Product and Specification Developments affecting Road Surface Maintenance Dr Howard Robinson Chief Executive

Todays menu Quick RSTA intro Consider some new guidance and specifications affecting surface treatments Look at some new product innovations

RSTA INTRODUCTION

RSTA overview Formed in Bn industry employs c sectors 80+ members 13 local authority members Represents the full supply chain Stakeholder engagement, developing guidance, specs and training 100 million m 2 treated per annum

Road Surface Treatments

Stakeholder engagement

Developing standards & guidance HiTAC

Training and qualifications We train c. 500 highway engineers and contractors per annum all over the UK

NEW GUIDANCE AND SPECS Asset management software tool under development New clause 936 for geosynthetics & steel meshes Update on the new HD37 BBA report on the service life of High Friction Surfacings

Asset management Highway authorities are being encouraged to develop asset management plans based on HMEP guidance RSTA now working with Appia/TRL to produce asset management maintenance decision tool software for RST s to be launched in 2016

Geosynthetics and Steel Meshes Geosynthetics are used to reinforce bituminous bound pavements to delay the onset of reflective cracking and to extend the pavements service life Until very recently we didn t have any published guidance, specification, recognised training course or Code of Practice We do now!

Reflective cracking in pavements Traffic loading applies tensile stresses that can exceed asphalts tensile strength causing reflective cracking in pavements

Failure modes Surface failure from underlying Setts Cracking from expansion joints

Failure modes Aligator cracking due to structural failure Utility trenches

Product types Steel Mesh Glass Grids Composites Polymer Grids Non-woven Fabrics

How do they work? The SAMI absorbs stress above a crack to resist crack propagation. Also reduces water ingress.

Code of practice installation

Service life of reinforced pavements ADEPT published guidance suggests a 2 fold increase in service life using a geosynthetic

Industry guidance to promote longer life roads We now have a specification (clause 936) agreed with Highways England Hopefully later this year we will have HD37 published providing design guidance making departures no longer necessary An Interim Advice Note (IAN) is to be published as a stop gap We already have geosynthetics embodied in Sector Scheme 13 which regulates workforce competency e.g. NVQ s The RSTA Code of Practice in particular advises on site selection and product installation

NEW PRODUCT INNOVATIONS Asphalt Sealants Locked-in Surface Dressings Longer life Reinforced Surface Dressings

Road Preservation/Sealants - Developed in California - Integral part of the Highway Design process in USA - Low cost economic solution for preserving roads in acceptable condition avoiding slipping into amber - They compliment Surface Dressing

Road Preservation/Sealants - Two types penetrative and non-penetrative - Special Bitumen Emulsions and Solvented systems - Applied at typically 0.5 litres m2 can vary - Seals surface against ingress of water and frost - Minimises damage caused by salt ingress - Blackens existing surface, makes it look new! - Fills small surface voids, and hairline cracks - Binds together aggregate and surface fines

Road Preservation/Sealants

Road Preservation/Sealants

Road Preservation/Sealants How it works.. - Sealant sprayed by conventional spray tanker - Sealant covers entire surface with mist spray - Sealant eventually wears off under traffic exposing original aggregate but - Sealant remains in macro-texture protecting surface from weathering, oxidation, salt ingress - Arrests deterioration and prolongs life of existing surface by up to 5 years

Road Preservation/Sealants How it is done.. - Road needs to be swept - Masking of ironworks/gullies etc - Overspray of binder using spray tanker - Allow binder to dry (approx. 30 mins for emulsions) - Removal of masking - Section of carriageway re-opened to traffic - Road Markings can be replaced on the same day

Road Preservation/Sealants

Road Preservation/Sealants Can be used on - Hungry, oxidised bituminous type asphalt surfaces - Old Surface Dressings that are beginning to fret and lose aggregate - HRA surfaces where PC chips are starting to fret out of the bed - SMA surfaces that are just starting to fret especially at the joints: can help arrest further fretting Important to treat sites at an early stage

Road Preservation/Sealants

Sealed Surface Dressing - Spray applied binder locks in loose aggregate reducing excess loose chippings (flyers) - Reduces scuffing and fretting on stress areas within a site - Blackens road surface ; transforms appearance from a dressing to look more like asphalt - Helps to reduce risk of early life failure

Sealed Surface Dressing

Reinforced Surface Dressing Non-woven interlayer used in Surface Dressing

Why use a SAMI under surface dressing? To extend the use of Surface Dressing and also extend the service life

SAMI Materials polypropylene polyester fibre glass

History Used extensively in USA and Australia over 25 years About 500,000m 2 laid in UK since mid 1990 s Used in Norfolk, Kent, Northants Still untried by most highway authorities

Site Selection Site selection is key assumes the road surface is regular and surface defects are fixed beforehand e.g. cracks, potholes Avoid areas of high stress if you cant surface dress it you cant use a SAMI dressing!

Unsuitable Sites SAMI s under a dressing are more susceptible to surface lateral stresses compared to being laid under asphalt. Current view is don t use a SAMI dressing at the following locations: Gradients > 10% <60 metre radius Hammerhead portion of cul de sacs Final 30 metres approaching junctions Locations where freeze-thaw cycles are very severe Low lying wetland areas without proper drainage Exposure to water penetration via the subgrade

Installation The SAMI must be completely saturated and bonded to the underlying substrate by applying a bitumen bond coat, prior to installing the SAMI. Hot bitumen or hot emulsion is used. Emulsion is used in France Must ensure the emulsion is broken before overlaying Road surface dampness needs to be considered Important to avoid SAMI pick up by the SD plant so don t over saturate!

Installation SAMI s are generally butt jointed but in some instances overlaps are unavoidable in which case additional bitumen should be placed to thoroughly saturate the fabric interfaces Important for the bond coat to be sprayed beyond the edge of the SAMI to prevent water migration into the SAMI. 1.9 metre wide rolls

Benefits of SAMI dressing s Whole life maintenance cost reduction extends service life Extension of area which can receive surface dressing Can avoid expensive pre-patching Reduced environmental impact associated with longer maintenance intervals Eliminate future crack filling or sealing Prevent surface water ingress
