3 Hillsborough Community College engages in a review of academic, academic support, and administrative areas for the following purposes: 1. To complement the institution s strategic planning process requiring the internal development of unit plans with an external perspective in the review of those plans and the quality of programs and services. 2. To respond to intrinsic motivations for continuous improvement with a focus on the enhancement of institutional effectiveness and efficiency; student learning outcomes; and client satisfaction. 3. To respond to state mandates and accreditation requirements of the Southern Association of Colleges and Schools calling for a systematic review of all programs and services. The review is conducted by a Task Force composed primarily of individuals outside the unit under review. The chair is a full time employee of the unit under review. The charge to the Task Force is to identify strengths and weaknesses of the unit as guided by empirical evidence. From the list of strengths and weaknesses, the Task Force is to develop recommendations for improvement to capitalize on strengths and redress weaknesses. The work of the Task Force is to be completed within a fall or spring semester culminating in a final report. For academic areas, a judgment should also be rendered regarding the continued viability of the program in context of service area demand, enrollment, and critical workforce needs. Subsequently, two brief follow-up reports are to be drafted. The first follow-up report is due in the following semester. The second is due one year later at the conclusion of the semester in which the original review was conducted. Each consists of a listing of the final recommendations with a few statements indicating the status of their achievement. Recommendations not achieved within a year may become unit planning objectives to ensure a continued focus on their attainment. Objectives that stem from review recommendations should be indicated as such in the Strategic Planning System of the College.
4 DESCRIPTION OF UNIT The Criminal Justice Program Review covers two Units which are separate and distinct, although related by topic: The Criminal JustiCe Technology Undergraduate Program The Criminal Justice Institute (Police Academy) The Criminal Justice Technology Undergraduate Program (Credit): The mission of the Criminal Justice Technology Undergraduate Program is to provide quality education, consistent with the College Mission and SACS accreditation standards, at the undergraduate level, in the field of criminal justice in such areas as law enforcement, corrections, law, and crime scene studies, leading toward an A.A. degree, A.S. degree, A.A.S. degree, or College Credit Certificate. The Criminal Justice Institute (Police Academy) (PSAV) The Criminal Justice Institute of HCC provides basic, advanced, specialized and career development training for law enforcement and correctional officers.

Continue to expand criminology related learning with new courses. 2. Develop Criminal Justice Career Information for students. 3. Develop Program Centered Advising. 4. Expand On-Line programming to offer selected criminal justice degrees online objectives for the Criminal Justice Technology Undergraduate Program are as follows: 1. Continue to develop Criminal Justice Career Information for students. 2. Continue to expand criminology related learning with new courses. 3. Continue to expand On-Line programming. 4. Expand Program Centered Advising.
6 5 The Criminal Justice Institute (Police Academy) (PSAV): objectives for the Criminal Justice Institute are as follows: Construction of a new public safety training center at the 5610 E. Columbus site. The new public safety training center will include the renovation of the existing building on the site to add space for classrooms, administrative offices, storage rooms, locker rooms and multi-purpose training rooms. The new public safety training center will also include construction of a driving range and road course, mock city, and physical conditioning obstacle course Implement a marketing plan developed by the International Business Program that is designed to recruit more qualified applicants for entry into the law enforcement training program objectives for the Criminal Justice Institute are as follows: 1. Complete construction of a new public safety training facility at the Columbus Workforce Training Center. Implement a marketing plan that is designed to recruit more applicants for entry into the law enforcement program. To identify the most critical technology needs of law enforcement and determine which ones can be purchased and implemented in the training program To improve the graduation rate of the self-sponsored law enforcement students.
7 STRENGTHS OF THE UNIT CRIMINAL JUSTICE TECHNOLOGY UNDERGRADUATE PROGRAM: The Criminal Justice Technology Undergraduate Program has shown a significant increase in students registering for our classes, growing from 301 in Fall 2003 to 2,137 in Fall 2010, reflecting a 709% increase in registered students attending criminal justice classes. (In fulfillment of College Goal #1 and #6) Source: See Appendix F In fulfillment of College Goal #5 to foster diversity, the student profile for the Criminal Justice Technology Undergraduate Program in reflected a high percentage of minority students. Our enrollment demographics were: 28.6% African American, 23.8% Hispanic, and 45.5% White. Source: See Appendix H In fulfillment of College Goal #5 to foster diversity, the student profile for the Criminal Justice Technology Undergraduate Program in reflected a high percentage of female students. Our enrollment demographics were: 55% Female and 45% Male. Source: See Appendix I The Criminal Justice Technology Undergraduate Program has developed an active and well represented Advisory Committee (In fulfillment of College Goal #2). Students can now earn their A.A., A.S, or A.A.S. degrees in Criminal Justice fully on-line. This has increased enrollment. It is also expected to help increase completer numbers since many students drop out because they cannot find the time to attend traditional classes on traditional schedules (In fulfillment of College Goal #1, #3, and #6). 8 o The Criminal Justice Technology Undergraduate Program has developed an active Criminal Justice Student s Association to enhance student involvement in their education and careers by encouraging and offering opportunities for students to actively participate in community, educational, and professional extra-curricular activities within their chosen fields. It is believed that by increasing student involvement it also increases student commitment and therefore retention and completer rates increase as well. (In fulfillment of College Goal #4 and #5). The Criminal Justice Technology Undergraduate Program has developed a web site which is designed, through hundreds of pages, to assist our majors and prospective majors in advising and course selection and learning and career tracks (In fulfillment of College Goal #1 and #6). The Criminal Justice Technology Undergraduate Program has been actively developing new courses, adding 28 new courses over the last five years, and is continuing to add new courses based on student interest and workforce needs (In fulfillment of College Goal #3 and #6). Students select a learning track and then select courses based on those career goals. (In fulfillment of College Goal #3 and #6). Also, see 10.The Criminal Justice Technology Undergraduate Program just inaugurated, effective Fall 2010, an quarterly Newsletter called Criminal Justice Today, which is being distributed throughout the College and the Program. 9 11.The Criminal Justice Technology Undergraduate Program has expanded its Internship Program allowing our students field training and work experience at up to 17 local agencies now. Students select an agency based on their career goals and get to observe workforce in action. (In fulfillment of College Goal #3 and #6). In response to the growing number of criminal justice students attending our classes (709% increase in students attending criminal justice classes from Fall 2003 to Fall 2010), the Criminal Justice Technology Undergraduate Program has expanded the number of sections offered to accommodate the increase in enrollment. The number of criminal justice sections has been increased each succeeding semester, from 11 offered in Fall 2003 to 78 scheduled for Spring 2011 reflecting a 709% increase in scheduled sections. In response to the growing number of criminal justice students attending our classes and the increased number of sections being offered to accommodate the increase, the Criminal Justice Technology Undergraduate Program has scheduled many of the additional sections during non-traditional hours to better utilize our limited facilities. Criminal Justice classes are scheduled virtually non-stop from 8:00am until 10:00pm, with at least three classes scheduled every day between 2:00pm and 5:00pm, a time traditionally not utilized for classes at our College. In response to the growing number of criminal justice students attending our classes and the increased number of sections being offered to accommodate the increase, the Criminal Justice Technology Undergraduate Program has scheduled many of the additional sections online to better utilize our limited facilities. Having determined that the lack of clear advising as to criminal justice degree choices as well as course options and schedules creates frustration, and the taking of unnecessary courses, the making of erroneous degree choices, and degree coding errors, all of which become barriers to completion, the Criminal Justice Technology Undergraduate Program has implemented Program Centered Advising through direct personal faculty advising and through the preparation and dissemination of. Program Guide Manuals, Schedules, and an advising based Web Site (In fulfillment of College Goal #3 and #6). Source: Task Force Members knowledge of the program. 16.Having determined that our criminal justice students often lack clarity as to their career options and therefore often abandon their criminal justice education which, therefore, becomes a barrier to completion, the Criminal Justice Technology Undergraduate Program, to increase our completion rates, provides information to assist its graduates in obtaining career information (In fulfillment of College Goal #3 and #6). In response to the growing number of criminal justice students attending our classes and the increased number of sections being offered to accommodate the increase, the Criminal Justice Technology Undergraduate Program has significantly increased the number of adjunct faculty from 1 in fall of 2003 to 29 in fall of Source: Task Force Members knowledge of the program AND See Appendix F. 18. One of the strengths of the Criminal Justice Technology Undergraduate Program is its Program Manager, its full time faculty, and its dedicated hardworking adjunct instructors. 12 WEAKNESSES OF THE UNIT CRIMINAL JUSTICE TECHNOLOGY UNDERGRADUATE PROGRAM Anecdotal evidence as well as student surveys indicate that there is both a desire and a need for additional classes in criminology related topics to better prepare our students for University level criminology courses. The Criminal Justice Technology Undergraduate Program has, as is typical with many A.A. and A.S. programs, a low completer rate. Anecdotal evidence as well as student surveys indicate that criminal justice students are in need of guidance in areas of job placement and career opportunities and that the lack of such guidance has become a barrier resulting in program drop outs and a factor in its low completer rate. Source: Task Force Members knowledge of the program. The Criminal Justice Technology Undergraduate Program has, as is typical with many A.A. and A.S. programs, a low completer rate. Anecdotal evidence, student surveys, and degree audits conducted by the program indicate that criminal justice students are often taking the wrong courses and are often enrolled in the wrong criminal justice degree or are often not registered at all in the degree they are seeking. The evidence, surveys, and audits further show that criminal justice students are not receiving the advice they need, be it caused by under staffed advising, incorrect advising due to a lack of communications between advising-and faculty, and/or students not understanding or knowing where to go for advice. The lack of such advising and guidance has become a barrier resulting in program drop outs and is a partial cause of the low completer rate. The problem of students not being registered for the proper degree also results in undercounting the number of criminal justice majors and thereby costs the program funding. Examples include: (a) 44% of the total number of students attending the CJT program in Fall 2010 are not coded as CJT degree seeking students. (b) Out of 522 CJT students polled regarding college advising services, 46% were unsatisfied, 30% were somewhat satisfied, and approximately 10% were satisfied with college advising services (14% did not respond to this question.
13 (c) Out of 522 CJT students polled regarding college advising services, 176 (34%) were told by advisors that an AS.CJT degree does not allow them to transfer to a University to seek a Bachelor s degree and that they had to take an A.A. degree if they wanted a Bachelors degree - inspite of the fact that the AS.CJT is one of 6 AS degrees that are fully transferable to the University system. Source: Task Force Members knowledge of the program AND Appendix G and M. 4 Anecdotal evidence indicates that a growing number of criminal justice students are nearing graduation and therefore need to enroll and are in fact enro,lling in CCJ-2940, the Criminal Justice Internship Program. To accommodate the growing number of students and the growing diversity of student career directions, additional internship affiliate agencies need to be set up. Source: Task Force Members knowledge of the program AND Appendix K and L. The Criminal Justice Undergraduate Program is served by only three full time faculty. Anecdotal evidence indicates that due to the enormous program growth by the Criminal Justice Undergraduate Program (709% increase in students attending criminal justice classes from Fall 2003 to Fall 2010, and a 709% increase in sections offered from Fall 2003 to Spring 2011), the ratio of sections taught by full time faculty compared to adjunct faculty will be 26% full time and 74% adjunct come Spring Source: Task Force Members knowledge of the program AND Appendix F. 6. The Criminal Justice Undergraduate Program faculty are officially listed in college directories as Law Enforcement faculty. This title is not accurate since the Criminal Justice Program does not offer only or even primarily law enforcement training. The program offers criminal justice, criminology, juvenile justice, and legal training in addition to law enforcement training. The use of the title law enforcement faculty is not only inaccurate, but causes many persons, both within and outside of the college to confuse the Criminal Justice Undergraduate Program with the Police Academy. 14 ]3 CRIMINAL JUSTICE INSTITUTE - PSAV PROGRAM The Criminal Justice Institute (Police Academy) has experienced.a decline in enrollment due to the budget cuts imposed on local, state and federal agencies that, in turn, have been forced to reduce hiring. Source: Task Force Members knowledge of the program AND see Appendix Q = The Criminal Justice Institute (Police Academy) does not have a marketing budget or direct means to advertise its various certification training programs to attract prospective students and increase enrollment. Instead, the Police Academy must rely on generic marketing campaigns targeted mainly to degree seeking students, not PSAV students. Source: Task Force Members knowledge of the program The Criminal Justice Institute (Police Academy) is forced to rely on external agencies to provide the necessary training facilities for licensure such as a driving pad and gun range. This means that our training school license is at risk for non-compliance should an external agency choose to deny the College the use of their driving pad or gun range. Additionally, a lack of facilities limits the scope and size of our public safety training programs. Source: Task Force Members knowledge of the program
15 ]4 RECOMMENDATIONS FOR IMPROVEMENT CRIMINAL JUSTICE TECHNOLOGY UNDERGRADUATE PROGRAM 1. It is recommended that new college credit courses be developed in criminology related topics to better prepare our students for University level criminology courses. {In response to Weakness #1} It is recommended that the Criminal Justice Technology Undergraduate Program work to develop additional strategies to assist their students to identify employment opportunities in criminal justice. {In response to Weakness #2} 3. It is recommended that the Criminal Justice Technology Undergraduate Program continue to publish manuals, brochures, and fliers for all their programs in order to better market their programs and advise their students. {In response to Weakness #3} 4. It is recommended that the Criminal Justice Technology Undergraduate Program continue to publish their new Newsletter in order to better market their programs and advise their students. {In response to Weakness #3} 5. It is recommended that the Criminal Justice Technology Undergraduate Program continue to provide Program Centered advising to their majors and prospective majors so as to facilitate the accurate and expeditious dissemination of information they need as to degree options, course elections, career and learning tracks, and schedules, while continuing a close training liaison with advising to ensure uniformity in both understanding and in advise. {In response to Weakness #3} 6. It is recommended that the Advising look into the possibility of providing program dedicated advisors who can be more familiar with individual programs and thereby offer more accurate and current information to students. {In response to Weakness #3} 7. It is recommended that the Criminal Justice Technology Undergraduate Program continue to expand internship opportunities for their growing number of students nearing graduation. {In response to Weakness #4} 8. It is recommended that at least one additional full time faculty position be added to the Criminal Justice Technology Undergraduate Program. {In response to Weakness #5}
16 It is recommended that the title used for the faculty of the Criminal Justice Technology Undergraduate Program be changed from Law Enforcement Faculty to Criminal Justice Faculty. {In response to Weakness #6} CRIMINAL JUSTICE INSTITUTE - PSAV PROGRAM It is recommended that the College provide the Criminal Justice Institute with the necessary funds and resources to market its training programs in the media (radio, "I-V, newspaper) and national trade publications. {In response to weakness #1 and #2} It is recommended that the College use existing PECO funds to construct a new public safety training facility at the Columbus Workforce Training Center. The public safety training facility would include classrooms, administrative offices, storage rooms, large multi-purpose training rooms, locker rooms, driving pad and indoor gun range. The public safety training facility would also help reduce the enrollment pressures experienced at the Ybor City Campus. {In response to weakness #3} DISTRIBUTION LIST OF THE FINAL REPORT The final report and all follow-ups will be distributed by the chair to the President s Cabinet, appropriate deans and/or directors, unit head, unit members, task force members, and all campus libraries. It will be posted to Public Folders and disseminated electronically to the HCC community.

19 18 THE STRATEGIC PLAN The Biennial Planning Process calls for a strategic plan consisting of mission and vision statements as well as college goals to establish direction for the institution and a report of college performance on Critical Success Factors. All elements of the strategic plan are approved by the chief governing entity of the college - the Board of Trustees. College Mission Adopted by the Board of Trustees, August 20, 2003 Hillsborough Community College, a public, comprehensive institution of higher education, empowers students to excel through its superior teaching and service in an innovative learning environment. College Vision Adopted by the Board of Trustees, August 20, 2003 Hillsborough Community College will deliver education of the highest standards enabling a diverse community of life-long learners to achieve their maximum potential in a global society. College Goals and Strategic Initiatives Adopted by the Board of Trustees, September 22, 2010 Goal 1. Advance student success through a focus on the achievement of learning outcomes for all students with the active involvement of all employees. Strategic Initiatives A. Increase the college preparatory course completion rate in reading to the state average (CSF, B-5). B. Increase the retention rate of students enrolled in degree programs to exceed the state average (CSF, B-4). C. Improve student learning outcomes in Gateway courses (QEP, 49). D. 22 INSTITUTIONAL EFFECTIVENESS PLAN Hillsborough Community College Planning Unit Summary Report ~arrative Summary Unit Title: Criminal Justice Technology Unit Mission: The mission of the Criminal Justice Technology Undergraduate Program is to provide quality education consistent with the College Mission in the field of cdminal justice in such areas as law enforcement, corrections, law, and crime scene studies. Planning Facilitator(s): : Jack Evans/Michael Reichard Unit Planning Process: Unit objectives are established after a comprehensive review of individual programs and courses within the overall Criminal Justice Technology Undergraduate Program. The performance review includes an examination of the status of pdor individual program and unit objectives, faculty evaluations, student evaluations, attendance and completion rates, student academic performance, Advisory Committee reports, and cdminal justice employment trends. External Trends: TrendlEvent Economic slowdown within the community, increased crime rate, and a demand for more education by cdminal justice employers. Increased need for education and training in criminal justice. Constituent Needs: The program provides college credit courses to students seeking A.A., A.S. and A.A.S. degrees. The program courses can lead students to the receipt of an A.S. Degree or an A.A.S. Degree in Criminal Justice Technology.
