1 Executive Summary Kentucky Community and Technical College System (KCTCS) Board of Regents Meeting June 15, 2012 KCTCS System Office Versailles, Kentucky Meeting highlights: Approved the KCTCS Annual Budget. The KCTCS Board of Regents adopted the budget, which directs the use of financial resources available to KCTCS to help achieve the mission and vision of KCTCS. This budget places emphasis and the highest priority on students and the effective and efficient use of available resources, incorporating the Transformation principles of reallocation, automation, and outsourcing. The KCTCS budget will: o Fund a salary increase for faculty and staff (see below). o Fund the Salary Schedule (see below). o Fund fixed cost increases in current employee benefits programs. o Fund the cost of faculty promotions. o Fund fixed cost increases in utilities and facility insurance. o Maintain a nonrecurring budget reserve for each college, the systemwide operations and support programs, the Fire Commission, and the Kentucky Board of Emergency Medical Services (KBEMS). The operating budget authorizations approved by the Board total $921,256,500 for the fiscal year beginning July 1, 2012, and ending June 30, Of this amount, $586,659,600 are unrestricted current funds; and $334,596,900 are restricted funds from sources such as federal, state, private gifts, grants, contracts, or appropriations. In addition, the Board approved capital budget authorizations totaling $188,584,000 from agency funds and state funds, contingent upon receipt and availability of those funds for KCTCS for the fiscal year. The budget and its provisions will be effective July 1, 2012, through June 30, Approved KCTCS Tuition for KCTCS Colleges. The KCTCS Board of Regents approved the following per credit hour tuition rates for for KCTCS colleges: In-State Students $140 Out-of-State Students: From Contiguous Counties $280 Other Out-of-State Students $490

2 The recommended tuition rates are consistent with the CPE parameter for KCTCS instate tuition. Approved a KCTCS Salary Schedule. The KCTCS Board of Regents approved the KCTCS Salary Schedule, which includes salary ranges for regular full-time faculty and staff. Funding for the salary schedule was provided for in the KCTCS Annual Budget (see above). The approved salary schedule was designed with consideration of best practices, market conditions, and available resources and was based on the continuing principle of maintaining a competitive, market-based compensation plan for KCTCS faculty and staff. Regular, full-time positions are slotted into the salary bands of the schedule with consideration of benchmark pricing, internal equity, and academic rank. The salary schedule reflects a 2.5 percent market-trend adjustment to the minimum, market, and maximum rates for each band. The salary schedule was last revised by the KCTCS Board of Regents in June Approved a KCTCS Salary Increase. The KCTCS Board of Regents approved a 2.5 percent recurring salary increase in for each full-time regular KCTCS faculty and staff who earns at least the Fully Met Job Requirements (M) rating in the KCTCS performance evaluation system (or at least the Achieves (A) rating in the evaluation process piloted in ).The recurring salary increase is an indication of the KCTCS commitment to its faculty and staff and recognition of their commitment to KCTCS. When combined with the employee fixed cost increases, the total compensation increase will equal 4.1 percent. Approved the KCTCS President s Annual Leadership Initiative, ENGAGEMENT The KCTCS Board of Regents approved the KCTCS President s Annual Leadership Initiative, ENGAGEMENT The goal of the initiative is to actively engage the KCTCS faculty and staff in re-imagining the future of KCTCS as the nation s premier community and technical college system. The implementation of the engagement activities will support the ongoing KCTCS Transformation and the achievement of the goals, performance measures, and targets outlined in the KCTCS Strategic Plan and the three KCTCS mission areas of: o Workforce Education. o Transfer Education. o College and Workforce Readiness. To accomplish this, President McCall will visit each KCTCS college to engage faculty and staff in a dialogue about their aspirations and perceptions of KCTCS as the premier system in the nation, involve faculty and staff in defining KCTCS as the nation s premier community and technical college system based on guiding principles developed by President McCall s Leadership Team in May 2012 (student success, shared vision, innovation, and continuous improvement), and report a summary of the input received from the interactions and dialogue with the faculty and staff to every KCTCS employee to serve as a guide for moving forward with KCTCS Transformation and beyond.

3 Approved mission statements for Hazard Community and Technical College and Jefferson Community and Technical College. The KCTCS Board of Regents approved a renewed mission statement for Hazard Community and Technical College and a revised mission statement for Jefferson Community and Technical College. The colleges engaged in an inclusive review process, obtaining feedback on draft revisions from faculty, staff, and the college s leadership, including the colleges boards of directors. It is the policy of KCTCS that college mission statements be reviewed annually and that the mission statements be submitted to the KCTCS Board of Regents for approval at least once every three years. Approved 5 Associate in Applied Science Programs and 1 Associate in Fine Arts Program. The new associate in applied science programs and program options and the associate in fine arts approved by the KCTCS Board of Regents respond to local needs in the respective college communities and have multiple exit points. The programs include the following: o Associate in Applied Science in Health Science Technology and a certificate in Pharmacy Technician I for Hopkinsville Community College. o Associate in Applied Science in Human Services for Gateway Community and Technical College. o Associate in Applied Science in Medical Assisting for Jefferson Community and Technical College. o Associate in Applied Science in Medical Information Technology with tracks in Medical Administrative, Medical Coding, Electronic Medical Records, and Medical Office Management; diplomas in Medical Administrative Assistant and Medical Records Specialist; and certificates in Hospital Admissions Clerk, Medical Unit Coordinator, and Electronic Health Records Specialist for Ashland Community and Technical College. o Associate in Applied Science in Medical Information Technology with tracks in Medical Coding, Electronic Medical Records, and Medical Office Management; a diploma in Medical Records Specialist; and certificates in Hospital Admissions Clerk, Medical Unit Coordinator, and Electronic Health Records Specialist for Hopkinsville Community College. o Associate in Fine Arts in Visual Art for Hazard Community and Technical College. Approved the KCTCS Board of Regents Policy 4.12 Collaborative Program Development Revision. Following the passage of House Bill 160 (Transfer Bill) in April 2010, the Council on Postsecondary Education led a statewide effort to review competencies and align general education for transfer across Kentucky s public postsecondary education institutions. At the state level, a common coursenumbering crosswalk was developed; and a Transfer Equivalency System was implemented for students to access transfer information. Related academic policies and procedures were reviewed and changes were recommended to reflect best practices and to reinforce state level and institutional policies to create a more coordinated approach to academic programming. Approved the KCTCS Board of Regents 2013 Regular Meeting Calendar. KCTCS Board of Regents is mandated to meet quarterly. Regular meetings for 2013 were approved for the following dates: o March 14-15, 2013 System Office. o June 13-14, 2013 Southeast Kentucky Community and Technical College. o September 19-20, 2013 Hopkinsville Community College. o December 5-6, 2013 System Office.

4 Ratified and approved new credit certificate and diploma programs, KCTCS colleges candidates for credentials, and personnel actions. o Ratified new credit certificate and diploma programs. Each of the new certificates are applicable toward at least one degree program and are designed to be responsive to education and workforce needs in Kentucky, providing greater student access to quality programs. New certificate programs were ratified for 15 KCTCS colleges: Ashland Community and Technical College, Big Sandy Community and Technical College, Bluegrass Community and Technical College, Bowling Green Technical College, Gateway Community and Technical College, Hazard Community and Technical College Henderson Community College, Hopkinsville Community College, Jefferson Community and Technical College, Madisonville Community College, Maysville Community and Technical College, Owensboro Community and Technical College, Somerset Community College, Southeast Kentucky Community and Technical College, and West Kentucky Community and Technical College. Diploma programs were ratified for Maysville Community and Technical College and Madisonville Community College. o o Approved KCTCS colleges candidates for credentials. For the period of January 18, 2012, through April 11, 2012, there were 14,749 credential requests (9,953 of which are unduplicated), including 8,120 certificates; 1,342 diplomas; 1,488 associate in arts; 766 associate in science; and 3,033 associate in applied science. The credentials are to be awarded to students upon certification that requirements for the credentials have been satisfactorily completed. Ratified personnel actions. The KCTCS Board of Regents received a personnel report that included individual and summary personnel actions, some of which were academic and administrative appointments, reappointments, terminal reappointments, retirements, resignations, and non-renewal of appointments. Other Highlights: Resolutions of Appreciation were presented. The following board members with terms expiring in July and August received Resolutions: o Thomas O. Zawaki, Regent. o Jan M. Hite, Student Regent. o John W. Pence, Student Regent. Chair s Report. Highlights reported by KCTCS Board of Regents Chair P.G. Peeples to the Board of Regents include: o KCTCS Foundation Inc. The next meeting is a retreat scheduled for August 29-30, 2012, in Nashville, Tennessee. o Governor s Conference on Postsecondary Education Trusteeship The CPE coordinated conference is scheduled for September 13-14, 2012, in Louisville.

5 KCTCS President s Report. KCTCS President Michael B. McCall provided updates on the System s current activities, including his annual initiative, CHANGE The written report presented at the meeting is posted in its entirety at Received a presentation on the Economic Impact of KCTCS. Dr. Kenneth Troske, Senior Associate Dean for Administration, Faculty and Research and Sturgill Endowed Professor of Economics at the University of Kentucky, presented an overview of the economic value of KCTCS statewide and in the college communities. Received a presentation from Somerset Community College. Somerset Community College President Jo Marshall provided the KCTCS Board of Regents an overview of the college s vision and campus master plan. Received a demonstration of the CPE Transfer/TES Website The Board of Regents received a demonstration of the Transfer Evaluation System (TES)Website and CPE s new KnowHow2Transfer website. Received updates on the following items: o 2012 KCTCS Legislative Agenda. o KCTCS Quarterly Financial Report. o Facilities Management and Sustainability Status Report. o Resource Development Report. o Student Services. o Kentucky WINS. Next meeting September 20-21, The KCTCS Board of Regents will conduct its next regularly scheduled meeting at Hazard Community and Technical College, Hazard, Kentucky.
