1 Bi-weekly Update 12/15 to 1/12/12 CITY HALL CLOSURES City Hall will be closed on EVERY FRIDAY effective Friday, July 1, City Hall will be closed Monday, January 16, 2011 for the Martin Luther King, Jr. Holiday. City Manager Meeting with Board of Equalization Staff The Finance Director and City Manager met with the Board of Equalization staff over the holidays to discuss the City s Sales tax and the amounts being held because of the litigation. It is very complicated because there is regular Sales Tax, Sales Tax being held because of the litigation, Sales Tax that has to be redistributed/owed and the Triple Flip. City staff is working with the Board staff to reconcile the numbers. Finance Audit The RDA audit report is in the final process. The Piru-Memorial District and Senior Center draft audits have been received and staff has reviewed the data. Both financial reports are now in the final process. The draft City audit has been received and staff is reviewing the data. The Transportation Development Act audit field work was conducted on December 6. Other: Utility billing for cycle 2 and 3 was processed. The Annual Report of Financial Transactions (State Controller s Report) for the RDA has been received by the City and is being reviewed. The RDA HCD and Activity Report is being processed. An IRS compliance audit is scheduled for January. Upcoming in the Finance Department: The mid-year budget review is scheduled for late February/March. City Engineer Engineering Department The City Engineer is on vacation until Wednesday, January 18. David Burkhart is covering engineering inquiries during the City Engineer s absence. Capital Improvements The repairs have been completed to the faulty Pressure Level Transmitters on the reclaimed water system that was contracted to Union Engineering. American Water has tested the repaired facilities and found them to be in working order. Upon the City Engineers return to the office, the project is expected to be deemed complete and closed out. 2 Development Activities Engineering participated with other departments in a meeting to review the Conditions of Approval for The Bridges, Tract Comments were provided on the Public Improvement Plans. Brine Discharging Water Softener Program Two new BDWS applications were submitted, approved for a $500 buyback and mailed back to the home owners. One owner intends to remove the softener himself, for an extra $50 reimbursement. The other home owner will use the City s contract plumber. This brings the total number of softeners approved for buyback to 80. The exact number installed in the City is unknown because many were installed without permits, but the total is broadly estimated to be 450. There had been no buyback applications filed in the prior five months. Flood Insurance In the last two weeks four inquiries have been received from homeowners concerning mortgage holder requests that flood insurance be purchased. The City has a package of correspondence and maps from FEMA that are provided to the inquiring homeowners. Past experience has been that when the home owner provides the information package to their insurance agent, the agent is able to contact the mortgage holder and have the flood insurance requirement removed. Planning Department Application Review: 1. DP 11-06/MCUP 11-05; Day Care, 808 River St. The applicant has decided to no longer pursue the modular units to place the day care but continue to pursue the operation of day care to with the existing church buildings. 2. Minor Modification to TTR 5496 (Phase 12B) Heritaqe Valley, Hearthstone Plan check #2 for public improvements have been submitted and routed to City staff for review. The Modification of the plans to allow a school bus turnout was approved by the City Manager. The second review of the Conceptual Plans is now complete and the applicant will need to revise and resubmit the plans. The Conditions of Approval approved by City Council in 2004 have been revised to reflect the new owner and the revised project per the Settlement Agreement. The applicant has reviewed the revised conditions and requests corrections for clarification purposes. Once the conditions are completed with revisions, they will be presented to the City Manager. El Dorado complaints regarding tumble weed removal was addressed by the applicant. Complaints are being received from the Phase 1A homeowners regarding weed the lack of weed abatement on the south side of River St. owned Griffin Homebuilding Page 2 of 6

3 Group. The Planning Department tracked down property owner contact information for the Fire Department weed abatement 3. TTR 5474, Phase 1A, Heritage Valley, Capital Pacific Real Estate Three (3) units are currently under construction on River St. The applicant is encouraged by the interest in the units and is pursuing Building Permits for 2 more lots. The applicant will pay approximately $28,000 per unit for Development Impact Fees. 4. TTR 5474, Phase 1A, Heritage Valley, Williams Homes The applicant is preparing to submit construction plans for the 29 residential units they control and will be seeking building permits and paying Development Impact Fees once the plans are approved. It is underdetermined at this time how many units the developer will seek for construction this calendar year. 5. Chevron The Planning Department has been meeting and corresponding with the Chevron consultant regarding application submittal requirements. It is expected that Chevron will submit the application at the end of January with a fee of approximately $38,000 to pay staff time to review the application. The application review from staff to Planning Commission to City Council is anticipated to take over a year to process. Building and Safety Department Permits The past weeks the Building Department issued 14 permits for various projects. Under Construction Taco Bell received Temporary Occupancy approval on December 22, 2011 Starbucks coffee store received Temporary Occupancy approval on December 27, 2011 to open the drive through. The three single homes on River St. TTR 5474 are working on installing drywall. The developer has requested two additional permits for new homes. Ninety-seven (97) new construction inspections were completed during this period. Code Enforcement 27 active cases 3 new cases 13 code enforcement inspections The Building Department is working on several garage conversions without approval and storage and chicken complaints. Facilities, Parks & Recreation Parks 1. Rentals are slowing down due to the cold weather. Page 3 of 6

4 2. Men s & Women s Adult Soccer are using Shiells Park Monday Wednesday, from 5:00 PM 9:00 PM. Buildings Rental and clean-up of buildings is status quo. Fillmore-Piru Veterans Memorial Building Future events Fillmore High School Winter Formal January 21, Recreation: Men s Fall League softball finished their season on Thursday, January 5, Co-ed Fall League softball is on Friday nights at Shiells Park. Youth Basketball games started up again after the holiday two week break. Youth Basketball pictures were Saturday, January 7, Games are held on Saturday s at the Fillmore Middle School and the Community Center / Boys and Girls Club. Fillmore Aquatic s Center: Fillmore Aquatic s Center is scheduled to reopen on Monday, February 6, Police This two week reporting period as compared to last year at this same time resulted in a decrease in overall crime with a large decrease in burglaries (both vehicle and residential). Total larcenies were even down, however, our biggest crime issue is graffiti, specifically tagging. A number of different tagging crews have been active--two of them are from Santa Paula. Deputies have made several arrests to date; however, the problem is community wide. We had 1 attempted murder case on December 27 th involving 2 rival gangs. The investigation is on-going and the injuries sustained to the victim were not life-threatening. At the time of the shooting investigation, a Sheriff s helicopter was dispatched to assist with the search of the shooting suspect. As Air Squad 9 was searching the area, someone pointed a laser light at the helicopter, a felony of the Penal Code. An immediate investigation took place and the next day, a suspect (age 19) was arrested for the offense along with an outstanding felony warrant. Once our Crime Analysis Unit prepares our final statistical report for 2011, which will be forwarded to the City Manager. I can say however, that the city of Fillmore had zero homicides in 2011, which is a very good thing to report. Happy New Year! Fire Department Responses 45 calls for service. 26 Medicals, 8 Public Service, 2 Gunshot victims, 6 Investigations, 2 Structure Fires, 2 Vehicle Fires, 1 Fire Alarm. Fillmore Fire responded to a structure on the 300 block of Bard St. on Monday Jan. 9 th. No injuries to report and Fillmore fire do a great job of keeping the fire from spreading to nearby structure. 6 Fillmore Fire responded to a Traffic Collision on Wed. Jan. 11 th. On Riverside Dr. Bardsdale. Fillmore Fire assisted County Fire in extricating driver from vehicle and assisted in landing County Helicopter. Current Projects: Fire is working on a new program that will take the place of our current reverse 911 systems. New system is called VC Alert. Monica (Police Chief) and I will be presenting this new program to everyone on Jan. 24 th. We will also be doing a City wide Public announcement on this program as well. Fillmore Fire Department will be having its yearly all member Department meeting on Wed. Feb 8th. We will be going over Fire Department goal, training, administration issues and open discussion for Everything is running smooth. Page 6 of 6
