2 International Monetary Fund Interesting News at the Press Release On Friday, journalists and editors of the MILMUN Chronicle managed to have a very pleasant press release from the IMF with some dazzling news. The main surprises were: IMF decided to give a loan to Greece to stimulate its economy and prevent it from quitting the Eurozone; Indonesian and had finally found some IMF delegates consensus and decided to sign a contract when suddenly the Indonesian delegate received a message from the Head of the Government who told them not to sign anything, and last but not least, Syria was absent on the final day of the debates! Clearly, there was an Interesting turnover on the very last day. Now let us illustrate you the details of all the discussion we had. Unfortunately, not all of them were present( and the Indonesian delegation was not complete either). Regarding the policies, Greece assured that they will follow all the proposals put forth by IMF. They are willing to change the retirement age from 55 to 60 and from 65 to 67 and to be stricter about the punishment for tax evasion. From now on, Greek citizens be aware that you may have a judicial punishment for not paying the taxes ( no more tax fiscal paradise), but if you had this issue in the past, you may pay back all your debts and there will be no punishment for you. It does not sound really optimistic, does it? Furthermore, the Government decided to privatize some of the main public facilities which, in their (contiues on the following page)...

3 International Monetary Fund ( continues from the previous page...)own words: will generate more money. The Greek delegates promised to control over the quality standards of those facilities. What about wages? The proposal was to keep the minimal wages at the sufficient rate for some period of time. After that, the floor went to the IMF delegates. They gave us a brief review of all the discussions, starting from Monday. They found consensus with two countries and managed to get a signature from Greece. However, to everyone s surprise, the Syria s delegates did not even show up on Friday, which means that there was no final decision about Syria. Anyways, IMF delegates were very happy and very proud of agreeing on the financial instruments with Greece, and they assured us that there will be hopefully a possible further credit line that will be discussed in the near future. It was interesting to follow the debates between IMF and Greece. At the beginning of the debate, IMF did not want to give a loan to Greece, so why did they change their mind? The delegate from IMF gave us a simple answer: they did not want Greece to go out from Eurozone. If they didn t propose a credit line to Greek government, this would mean the beginning of the end of the European Monetary System. As far as Indonesia goes, IMF found an agreement with a flexible credit line with IMF rate of 0.5 %. Performance criteria were agreed as well. The third speakers were the delegates from Indonesia. They stated that it took them 5 days to get the idea and the picture of what will happen between them and the IMF. Indonesia recognized that, as soon as the crisis hit their economy, they tried to implement some solutions on their own, but unfortunately that did not work out for the best of the economy. So now, as one of the delegate said, past is in the past. They were trying to use their own capabilities and to increase taxes as well as to fight against piracy (China came to the rescue at that moment, but it was not successful). They ended up losing money. As the delegate said, Thursday was a very productive day for them. They wanted to hedge the interest rate, but on Friday IMF insisted on having a fixed exchange rate based on gold standard. However this solution, would be too big of a burden for Indonesia, in the case of volatile market. They realized that they might lose some money if their own currency appreciates against dollar. Officially nothing was signed, since the Head of State stopped them from signing an agreement. Maria Solovyeva, The Economist

4 International Court of Justice Last day Coloured by Joy and Regret The second topic assigned to the screening of the honourable Judges composing the ECJ regarded the violation of Directive EEC, EEC by the Kingdom of Spain. The latter was accused of breaching the European law on Special Protection Area (SPA) and Special Community Interest (SCI). Spain was declared defective because in 2005 the extension of the M-501 highway was launched without evaluating the environmental impact of the project which actually provoked damages to the environment. The Commission decided to start the procedure that stems from the infringement against the Kingdom of Spain. Despite this fact, the Kingdom of Spain had decided to send a proposal for conducting an assessment of those sections considered to be dangerous for the environment. The Court also took the Principle of Sustainability into consideration, which states that economic collectivity shall be taken only with respect to the environment and shall respect the worker and the consumer. According to article 258 of the Treaty on the Functioning of the European Union, the European Court of Justice had mandatory jurisdiction over the disputes occurring when the Commission considers that a member State has failed to fulfil an obligation under the Treaty. It delivered a reasoned opinion on the matter after giving to the State concerned the opportunity to submit its observations. The judges all agreed on the culpability of the Kingdom of Spain. The judge representing Spain was acknowledged for taking an objective position and the one representing the US was thanked for contributing to the draft of the final judgement despite European laws had to be applied. Even if they thought the first topic was more interesting and challenging, all the candidates were really satisfied with the work done in such a short time. They described their overall Milmun experience as very useful to prove their knowledge and make life lasting friendships. 5 ECOSOC Agreement on global food economy On the last day of MIL- MUN debates, delegates from the ECOSOC committee discussed hard in order to get a final draft paper on the topic of rethinking the global food economy. The most heated face-to-face discussion was, without any doubt, the one that starred the Brazilian delegate and the French one. The point of disagreement was that France defended European interests while Brazil argued that European countries were not working as hard as they could to eradicate poverty in the world. The French delegate also said that the subsidies from the EU to French farmers have decreased by 30% and that they are making a great effort to deal with this new situation, though it has to be a progressive process. When its turn came, Brazil argued that world hunger is only Europe s fault. The debate then resulted into an historical argumentation on colonialism that didn t help in the purpose of finding an agreement. At the end of the session all the delegations except that of Nigeria approved a common draft which avoided adding the most specific points, for example the one about creating a common agriculture policy in Europe and the removal of the embargo. Cuba was the country with a highest interest in the removal of the embargo, especially because they are directly suffering the consequences of one from the USA. For this reason the Cuban delegate expressed that he was disappointed about this position. On the other hand the delegate from Indonesia had a more positive opinion on the draft as she said that this resolution will benefit both developed and developing countries. 6 Human Rights Council Closing Time The 18th of May marked the last day of the 2012 MILMUN. A MUN which was perfectly organized, coordinated and fruitful for all its participants, with no discrimination whether they were delegates, chairs, or journalists. In the Human Rights Council, the last day was also marked by a very interesting and complete draft resolution. The resolution calls upon States to allow international organizations and NGOs to guarantee basic rights to irregular migrants in all the nations; it also urges states that receive flows of irregular migrants to recognize basic rights such as the right to life, freedom from torture and slavery. It expresses its hopes to implement economic and fundamental human rights in the countries of origin to avoid excessive flows of irregular migrants and it stresses the need to guarantee basic health care for irregular migrants in case of medical emergencies. It reminds nations to support international cooperation and commitment towards fighting irregular immigration and human trafficking and it requests to make border controls more effective both in countries of origin and countries of destination, but without violating the right of leaving the country of origin, recognized in the Universal Declaration of Human Rights. It recommends that countries publish estimates of immigration flows and it invites states to declare void legislation that detains irregular migrants when they are not involved in a trial process. It encourages states to distinguish between migrants who are recognized as criminals and those who have migrated for social and economic reasons. It guarantees the right of legal defense to any immigrant in order to clarify his or her status and it encourages cooperation between national bodies related to immigration and NGOs. It further recommends to respect and fully implement migration agreements signed by state parties and stresses the need to define the legal status of irregular immigrants in the UN legal committee. It encourages states to protect the most vulnerable of migrants especially women and children in order to avoid sexual and economic exploitation and proclaims to consider a special status for migrants who have emigrated due to reasons related to climate change and environmental catastrophes. Finally, it expresses its hope that all nations will adopt further legislation regarding the situation of irregular migrants. It is well understood that this resolution is in the right direction in order to protect the rights of the immigrants, and, why not, guarantee them a new future. 7 Yesterday morning the delegates from the Human Rights Council and from the International Monetary Fund Committee attended a conference given by Ernesto Savona, the director of Transcrime, a joint research centre of the Catholic University of Milan and the University of Trento whose aim is to fight against organized crime. Savona went through the measures that have been taken over the years by international organizations and national governments in order to fight organized crime. According to Savona, some measures that were put into practice in Italy 20 years ago could work in countries which, at the moment, are heavily suffering from the consequences of organized crime, such as Mexico or Colombia. Part of the professional career of Ernesto Savona took place in the American administration, where he worked hand in hand with the FBI. In the 80s he realized the consequences that money laundry involves. For example, there was an organization that filled up vans with money and drove them to California, where it was spent in jewelry. One of the problems that institutions that fight organized crime used to come across, was that, when they finally got to put the crime chiefs into prison, another person even better prepared substituted the old one. This made them realize that the only way to fight organized crime was by destroying the whole organization. Despite warning that this matter has to tackled in a national manner, Savona explained that the United Nations proposed a bunch of soft laws which could help to fight organized crime. These were just recommendations and the signatory states were supposed to turn them into valid laws. Countries that didn t undertake the engagement in fighting organized crime were inscribed into a black list. This involved negative consequences such as difficulties in receiving funds from the IMF or from the World Bank. Apart from the release of the UN soft laws, another important milestone in the history of the organized crime fight was From this year on, banks had the obligation to ask to their customers for identity papers before opening an account. This way the owners of gains coming from criminal activities were easier to identify. According to Savona, since putting money coming from criminal activities into banks savings is now more difficult, another procedure is getting common. He referred to money laundry enterprises, which have two benefits for criminals: they turn undeclared money into legal, clean money and at the same time they are working enterprises which may create benefits by themselves. However these money launders pollute the economy because they usually offer cheaper prices than their competitors. Therefore, legal enterprises find themselves in a disadvantageous position and this can destabilize the national economy. Jaume Macià, The NY Times

8 Interview with the President of the MILMUN Association What is your name and how old are you? V My name is Victor (Henckel von Donnersmarck) and I m 29 years old. Where are you from? V I m half German and half Swedish, but I work in Geneva. What does MILMUN represent to you? V This question needs at least two answers because there are two different aspects that I want to talk about. It has been almost 8 years of very motivating work with really interesting people. The excitement that you can see in the delegates and ExCom s eyes is always very rewarding. This is, for sure, the part I enjoy the most: creating more understanding, a connection between the European delegate and the rest of the World. It s amazing how, by the end of the conference, you can see how people actually are behind the mask of the country they are representing. After so many years, which are the reasons that lead you to continue to be involved in the association work? V The thing that makes me still work for MILMUN is the will to keep its quality up and to always raise its standards. I think continuity is a really important element in this kind of projects; experience is fundamental in an organization in which 99% of the participants are students. Since the time in university is so little, the fast change in the leadership role could hurt the project. Passing the charge every year would make this charge a lot harder than it already is. I started participating in MUNs in high school and was part of the first MILMUN organization team in When we created the MILMUN Association in 2009, I was elected President. What benefits can MILMUN provide you now that you work in a professional environment? V The most important parts are soft skills : knowing how to negotiate is fundamental, no matter the career you choose. Also, the speaking skills are extremely useful and MUN certainly gives you the chance to gain some experience. The second important benefit is the creation of a network of friends from all over the world. Of course it all depends on you and your personality, but it is a great occasion to get to know extremely interesting people that most certainly will end up doing something great with their lives.
