4 Overview Innovation and Business Skills Australia (IBSA) works in partnership with industry and key stakeholders in the vocational education and training (VT) sector to develop the business and innovation skills that are critical to the success of Australian industries, enterprises and their workforce. IBSA covers the industry sectors of: business services cultural industries education financial services information and communications technologies, and printing and graphic arts. This submission puts the Case for the ndorsement for the inclusion of a number of new units in the area of cloud computing and virtualisation into the ICA11 Information and Communications Technology Training Package. Project history The ICA11 Information and Communications Training Package was released in July 2011 and subsequent industry consultation has identified that since this time advances in technology have seen the expansion of cloud and virtualisation technologies as the cornerstone of many business enterprises. The Federal Government and the ICT industries are heavily committed to clarifying standards and identifying the most relevant technologies within the cloud computing sphere. This has seen a wide range of initiatives and direction papers being developed including the Australian Government Cloud Implementation Initiative, the AIIA Cloud Taskforce, the Australian Government Cloud Computing Strategic Directions paper, and Moving to the Cloud: key considerations for government a Telstra Report. A scoping project was undertaken in July and August 2012 to clarify the requirements in this area and to determine the most appropriate methodology for addressing the identified needs. The project s findings were subsequently taken up in the ICT Cloud Computing Review project which started in September Methodology The review of the ICT Cloud Computing technologies against the ICA11 Information and Communications Technology Training Package was undertaken to ensure that it reflects current industry requirements in the area of cloud computing and virtualisation and to ensure that it remains technically relevant for future innovations and emerging skill needs. Key features of the methodology for the completion of the review were: establishment of a National Project Reference Group (NPRG) identification and communication with the relevant industry bodies involved in cloud computing and virtualisation technologies Case for ndorsement ICA11 V2 Cloud Computing Project Page 4

5 establishment of a communications strategy and review of research and industry information through teleconference workshops, industry consultation meetings and Wiki forums feedback was obtained on draft units of competency and qualifications from a wide range of stakeholders draft units of competency and qualifications were developed and loaded onto the WIKI and the Review and Feedback Register of the IBSA website draft units of competency and qualifications were validated at national consultation meetings and stakeholder feedback incorporated into final drafts where appropriate meeting of the NPRG on 26 March 2013 agreed on final documentation to be submitted for endorsement. Conclusion The development of the ICT Cloud Computing technologies has resulted in a number of changes to several qualifications in the ICA11 Information and Communications Technology Training Package Version 2. The ICT Cloud Computing technologies project identified two areas that needed to be developed to ensure that the ICA11 Information and Communications Technology Training Package would continue to meet the current and future industry needs in the areas of cloud computing conceptualisation, big data and virtualisation technologies. The qualifications and units of competency were reviewed, and either new units were developed or current units revised to reflect the updated technical requirements. The following requirements and changes were identified: 5 new units covering virtualisation technologies 5 new units covering cloud computing and big data technologies 2 revised units covering virtualisation technologies 3 revised units covering cloud computing and big data technologies There was strong support for the final new and revised units of competency and as a result it is felt that the new technologies in this area are now well covered in the ICA11 Information and Communications Technology Training Package. 6 Section 1: Responsiveness and recognition quality principles Reflection of contemporary work organisation and job profiles As with many other sectors, technological convergence is affecting the way people work in the technical industries. The changing nature of the information and communications technology industries over the past decade has resulted in the need to accommodate continuous change. The Australian ICT industry has become more of a service industry than a specialised IT focused industry with the result that national ICT career pathways are becoming more vertical than horizontal and are requiring the versatility to incorporate a mix of various ICT skills rather than relying on the historically fixed specialist ICT stream career pathway. The ICT cloud project units typify this aspect of the industry. There also needs to be an acknowledgement that information technology and IT workers are spread across many diverse non-ict industries with their jobs not recognised in the ICT occupation skills classifications. Indications are that up to 80% of students undertaking ICT qualifications do not progress beyond the AQF Certificate III level but move horizontally with their ICT knowledge and skills into other non-ict industries. The ICT cloud project units have been developed to ensure that both the vertical and horizontal career pathway opportunities within the industry are addressed. Consultation on the above included discussions with and input from major players in the industry, with the result that the revision of the current qualifications, skill sets and units of competency have included, where relevant, many of the latest and industry relevant cloud technologies. Furthermore, care was taken to develop the units in a way that allows contextualisation as industry practice adapts to further new trends and technologies in this area. Driven by industry s needs As highlighted above, the shift to a more service focused industry base and the need for flexibility in career pathways for the Australian ICT industry had a major influence on the development of the cloud skill sets/units of competency. Cloud computing and the associated virtualisation technologies have become prevalent across and within all industries in the last 18 months. Consultations with industry indicated that the ICA11 Training Package was deficient in these emerging technologies. This was confirmed by the inability to map the increasing number of industry certifications being developed by differing industry vendors to the current ICA11 qualifications. Industry was keen to have qualifications and skill sets that incorporated the cloud computing units to ensure that the students entering the industry had the relevant skills and competencies in the emerging cloud technologies. The development of these skill sets and units of competency and their integration into the ICA11 Information and Communications Training Package will ensure that the training package and therefore industry will have access to training on these latest technologies. 7 Responsiveness to government broad policy initiatives The cloud computing update to this Training Package has been driven by a number of government policy initiatives, including the National Broadband Network (NBN) and the Digital ducation Revolution (DR). The NBN will over the next few years connect all Australian homes, schools and workplaces with broadband services with speeds up to 100 Megabits per second (90%) or with next generation wireless and satellite technologies that will deliver broadband speeds of 12 Megabits per second. The DR project will provide affordable, high-speed fibre broadband to all schools in Australia and with laptop computers ensuring that all Australian school students have access to the internet with similar bandwidth capabilities at home and at school, anywhere and at any time. Cloud and virtualisation technologies will be the key technologies underpinning access and service provision for the consumer in the new emerging internet centric world that is projected to occur over the next 5 years. The importance of these technologies to the future of ICT development can be attested to by the Federal Government and the ICT industries substantial commitment to clarifying standards and identifying the most relevant technologies within the cloud computing sphere. This has seen a wide range of initiatives and direction papers being developed including the Australian Government Cloud Implementation Initiative, the AIIA Cloud Taskforce, the Australian Government Cloud Computing Strategic Directions paper, and Moving to the Cloud: key considerations for government a Telstra Report. The cloud skill sets/units of competency have been developed with these initiatives in mind. Industry and training providers have been consulted through national consultation teleconferences and Wiki site access for analysis and comment. Their advice, suggestions and key recommendations have been incorporated as a key component in the development of these units. Recognition of convergence and connectivity of skills Industry coverage has expanded to cover the convergence of technologies across a number of industry areas, including IT, telecommunications, graphic arts and digital media. The cloud skill sets/units of competency have been designed to ensure that this convergence is encapsulated both within and across the different qualifications. Support for movement of skills within and across organisations and sectors The cloud skill sets/units of competency have been designed to incorporate the relevant technologies industry requires in this area and will fill the identified technical gap within the ICA11 Training Package. The units can also be contextualised and imported into any other relevant training package as required. Promotion of national and international portability The development of cloud skill sets/units of competency has been based on wide industry consultation and feedback. The information technology companies within the industry range from the small-to-medium company with a local focus to those with multinational and global operations. The feedback from this wide spectrum of industry practitioners on required industry standards, international industry certifications, work practices and other industry requirements has been fully incorporated into the cloud skill sets/units of competency. 8 Reflection of licensing and regulatory requirements No licensing, legislative or regulatory requirements apply to these cloud skill sets/units of competency at the time of endorsement. There may be some alignment with industry standard certification competencies and where identified the certification is reflected in the individual qualification documents. State/Territory Training Authority Support for the Cloud Skillsets and Units of Competency All State and Territory Training Authorities fully support the endorsement of the cloud skill sets/units of competency. Qualification Statistical Information Number of RTOs with qualifications on scope According to training.gov.au there are 658 RTOs with any unit or qualification in the ICA11 training package currently in scope and notified delivery Number of qualification enrolments (for the preceding calendar year) The latest statistics available from NCVR in 2011 show 40,695 enrolments in ICA11 Proportion of apprentices / trainees of total enrolments Of the 40,695 enrolments 2,203 are apprentice/trainees or 5.4% of the total enrolled. 9 Section 2: Flexibility and functionality quality principles The process undertaken to meet quality assurance and equity requirements involved independent reviews and consultation with NSSC-approved QA panel members: Findings of the Quality Report The Quality Report, Appendix B, found that the draft endorsed components meet the Quality Principles for requirements of the Training Package Development Handbook, including policy and guidelines. 10 Section 3: Impact of Changes Overview The information and communications technology sector is undergoing continuous change as new technologies are developed and current technologies redefined. This combined with the convergence of technologies across a number of industry areas including telecommunications, information technology and digital media has seen the need to continually update the ICA11 Information and Communications Training Package to ensure that it continues to meet the needs of industry. The development of the cloud focused skill sets and units of competency followed a scoping report which identified that cloud computing was one of the new key technologies emerging within the ICT industry. Cloud computing and the associated virtualisation technologies have become prevalent across and within all industries in the last 18 months. The development of these skill sets and units of competency and their integration into the ICA11 Information and Communications Training Package will ensure that the training package and therefore industry will have access to training on these latest technologies. There are two skill sets, ten new units and five updated units in this training package update. Industry imperatives and timelines Industry was heavily involved in the development of the cloud skill sets/units of competency and provided valuable input into the key specific cloud and virtualisation technologies used across the industry. Industry indicated that they are keen to map and incorporate the new units into their delivery programs as soon as they were available. Public/private training and assessment services This is a minor review and update of the ICA11 Information and Communications Technology Training Package and there will be only minimal adaptions required. All new units are only included as electives in a number of relevant qualifications. nterprises The information and communications technology industry will need to reassess their current training requirements and adjust them in line with the new cloud skill sets/units of competency if they wish to utilise them as part of a qualification or as an identified skill set. Licensing and regulatory environments No licensing, legislative or regulatory requirements apply to these cloud skill sets/units of competency at the time of endorsement. There may be some alignment with industry standard certification competencies and where identified the certification is reflected in the individual qualification documents. 11 Industry organisations reviewed the cloud skill sets/units of competency to ensure that current copyright legislation and government policy were adequately covered. Training and VT policies were addressed through consultation with RTOs, State Training Authorities (STAs) and state/territory Industry Skills Councils (ISCs). Systemic issues that need to be addressed to ensure successful implementation No systematic issues were identified for the introduction of the cloud skill sets/units of competency. None of the new or updated units are included in the core of any qualification and all are available as normally accessible elective units. One updated unit of competency ICADBS601A Build a data warehouse, is included in an elective stream (do all) of the Advanced Diploma of Information Technology ICA However the outcomes of the A and B versions of the unit are deemed equivalent. 12 Appendix A: Components for endorsement ICA11 qualifications and units of competency were reviewed. New units were developed and current units revised to reflect the updated technical requirements in the cloud virtualisation area. The following changed material is included in Version 2 of ICA11: 14 revised qualifications 10 new units 5 revised units. Development of the new and revised units was overseen by 13 members of a national project reference group (NPRG) comprising industry, government, training organisations and representatives from Defence. Make-up of the NPRG and list of stakeholders consulted is provided in the Case for ndorsement (Appendix B, p. 22) The consultation included suitable technical expertise in the field of cloud computing. The new and revised units are consistent in structure with existing ICA11 units of competency. The quality, equity and editorial evaluation of the units confirm they meet the Training Package Quality Principles to support endorsement.
