Many world experts claim that the fourth revolution, which will follow the agricultural, industrial, and information revolutions described by Alvin Toffler, will be an environmental or ubiquitous revolution. Transportation, which previously focused only on the movement of people and goods, is encountering a new trend in an increasingly ubiquitous and environment- friendly era. Intelligent Transport Systems (ITS) are opening doors to a more advanced transportation sector. Utilizing cutting-edge information technology, Korea has integrated both transportation infrastructure management and information systems on its National Highways and main roads, installing electronic payment systems for toll expressways across the nation. More than 90 percent of urban-area buses within the nation now have information systems for public transit users. Today, an over 10 million commuters benefit from real-time transportation information. The 17 th ITS World Congress, which will take place at the Busan Exhibition & Convention Center from October 25 to 29, 2010, will center on the theme, 'Ubiquitous Society with ITS.' Many of the world's distinguished scholars and experts will attend the congress providing the opportunity to obtain the latest valuable information and experience a wide array of technologies. I believe, in the near future, that ITS will make our lives more convenient and pleasurable through the social and economic relationship of people to their vehicles, and transportation, and that ITS will further advance its objectives by means of the 17 th ITS World Congress Busan, I invite all of you to the 17 th ITS World Congress, Busan 2010 which will provide many opportunities to explore the present and future of ITS. It is a privilege and an honor to invite you to the 17 th Busan ITS World Congress which will be held at the Busan Exhibition and Convention Center (BEXCO), Busan, Korea from October 25 to 29, Busan is well equipped with superior infrastructure for conventions including BEXCO, dozens of hotel accommodation at various price ranges, and rich resources for tourism. With all these amenities, Busan is a fast developing and fascinating convention destination. Its exhibition and convention hosting capabilities have been truly put to the test with the successful hosting of many international events such as the 2005 Asia-Pacific Economic Cooperation (APEC) Leaders Summit, the 2004 International Telecommunication Union (ITU) Telecom Asia, the 2002 World Cup Final Draw, the Busan International Film Festival, and many others. It is noteworthy that the APEC 2005 participants spoke very highly of Busan as one of the most dynamic cities in Northeast Asia. Busan Metropolitan Government introduced a mass-transit card called Hanaro for the first time in the world. The city is well established with the essential systems based on digital traffic management including cutting-edge traffic information and navigation systems. By 2010, we will witness the world's first Integrated ITS Network realized through the city's U-traffic Project. Reflecting all of these advancements, the 17 th ITS World Congress in Busan, Korea will be the biggest event ever to showcase the latest ITS technologies and will be the most relevant location in which to discuss the future of ITS developments and prosperity. Korea, which has highly advanced IT technologies, has been developing and implementing the concept of ITS since The 5 th ITS World Congress held in Seoul in 1998 was an initiative to accelerate the growth of the ITS industry in Korea by raising national awareness and government support. Moon, Young - Jun Chairman 17 th Busan ITS World Congress International Program Committee Research Fellow The Korea Transport Institute During the last decade, Korea has found innovative solutions to improve people s safety, convenience, and green lifestyle anytime and anywhere in their daily life, which prescribe the concept of ubiquitous society. Highly sophisticated information and communication technologies are key solutions to lead this ubiquitous concept being implemented in many aspects of the real world including transportation systems. With the theme "Ubiquitous Society with ITS", this Congress will focus on a paradigm shift for the next generation through exploring how to address social challenges in the global crisis on environment and how to stimulate ITS stakeholders to make this a realization. Three strategies; ubiquity, transparency, and trustability within the theme will be demonstrated and provided for all the participants from around the globe in order to exchange knowledge and experiences in their research, development, and deployment with innovative ITS technologies and solutions. All the issues on these strategies will be covered in the plenary, executive, and special sessions as well as in the exhibition. In addition, the papers presented in scientific, technical and interactive sessions are also highly recommended to show the future direction of the integrated goal within the three strategies. As an IPC chairman, I believe this Congress will lead us into a more sophisticated society utilizing ITS services anywhere in the globe in terms of the future promotion of the benefits of transportation. 8 Congress Format Opening Ceremony Welcome to the Ubiquitous Society with ITS. The opening ceremony will have some speeches and also feature entertainment including various Korean traditional and modern performances. Plenary Sessions High-level keynote speakers including political leaders, leading business figures, and distinguished researchers will present government initiatives and recent issues, which will provide a balanced overview on the current trends related to the ubiquitous ITS. Plenary sessions will present the vision that the ITS industry should pursue to move forward and the opportunity to highlight the latest market trends and political issues. Executive Sessions The main objective of these sessions is to discuss the major factors, challenges and the impact of current projects or future initiatives. High-level executive officials from governments and top representatives from major research institutes or global businesses will share insights in supporting strategic objectives of this congress. Special Sessions The Special Sessions are tailored to specific topics, studies, researches or projects being conducted by governments, industry or academia concerning ITS development and deployment. Various subjects will be presented and intensively discussed. Each session will center on its own specific topic and will target experts and participants interested in that particular subject. Scientific/ Technical Paper Sessions These sessions aim to describe the progress achieved encompassing both the scientific and technical aspects. They will focus on the academic research and realizations of ITS technologies in our life currently carried out by experts and professionals. Media Interactive Sessions The presentations will be played on the networked facilities by means of PDP (Plasma Display Panel) available. Media Interactive session is innovative by presenting PPTs or images which is different from the former Poster session that was only presented by papers and it will realize more interactive presentation between speakers and audiences. These sessions aim to facilitate more fruitful discussion between presenters and audience so that it provides the basis for debates and exchanges of both academic and technological ideas. People interested in specific subjects can ask questions or offer suggestions through face-to-face dialogues and communication technologies. 8

9 Exhibition Throughout the exhibition, various ITS fields will present emerging technologies to fulfill Ubiquitous with ITS themes such as u-city, u-home, u-port, in addition to this, the latest solutions and services will be demonstrated to match our congress concepts of, ubiquity, transparency, and trustability. Closing Ceremony The 17 th ITS World Congress, Busan 2010 will wrap up the journey by passing over the globe from Busan to Orlando in this closing ceremony. It will be highlighted by summarizing the key moments that made Busan Congress so meaningful. Before finishing this ceremony, you will also be fascinated by the cultural bridge between Busan and Orlando. 10 Congress Concept Integrated Goal: Safe, Convenient, and Green Mobility T ransportation accounts for a major part of the carbon dioxide and other greenhouse gas emissions from human activity: approximately 28 percent of total global emissions. Intelligent Transport Systems (ITS) is being developed to help meet the challenge of providing safe, efficient, low-emission transport. There is increasing convergence between vehicle and information technology including vehicle-to-vehicle and vehicle-to-infrastructure communication worldwide. This concept highlights innovative solutions for the convergence of existing information technology to promote a sustainable transportation network. It links human beings, vehicles, fuel, and overall transportation systems in order to provide safe, convenient, and green mobility for the next generation. Three Strategies Ubiquity For the achievement of ideal ITS implementation, any transport related objects including anything from people to things should have proper Transport Intelligence anywhere, anytime and for anything. If these "3 Any" conditions are guaranteed, it shall be sufficient for a ubiquitous level of availability. Transparency To increase user-friendliness, the objects in the transportation system can be provided with ubiquitous transportation services without any consciousness or recognition based on the individual location & context. The transport subjects including drivers, passengers, pedestrians, and consignors can get real-time traffic information from the ubiquitous transportation environment that is calm, pervasive, and invisible. Trustability Ubiquitous transportation society aims to provide reliable traffic information and service which can be achieved by the collective information among locally networkde smart objects. Ultimately, all ITS services under ubiquitous society should be trustable in terms of its timely properness, accurateness, and usefulness. 10

Transportation operators must balance capacity needs while addressing several imperatives - predicting demand; optimizing transportation infrastructure and assets; improving the traveler experience; improving operational efficiencies; reducing emissions; and maintaining safety and security. Smarter cities must address not only the multi-modal transportation needs within the city but also movement between the city and the surrounding world. The icar is different from Connective Driving because it is focused on systems inside the car. At the present time several countries are writing their own ITS policy plans or White papers. In these plans, societal requirements like environmental concerns play a leading role. This leads to a new era in ITS development, one where technology innovation is no longer leading the ITS vision. The new policy plans that will be discussed show interesting interactions between technology development and public and political views. Such interactions may lead to standards that are better suited to serve the needs of ITS in the future.
