Louisiana Department of Environmental Quality (February 2008 January 2011): August 2010 January 2011: Selected by Louisiana Department of Environmental Quality (LDEQ) Secretary Peggy Hatch and appointed by Governor Jindal on August 10, 2010, to serve as Assistant Secretary for the Office of Environmental Compliance (OEC) at LDEQ. As OEC Assistant Secretary, he was responsible for administering over 400 employees in the Civil Enforcement, Inspection, Underground Storage Tank & Remediation, and Assessment Divisions. He was a member of Secretary Hatch's Executive Staff and supported her efforts in departmental environmental law and policy. February 2008 August 2010: Appointed Assistant to the Secretary of the Louisiana Department of Environmental Quality by Secretary Hal Leggett and his successor Peggy Hatch. Performed daily duties in the fields of environmental law and policy directly for the Secretary. Areas of concern covered the breadth and depth of the entire agency and involve project management 3

4 and supervision of large groups of employees for specialized and limited terms when called upon by the Secretary. Responsible for complex problem-solving in all areas regulated by the agency and in coordination with other Federal, State, and local governments and agencies. In particular, was designated Hurricane Gustav and Ike Coordinator for the agency in handling non-incident Command and control issues and hurricane debris management under the direction of the Assistant Secretary of Office of Environmental Services. Regularly coordinate with state-wide and locally elected officials, trade associations, and environmental groups in order to effectively communicate and implement the policies of the department. Managed the LDEQ-Criminal Investigation Division, and completely remodeled its organizational structure and renewed its integrity and mission capability under the leadership of the Secretary. Salary: $119,000. United States Environmental Protection Agency (March 1999 February 2008): Regional Criminal Enforcement Counsel (RCEC) working in Baton Rouge Resident office for EPA Region VI. Acted as sole in-house counsel for criminal enforcement of environmental crimes for EPA- CID agents in Louisiana. As an RCEC, I performed several different tasks. I prepared referrals, memoranda, and reports in support of criminal investigations. I performed liaison work with other law enforcement and regulatory agencies regarding these cases. I provided numerous training and legal support for environmental specialists, scientists, and prosecutors. Appointed Special Assistant United States Attorney (SAUSA) on January 18, 2000, for a one (1) year term, in the Federal Middle District of Louisiana. Reappointed SAUSA for two (2) other one year terms extended until January 17, Participated in cases such as United States v. Discovery Aluminas, Inc., et al., and United States v. PCS Nitrogen, Inc., et al., as an RCEC and a SAUSA which resulted sequentially in the largest environmental criminal fines in the Louisiana Federal Middle District Court at that time. Appointed SAUSA in the Eastern District of Texas in October 2007 through October Appointed Special Assistant 4

5 District Attorney in Iberville Parish and seated the first grand jury in state history to hear exclusively environmental criminal matters. Also, I have been appointed Special Assistant District Attorney in East Baton Rouge Parish on State of Louisiana v. WTSO, et al., and State of Louisiana v. Christopher Lee. Final Annual Salary (GS 14-7): $109,000+. East Baton Rouge Parish District Attorney's office (Doug Moreau, District Attorney) (October March 1999): ***Cumulatively, while handling over 2000 cases, I prosecuted 53 jury trials without fail, 16 convictions resulted in mandatory life imprisonment sentences and 3 resulted in death penalty sentences. (Final Annual Salary = $57,000+) Jan March 1999: Sept Dec. 1996: Assistant District Attorney; Felony Assistant in Criminal Section II practicing before Judge Richard Anderson who took over Judge Calloway's criminal docket. I continued as Environmental Crimes Chief prosecuting environmental crimes. Also, obtained new full docket of sex crimes cases which I prosecuted. Assistant District Attorney transferred to Criminal Section II before Judge Curtis Calloway; Felony Assistant and prosecuted various felony grade crimes. Retained any current sex crimes and environmental crimes and prosecuted those before all judges in the 19th Judicial District Court. In October 1996, named Chief of Environmental Crimes Unit. March Sept. 1994: Assistant District Attorney transferred to the Sex Crimes judges of the 19th Judicial District Court in Baton Rouge.
