4 Food legislation food legislation is for the most part harmonised at the Union level national food legislation complements relevant EU legislation use of internationl standards is mainly indirect via their influence on the preparation of the EU legislation within the are there is no harmonised legislation the Codex standards have been used as a basis for national measures 4
5 Food legislation Food Act 23/2006 from farm to fork: requirements for all food, all food business operators, all food establishments food safety, food quality consumer protection, consumer interest traceability, food chain information (FCI) food control (also own-checks) laboratories administrative coercive measures, charges, penalties governmental and ministerial decrees 5
6 Ministry of Agriculture and Forestry (MAF) Department of Food (DF) DH directs quality and safety in the food chain from farm to fork - quality and safety of foodstuffs and agricultural inputs - animal health and welfare - plant health MAF / DH is responsible for - development of food legislation (national level - EU - international fora) - leading the food safety administrative branch and general planning of food control 6
7 Ministry of Agriculture and Forestry (MAF) Department of Food (DF) food safety and quality is one of the main objectives of the MAF covers the whole food chain - safe food healthy people, animals and plants Finnish agriculture and food production system is derived by the consumers, is competitive at the international level and follows the principles of sustainable development
8 P-P co-operation end-product testing failed operators are responsible for food safety (EU regulation 178/2002) official controls only ensure that operators follow their duties HACCP, own check systems, health care programmes examples: Finnish Salmonella Control Programme Finnish Dairy Hygiene Association ETT National Animal Health Care
9 National Salmonella Control Programme started in 1970s funded by industry Approved by Commission decision 94/968/EC, started 1995 Covers live poultry, cattle and pigs, eggs and meat Target: annual prevalence for Salmonella spp. 1% in each animal and meat category Analyzing of samples at approved laboratories; laboratories send report (number of investigations and results) to Evira monthly In addition strict salmonella control of feed zero tolerance policy: always action when salmonella is detected
