals with supporting business skills. As industries become more dependent on technology, they are investing heavily in the development and management of technological resources. Success depends not only on having available and reliable infrastructure and services but the ability to develop and deploy new applications quickly. The explosion of the internet, the expansion of broadband and wireless communication and consumer thirst for new applications are placing tremendous pressure on corporations to develop and maintain Computer and Communications Networks. They require professionals who can develop technological solutions to meet business objectives, to meet customers needs and to keep pace with emerging technologies (particularly IP and wireless) while maintaining service and security levels. How Economic Need was Determined Economic need for the program was determined through a review of a broad range of studies and other initiatives including: Industry Canada's studies of the Information and Communications Technology sector Software Human Resources Council reports on human resources requirements and job profiles Consultation with industry associations and accreditation bodies Consultation with Program Advisory Committee Members and other prospective employers A survey of on-line job advertisements A review of the literature on current trends in networking and information technology. Opportunities for the recognition of credential Centennial College already has a wide range of articulation agreements with other post secondary institutions for transfer credit and degree completion. On graduation, students who enter three year diploma programs after grade twelve have the option of receiving a degree with the completion of two additional years at several other recognized Universities where students normally complete a degree in four years after completing 6 OAC credits. As the new degree will require the same admission standard as university programs, we expect that there will be seamless transfer with other programs. A number of post secondary institutions have indicated that they would consider well qualified graduates from the Bachelor of Applied Information Sciences (Computer and Communications Networks) for admission to graduate programs. 4 Originality of the Program An extensive analysis of all computer science and business degree programs in the province of Ontario revealed that very few have many courses in Computer and Communications Networks. Of the 26 University programs reviewed, 10 had no courses in networking, 8 had 1 course and 6 had 2 courses. Only one University program had any depth in networking but its overall focus was business management. A detailed analysis clearly demonstrates that Centennial's proposed Applied Degree in Information Sciences (Computer and Communications Networks) is unique. 1. it was designed to meet the occupational skills model profile for networking specialists developed by the Software Human Resources Council 2. it offers substantially more depth in networking technology than any existing undergraduate university program in Ontario 3. it offers in depth coverage of emerging areas including e-business, security and wireless 4. it provides graduates with the option of obtaining industry certifications 5. it includes 3 required paid coop work terms 6. it will offer courses in a variety of formats and make extensive use of on-line materials including the CISCO e-learning materials. The college is involved in collaborative arrangements with Ontario Learn and other academic institutions for shared development of on-line learning materials. Fit with the mission and strengths of the College and enhancement of its capacity There is strong institutional commitment for the program which fits well with Centennials mission to develop relevant education at the diploma, post diploma and applied degree level and to undertake applied research. The proposed program not only builds on Centennial's demonstrated strengths in both engineering technology and business programs related to networking, but also will leverage partnerships with industry. Type of skills and knowledge needed for the profession The Software Human Resources Council has developed detailed Occupational Skills Profiles which outline the knowledge, skills and attitudes required at various levels. The proposed Bachelor of Applied Information Sciences (Computer and Communications Networks) meets or exceeds the competencies defined in the profile for networking support at the entry level. With the extensive work experience gained through the coop placements as well as the unique blend of technology and business that the program offers, the proposed program will serve defined needs in an expanding segment of the information systems profession. In addition, the opportunities the program offers for building depth in emerging technologies such as wireless and/or critical issues such as e-business and security will provide professionals with both currency and the ability to adapt to a rapidly changing environment. Employer support for the program Support for the program has come from both the providers and users of networking and has taken a variety of forms. Currently the college has existing coop placements in related programs and employers have indicated enthusiasm for placing students from the degree program as well. Enrolment Growth and Anticipated Faculty Growth Projections for enrolment flow from the date for starting the program. As indicated, the college would be prepared to take in 2 sections (72 students) in Fall 2002 provided approval was received by March 31, Our projections for enrolment, based on the September 2002 start up suggest an initial intake of 72 students reaching approximately 240 students at steady state. We anticipate hiring additional full time faculty over the next three years as well as supporting the upgrading of existing faculty to teach in the program and the hiring of specialized adjunct and part-time faculty. Financial Capacity Based upon our understanding of the Ministry's anticipated funding and tuition fee policy for applied degree programs, the college has and will have, the financial resources to provide the needed operating funds and capital investments to ensure provision of a high quality program. 6 3.0 Synopsis of Proposed Program Appendix 3.1 Synopsis of Proposed Program Title: Computer and Communications Networks Credential Nomenclature: Bachelor of Applied Information Sciences (B.A.I.S.) Program Description The program is designed to produce network professionals with a unique combination of knowledge, skills and competencies in both networking and management as well as specialization in emerging technologies. The curriculum has been designed to provide learners with: - a unique combination of the fundamental principles and functions of network technologies, operational support, and design coupled with a strong foundation in management principles provided through a progressive series of learning experiences - the opportunity to apply these principles in a wide range of relevant contexts including: laboratory settings, industry case studies, and network projects, as well as three 15 week paid co-op placements - knowledge, analytical skills and competencies needed to keep abreast of new developments, to solve problems, and to adapt in a rapidly changing environment - a balance of professional, professionally related and liberal studies aimed at broadening learners' perspectives and enhancing their understanding of the environment in which they will function as professionals and educated citizens. Program Learning Outcomes and Linkage with the Curriculum Specific program learning outcomes have been developed based on extensive consultation with industry as well as an analysis of the occupational skills profiles for networking support professionals. Graduates of the program will: 1. Apply advanced configuration and troubleshooting skills to maintain and enhance networked computer systems. More specifically, graduates will : learn the principles of different network technologies and applications, performance standards, monitoring, change and upgrade requirements, routine problems and maintenance requirements learn a variety of approaches and techniques to analyse and solve progressively more complex problems spend a substantial proportion of their time in state of the art laboratories developing their problem solving and hands-on skills gain experience and skills and work with increasingly with less supervision. 2. Analyze network infrastructure, technologies and services including: a solid understanding of components, functions and performance measures for communications environments, network operating systems, communications hardware, network protocols and end user applications hands-on experience in operating and modifying a variety of technologies Centennial College Applied Degree in Computer Networking 6

Evaluate network solutions to support corporate business objectives including: a firm foundation in business management and an understanding of business planning processes an understanding of the principles of systems and network design and experience applying them to real life situations. 4. Demonstrate the expertise required to write major industry certifications for computer systems and networking. The curriculum provides sufficient depth to prepare students to meet a number of industry certification testing standards. 5. Assess the impact of industry trends and emerging technologies on existing business and networking infrastructure. The curriculum supports this through: a number of courses related to specific emerging trends, such as wireless, IP networking, e-business and security issues courses aimed at developing research and analysis skills as well as an understanding of strategic planning to equip learners to track trends work placements will provide an opportunity for learners to observe the ways in which emerging trends are shaping businesses applied research projects to apply those skills. 6. Facilitate the application of project management and consulting principles and techniques to successfully facilitate new business initiatives. The curriculum supports this by: incorporating several courses relevant to project management and consulting offering opportunities to plan progressively more complex projects including defining the objectives, the tasks, the responsibilities, the time lines and the resource requirements placing emphasis on business case development including financial analysis requiring learners to plan and execute several projects independently and as part of teams in order to apply these principles providing work placements to refine those techniques. 7. Adapt interpersonal skills in order to communicate effectively in both technical and non-technical environments. The curriculum supports this through: requiring several courses which emphasize communications skills and relationship building with clients, co-workers and suppliers including substantial requirements for writing reports and presentations in most courses emphasizing team work and the skills needed to work together effectively to accomplish common goals in the curriculum, group projects and work placements further developing and assessing oral and written communications skills during work placements reinforcing the importance of these skills in specific contexts including: client relationship, vendor management and team management. Develop strategies for personal and professional development as a life-long learner by: emphasizing the criticality of lifelong learning and the ability to acquire new skills and knowledge in a rapidly changing technological environment providing extensive opportunities for on-line and self-directed learning to enhance the learners' ability to manage their own learning developing the learners ability to manage multiple demands, time and stress pressures in courses, projects and work placements. 9. Analyze the broad impact of the social, economic and political environments on business. Given the importance of change and uncertainty in the environment and the need to collect and analyse information from a variety of sources in order to make effective decisions, the curriculum places considerable emphasis on developing both quantitative and qualitative research skills and applying them in a variety of contexts including: assessing user requirements and analysing traffic patterns and demands, through evaluating market trends and environmental impacts on strategic plans an applied research project is a requirement for the course and a number of courses require research papers using a wide range of techniques given the nature of the environment, courses also stress the limits of current knowledge and the importance of being able to anticipate as well as respond to trends and emerging issues. 10. Incorporate critical thinking and problem solving skills to solve business or networking dilemmas: critical thinking and problem solving skills are developed and refined though a variety of courses which focus on developing listening skills, communications skills and a systematic approach to analysing problems and potential solutions skills to make progressively more complex decisions are developed through a wide range of problem solving and case analyses. 11. Develop the capacity to understand and appraise the social and cultural context in which graduates will work as professionals and live as educated citizens. The curriculum supports this through: providing a substantial number of professionally related and liberal studies courses outside the professional core to ensure that learners appreciate the diversity of perspectives requiring courses on issues such as ethics. 9 Methods of Delivery The program will be offered in a variety of formats ranging from traditional classroom lecture and discussion, hands-on laboratory work, self-paced and web-based elements. The environment of the profession is one of constant change and learning skills are essential to enable graduates of the program to be lifelong learners and to continuously improve through formal and informal means. This is a key outcome for the program and will be reinforced in a number of ways. Many of the courses include self-paced components and on-line learning is an essential part of the program. Discussions are currently underway with other post secondary institutions regarding collaborative development of course modules and learning objects to allow maximum flexibility for students. Relationship to Professional Bodies Graduates of the proposed Bachelors of Applied Information Sciences (Computer and Communications Networks) will be eligible for a wide range of industry certifications. To date Microsoft, CISCO, CompTIA and the Information Systems Security Association have provided letters of confirmation. Nature of Paid Co-op Work Term Experiences Building on extensive experience with co-op placements in related programs, the Bachelors of Applied Information Sciences (Computer and Communications Networks) will require three 15 week paid work terms in relevant positions. The purpose of these work terms is to allow learners to apply their knowledge in a real-life environment, to further develop their professional, problem solving and communications skills and to gain an understanding of the complex environment of business. The work term experiences will be structured, supervised and carefully evaluated to ensure that the learning objectives are met. Admission Requirements - Completion of the Ontario Secondary School Diploma (OSSD) or equivalent, normally with an overall average of at least 60% - Minimum of six Grade 12 U or U/C credits - Grade 12U English/Anglais - One of the following: Grade 12U Advanced Functions and Introductory Calculus, Grade 12U Geometry and Discrete Mathematics, Grade 12U Mathematics of Data Management Note: Mature students will be considered for admission Projected Full Time Cumulative Enrolment Per Year Year 1-72 Year Year Year These enrolment projections are based upon an annual intake of 72 students. Once the program has operated for a year and additional paid co-op placement have been confirmed, the college is prepared to increase the annual intake of students. The anticipated maximum annual intake is 140 students. 11 5.0 Standard 1- Applied Degree Level Standard Appendix 5.1 Applied Degree-Level Standard Knowledge and critical understanding of the principles of their areas of study and how these principles were developed In order to be effective as managers and senior analysts, professionals in computer and communications networks require a firm grounding in technical principles and skills in network architectures, hardware, software solutions and services. At the same time, they require a firm understanding of business objectives and how technology can support these objectives. Finally they need to be able to apply a wide range of analytical frameworks and tools to solve problems, to plan and to manage the adoption of these solutions and services in enterprises and organizations. The curriculum has been designed with a series of building blocks which provide a firm foundation and progressive levels of knowledge and skill. It has been structured with Professional and Professionally related courses (P) including theory and practice of the core discipline and Other (O) courses including Liberal Studies Courses. Professional Courses Professional courses include the theory and practice core to the discipline of Computer and Communications Networks. There are 13 required courses in aspects of networking as well as courses in operating systems, architecture, and databases. The professional core also includes choice. Beginning in semester 6 students have professional elective choices in E-business and Management, Network Security, and Wireless. Industry research as well as the Program Advisory Committee have also emphasized the importance of emerging trends in technology. The pre-requisite structure ensures that students develop depth in the areas critical to their career success. The inclusion of electives allows them to specialize in high demand areas. There is at least one course from each elective area in the first 5 semesters to expose the students to the specialty so they can make an informed decision. Students may choose to specialize in one area. The curriculum provides students with knowledge and skills required to write several industry certifications including: A+, Net+, CCNA, CCNP, PMP, CISSP. Professionally Related Courses Professionally related courses provide related knowledge and skills which are separate from, but in support of, the core discipline - particularly in business management, communications and change processes. This is consistent with a variety of industry reports (for example, SHRC, 2001) as well as the advice of the Program Advisory Committee which has focused on the importance of including "soft skills". Consequently many courses include substantial opportunities to integrate these skills in reports, presentations and projects. Work term evaluations include a substantial emphasis on oral and written communication skills as well as interpersonal and team skills. Centennial College Applied Degree in Computer Networking 11

12 Applied Courses A wide range of required courses which provide opportunities to integrate theory and practice dealing with successively more complex problems and projects. Applied courses which focus on "real life" application of the knowledge and skills; for example, applied design projects, applied research projects and an integrative project. As well, students must complete three (3) paid co-op work terms to further enhance their understanding and skills. Liberal Studies Courses Liberal studies courses offer broad range of disciplines and perspectives. These courses both enhance critical skills and provide an understanding of the broader context in which graduates live and work. The courses are included at two levels and once again also develop the student's analytical and communications skills. Both professional and professionally related courses support the development of critical conceptual models and principles for planning, developing and managing networks including and required courses first in generic systems design advancing to more specialized aspects of network design and support. Required courses in business, financial analysis, project management, organizational development and consulting skills also provide essential concepts and models for planning and problem solving. Methods of Enquiry and Critical Evaluation The program design ensures that students acquire knowledge of the main methods of enquiry in their subject, an ability to evaluate critically the appropriateness of different approaches to solving problems in their field. The program includes a required course in research methods as well as an applied research project. At the same time this is reinforced in the professional, professionally related and liberal studies courses which include progressively more complex research problems and issues. Problem solving techniques and skills The curriculum provides the opportunity for graduates to understand and integrate a range of models and techniques to specific technology and management problems. Included are: technical troubleshooting and problem solving user needs assessment and support systems analysis and design using the systems development life cycle to business objectives, define use requirements, identify alternatives, select and implement systems project management techniques including defining objectives, tasks, accountabilities, budgets and timelines consulting processes and skills including active listening and participatory decision making models strategy development including understanding business trends and their implications. An understanding of the limits of their knowledge The curriculum is designed to enable students to identify problems and use appropriate methods to solve them. At the same time, given the continuous rate of change, the complexity of problems and the limits of information to address them, the importance of research skills, of consultation and collaborative decision making models and of continuous learning are reinforced. 13 Communications Skills Strong communications skills are critical to success in this profession. The curriculum emphasizes the importance of written and oral communications skills as well as interpersonal skills. Consequently the curriculum has been designed with required English courses and extensive writing and presentation requirements throughout the professional and professionally related courses. Lifelong Learning The environment of the profession is one of constant change and learning skills are essential to enable graduates of the program to be lifelong learners and to continuously improve through formal and informal means. This is a key outcome for the program and will be reinforced in a number of ways. Many of the courses include self-paced components and on-line learning is an essential part of the program. Meeting the Standard The curriculum has been designed to respond to specific industry demand while exceeding the Degree Level Standard for baccalaureate degrees with an applied focus. Graduates of the program will clearly have the knowledge and critical understanding of the principles of network technologies, network management and applications and have demonstrated the application of these principles in a variety of contexts including three coop work terms. Graduates will also have a firm grasp of the methods of enquiry and problem solving techniques needed to solve problems in a rapidly changing environment. At the same time, having been exposed to a wide range of disciplines and challenges they will have an appreciation of the limits of their knowledge, the importance of research and continuous learning. Throughout the program there is a strong emphasis on developing and integrating problem solving skills, communications (with a range of audiences), learning skills and the ability to work effectively both independently and as part of a team. The curriculum combines focused professional courses, professionally related courses and applications courses which integrate theory and practice as well as three coop work terms. The curriculum has been designed based on extensive consultation with industry and the knowledge and skill requirements defined by the Software Human Resources Council (SHRC) for Network Professionals. At the same time it provides a grounding in professionally related disciplines (statistics, economics, business management etc) to broaden the conceptual frameworks and tools graduate can employ. It also requires English, Ethics and 6 other Liberal Studies courses drawn from a range of disciplines to ensure graduates have the breadth of knowledge and experience. 15 Appendix Current Requirements for Professional Accreditation and Certification The proposed Bachelors in Applied Information Sciences (Computer and Communications Networks) will provide students with the basis they need for successful completion of certification examinations in a number of areas as outlined below. Individuals with this designation can design routed and switched networks involving LAN, WAN and dial access services for small businesses and organizations. The CCDP designation indicates an advanced level knowledge of network design. Individuals with this certification have the ability to design routed and switched networks involving LAN, WAN and dial access services for medium to large companies and organizations. With a CCNP a network professional can install, configure and operate LAN, WAN and dial access services for medium to large networks. This is a certification for Information System Security Professionals. This designation certifies the competency of an individual in fundamental network management tasks on a Novell network. Work on the funds and billing infrastructure to support the training of academy instructors through a cost recovery model. 4. Identify the two instructors (1 primary and 1 back-up) required for each curriculum. 5. Have instructors available to be trained in the UNIX curriculum starting early 2002 at the latest based on your input. Fundamentals of UNIX training will be first followed by the other new sponsored curriculum in the April/May 2002 timeframe. Dates and location for the UNIX curriculum training will be announced after we receive input from you during the upcoming conference call. 6. Be operational to train local academy instructors by May 2002 for UNIX and June 2002 for the remaining sponsored curriculum.
