1 VACANCY NOTICE coupled with NOTICE OF OPEN COMPETITION IUE/7/2001 The European University Institute is organizing an open competition, based on qualifications and an oral test, to fill the post of WEB LIBRARIAN for a two-year period, with possibility of renewal for a third and final year. I. INTRODUCTION 1. General This open competition IUE/7/2001 is being organized to recruit as temporary staff an administrative assistant (career bracket B3/B2) who will be the Institute's Web Librarian. (S)he will report to The Librarian, Director of Information Services and Systems 2. 2 2 II. CONDITIONS OF EMPLOYMENT FOR THE SUCCESSFUL CANDIDATE A. Staff service rules The Service Rules for established staff and Conditions of Employment for Temporary Staff of the European University Institute are, mutatis mutandis, the same as at the European Community. In particular, the staff categories (A, B, C, D, from highest to lowest), brackets (e.g., B1, B3/B2, B5/B4), grades (e.g., B3, B2), steps and pay scales are the same as for EC officials in Italy. B. Position offered, salary and social benefits The position of Web Librarian is free as from 1 January It is hoped that the successful candidate will be able to enter service on this date, or shortly thereafter. (S)he will be appointed as temporary employee at grade B3. The contract will be for two years, with a possibility of renewal for a third and final year. The net (after tax) basic monthly salary will be between 2,992 and 3,236 euros, depending on previous professional experience. Additionally, there are family allowances (household allowance, dependent child allowance, education allowance), and, on certain conditions, expatriation allowance (approximately 16% of salary). (Expatriation allowance is precisely equal to 16% of the total amount of the basic salary plus household allowance and dependent child allowance. It is granted to - employees who are not and never have been Italian nationals and who during the five years before entering the service did not habitually reside or carry out their main occupation within Italian territory; for the purpose of this provision, circumstances arising from work done for another State or for an international organization shall not be taken into account; - employees who are or have been Italian nationals but who, during the ten years ending at the date of their entering the service, habitually resided outside Italian territory, for reasons other than performance of duties in the service of a State or of an international organization. ) III. DUTIES A. The Web Librarian will - be involved in the organization and management of the Library Website (http://www.iue.it/lib/welcome.html) and support the co-ordination of the Institute s Website (http://www.iue.it); - assist the production and maintenance of Web pages and contribute to the development of a Web portal and the integration of information resources (e.g., Z39.50, SFX); - provide user support.

3 3 B. Work environment The European University Institute is a post-graduate University founded in the early 1970's by the Member States of the European Communities. It is charged with post-graduate teaching and research at the highest academic level in the social and human sciences (economics, history, law, social and political sciences), with special reference to Europe. There are presently some 45 professors and 400 research students, coming from all EU Member States and farther afield. IV. ELIGIBILITY The competition is open to candidates who, on the closing date for submission of applications, satisfy the following requirements: A. GENERAL CONDITIONS - you must be a national of one of the Member States of the European Community - you must enjoy full rights as a citizen - you must have fulfilled any obligations imposed on you by the law concerning military service - you must meet the character requirements for the duties involved. B. SPECIAL CONDITIONS 1. Certificates, diplomas and professional experience You must have successfully completed a course of advanced secondary education and obtained a diploma, or have equivalent professional experience. The Selection Board will allow for differences between education systems. Candidates must provide a copy of the diploma. You must have relevant work experience with Web applications and automation in an academic library environment. You must have excellent communication skills. Due to the nature of the post, higher education or professional training in fields directly relevant to the duties to be performed (library sciences, computing and information technologies, or social

4 4 sciences) will also be taken into consideration by the Selection Board in assessing the suitability of candidates for the post. You must give details of all education, training courses, training periods, research and professional experience on your application form and you must attach supporting documents, which must be numbered. 2. Knowledge of languages You must have: - a thorough knowledge of one of the official languages of the European Union - and a satisfactory knowledge of at least one other language. Due to the nature of the post to be filled, you must also have at least a working knowledge of English. You should specify all languages of which you have knowledge in your application - supporting documents are not required, but may be added. V. ADMISSION TO THE ORAL TEST A. Admission to the competition 1. The appointing authority will draw up a list of candidates who satisfy the general conditions and will send this list with the candidates' files to the chairman of the Selection Board. 2. After considering these files, the Selection Board will draw up a list of candidates who meet the special conditions set out at point IV.B.1 above and are thus to be admitted to the competition. B. Examination of qualifications and professional experience 1. Following its decision on which candidates to admit to the competition, the Selection Board will establish the criteria on which it will examine their qualifications, taking into account in particular the nature and duration of relevant experience. 2. On the basis of these criteria, the Selection Board will compare the qualifications of the candidates admitted to the competition. Candidates with the best qualifications will be admitted to the test. C. General information 1. Admission to the test will be based on the information you provided in your application and attached documents. You are therefore urged to complete your application with the utmost accuracy. 2. You will be informed personally by letter or by whether or not you have been admitted to the test.

If, at any stage in the procedure, the Selection Board finds that the information in your application is incorrect or does not tally with the supporting documents or that you do not meet one or more of the general or special conditions for admission you may be disqualified. V. INVITATION TO THE TEST Invitations to attend the test are sent by letter or . You are responsible for notifying the Administration and Personnel Service of any change of address. Bearing in mind the time mail takes to arrive and the information contained in the timetable, it is your responsibility to contact the Institute by fax, by letter or by if you have not received either an invitation to attend or a letter or stating that you have not been admitted to the competition. VI. ORAL TEST - NATURE Interview with the Selection Board to enable it to assess your suitability to carry out the duties described in section III above and your knowledge of languages. VII.
