6 REQUEST FOR PROPOSAL FOR IT STRATEGIC SOURCING SERVICES PART I: ADMINISTRATIVE AND GENERAL INFORMATION 1.1 Background Senate Bill 481, creating the Office of Technology Services (OTS), was passed by the 2014 Louisiana State Legislature in Regular Session and signed into law by the Governor on July 01, OTS establishes, coordinates, and implements all information technology systems and services affecting the management and operations of the executive branch of State government. OTS has the sole authority and responsibility for defining and implementing the specific information technology systems and services, defining a state master information technology plan, and creating and managing information technology standards. The creation of OTS consolidates a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications. These legacy environments currently reside in multiple physical locations, and have been developed over many years under the direction of the user agencies listed in Attachment I: Agencies in Scope. The list should not be considered inclusive, as other State organizational units could potentially be added at a later date. OTS plans to apply the Information Technology Infrastructure Library/Control Objectives for Information Technology (ITIL/COBIT) process model to the task of organizing and consolidating the many separate environments; and of identifying and implementing process improvements designed to move the State to more efficient, streamlined, and cost-effective IT operations. While the Office of Technology Services has been created, the staffing and business reorganization effort that will support the in scope agencies is still in its infancy. It has become apparent that there is a growing need for a flexible means of obtaining transitional staffing services quickly, efficiently, and cost effectively. The dynamic nature of IT staffing requires a flexible means of rapidly obtaining quality personnel to provide IT consulting services. OTS plans to meet this need by issuing this competitive RFP leading to the execution of multiple Strategic Sourcing Services Agreements (Agreements). Once these Agreements are in place, OTS, using a second tier of competition, will be able to contract for the required personnel as directly and efficiently as possible. It is the intent of OTS to use Strategic Sourcing Contracts for supporting transitional or specialized staffing requirements when resource demand exceeds the availability of internal resources. 1.2 Purpose This Request for Proposals (RFP) is issued on behalf of the State of Louisiana (hereinafter referred to as the State) by the Division of Administration, Office of Technology Services. The State has a sizable and growing investment in IT and is interested in proposers who can provide a wide range of IT services to assist state agencies. Through the agreements resulting from this RFP, Louisiana s goal is to have a flexible means of obtaining IT resources quickly, efficiently, and cost effectively. The Office of Technology Services is seeking proposals from 1

7 providers of information technology (IT) services to provide temporary IT personnel (Workers) for IT infrastructure, operations, technical services, application development, reporting, and analytics as described in the scope of work. The services will support a large assortment of systems residing in multiple agencies of the State of Louisiana. This RFP will qualify proposers for assisting OTS to plan, analyze, design, implement, maintain and support technology for State agencies. 1.3 Definitions Agency - Any department, commission, council, board, office, bureau, committee, institution, agency, government, corporation, or other establishment of the executive branch of this state authorized to participate in any agreement resulting from this solicitation. Agreement The result of Tier One when a proposer is selected to be on a list to compete in TIER TWO for OTS issued SOWs. An Agreement is signed between the SSSA Consultant and OTS. Contract - The result of Tier Two when a SSSA Consultant competes for a SOW from OTS. A Contract consists of the SSSA agreement and any authorized Task Order. Contractor denotes the Proposer to whom an Agreement is awarded as a result of this RFP. Discussions - For the purposes of this RFP, a formal, structured means of conducting written or oral communications/presentations with responsible Proposers who submit proposals in response to this RFP. DOA - Division of Administration May and Can - The terms may and can denote an advisory or permissible action. Must - The term must denotes mandatory requirements. OSP Office of State Procurement OTS Office of Technology Services Proposer The term used in Tier One for responders to the RFP wanting to compete to be on the list of qualified SSSA Consultants. Request For Proposal (RFP) An official solicitation for proposals to supply any service that would be subject to the applicable provisions of Chapter 16 or Chapter 17 of Title 39 of the Louisiana Revised Statutes. The Request for Proposals shall indicate the relative importance of price and other evaluation factors, shall clearly define the tasks to be performed under the contract, the criteria to be used in evaluating the proposals and the time frames within which the work must be completed. Shall and Will The terms shall and will denote mandatory requirements. Should The term should denotes a desirable action. 2

8 SOW The Statement of Work, which is provided in Tier Two, is a written statement prepared by OTS that specifically describes the phases of work or services, major tasks or areas of responsibility the Contractor is to perform during a stated period of time. The statement must identify specific objectives that the Contractor is to attain and describe in detail the deliverables that the Contractor is to provide. SSSA Strategic Sourcing Services Agreement SSSA Consultant The term used for successful proposers of the Tier One process. State - The State of Louisiana. Subcontractor - Any third-party entity engaged by the Contractor to fulfill any of its obligations under the Agreement awarded as a result of this RFP. Worker - Any individual offered by the Contractor to be assigned by the State to fill a role specified in a SOW. 1.4 Process It is OTS s intention to obtain IT services for projects with a cost up to $1,000,000 as specified in this RFP. The maximum amount allowed per Task Order shall be $1,000,000 per year or for multi-year Task Orders up to three (3) years with $1,000,000 maximum per year for a total allowable of $3,000,000. However, the contracts resulting from this procurement shall not be construed to require the State to use this contract exclusively for IT consulting services. The State reserves the right to procure such IT services using traditional procurement methods when it is in the best interest of the State to do so. This RFP is a two-tiered, multiple contract procurement vehicle as described below: A. TIER ONE: Qualifying Proposers. OTS will conduct the Tier One procurement process, which will include the following: 1. to establish a list of qualified SSSA Consultants who are willing to commit to maximum hourly rates for the duration of the Agreement and which shall not exceed the proposers published prices, if applicable; 2. to enter into agreements with those consultants; and 3. to establish a framework within which OTS may efficiently and effectively contract for consulting services with selected qualified consultants. OTS intends to award multiple Strategic Sourcing Service Agreements to Consultants in each Service Area. Upon approval, the Agreements with the qualified consultants will be available for use by OTS in the Tier Two process. All Consultants signing an Agreement in Tier One for a Service Area will be allowed to respond to all SOWs in Tier Two in that Service Area. No Consultant with whom a SSSA Agreement is entered is guaranteed to be awarded a Task Order with OTS. 3

9 B. TIER TWO: OTS Statements of Work. OTS shall conduct the Tier Two procurement process based on the specific requirements (Statements of Work) for its project using the evaluation and selection process described in PART IV of this RFP. The Tier Two process may include additional price competition. Consultants shall only be allowed to quote prices equal to or below the hourly quotes in Tier One. Once OTS identifies the need for IT consulting services, OTS then prepares a Statement of Work (SOW) that will be distributed to the SSSA Consultants in a particular Technical Area. Detailed technical functions and desired Worker qualifications will be specified in the SOW. Workers will augment State personnel and will report to a State Project Manager who will be named in the SOW. These Consultants may then prepare responses to the OTS SOW within the required timeframe. A proposal may include multiple service providers, but must include only one Proposer; all other parties to the proposal are considered subcontractors. OTS shall evaluate each proposal received in the Tier Two phase and enter into a Contract with the selected Consultant. (See Attachment III) ServicesTo Be Provided The services to be provided under Contract resulting from this RFP may be utilized in support of any one of a vast array of systems utilizing diverse technologies. The services are, therefore, described only in general terms in the RFP. These descriptions are not to be considered inclusive. Staff augmentation requirements may arise which involve technology the State does not currently own, and may not even be aware of at the present time. Proposers should respond by delineating corporate qualifications and capabilities; and providing sample Worker resumes (see Section 5 of this RFP for detailed instructions on the format and content of proposals). 1.5 Service Area Definitions The requested services are classified functionally into seven (7) Service Areas. A general technical architecture for in scope agencies (as defined in Attachment I: Agencies in Scope) is detailed in Attachment X: Technical Architecture. The following definitions describe the Service areas for which a proposer may submit proposals Service Area #1 - Application Development / Database Development / Web Development / Mobile Development a. Application Development (Legacy or Existing Systems / New Development) The Contractor should provide programming/analyst type personnel with a wide range of knowledge and experience in, but not limited to, the following skills and languages to: Perform services to ensure that IT systems are designed to capitalize on agency architectures and State IT standards; Provide systems that are interoperable and interface with other systems and networks; Design systems that are reliable and easily maintainable; Ensure that systems make the most of agency-wide and state-wide resources, Design web-enabled applications; Evaluate and complete a conversion from one software application to a new software application; Provide Enterprise Resource Planning (ERP) solutions; Be familiar with COBOL, CICS, NATURAL/ADABAS, Shadow, Shadow Studio, 4

10 Advanced Function Presentation (AFP), C++, C#, JAVA, VISUAL BASIC 6, POWER BUILDER, Visual Studio.NET, FORTRAN, SAS, GIS, Adobe Flex, IBM Curam Framework v5.2 and higher, ASG Zena, WAS 8, JBoss 5, Adobe Livecycle ES4 Designer, Mobius, IBM RAD v7 and higher, Web Services, Host Access Transformation Services (HATS) macros and webservices, Corticon, iway Products (Service Manager, Data Migrator, Data Steward Portal, Master Data Center, and Data Quality Center) and Crystal Reports. b. Database Development The Contractor should provide personnel that possess a wide range of knowledge and experience in, but not limited to, the following databases and skills: DB2, Oracle, ADABAS, Microsoft SQL Server, Microsoft Access, PostgreSQL, and VSAM; Evaluates, and recommends changes to the database environment based on analysis of the monitoring effort; Oversees the physical database design including physical file characteristics, backup and recovery requirements, security requirements and physical space requirements dictated by the database design; Recommends additional software based on the analysis of available software and DBMS requirements; Supervises the installation and testing of database management systems (DBMS) software; Provides the audit ability of the database to insure data integrity, detection of missing data, late transaction reporting and untimely error correction; Evaluates and completes a conversion from one database to another database. Conduct backup and recovery (via Image Copy, Flashcopy, etc); reorganize databases; Conduct performance monitoring and tuning. c. Web Development -The Contractor should provide personnel that have the ability to create web applications and components from the requirements stage, through design, through production deployment. Personnel should possess the following capabilities, but not limited to: Design, develop, test and deliver Web sites, applications and components; Develop site navigation by categorizing content and funneling traffic through content; Develop site content and graphics by designing images, icons, banners, audio enhancements, etc.; Write Hypertext Markup Language (HTML) code, Dynamic HTML code, JavaScript code, Java code, C#, C++, ASP,.NET, Php, Visual Studio.NET, Adobe Flex, IBM Curam Framework v5.2 and higher, JSP, and XML code; Create and modify Web applications; Translate requirements into Web-base solutions, including complex Web sites; Integrating Web pages and applications to serve as stand alone Web sites or the front-end to Web-based applications; Develop applications using Internet protocols or Web-based technologies, such as, but not limited to: HTML, PERL, Javascript, Java, Websphere and Apache; Design and develop Portal(s); Provide Web site branding; Utilize numerous software applications related to Web site development, including, 5

11 but not limited to: Frontpage, Visual Studio, Adobe Photoshop, Adobe GoLive, Homesite, Active Server Pages, JavaScript, Cold Fusion, VBScript, MS Access, SQL Server, Internet Information Server, Index Server, HTML, Websphere, Apache, Dynamic HTML, XML, NOTES/DOMINO, Oracle Portal, IBM RAD and MyEclipse, DOORs Next Generation, AGS Zena and other related products; Design and develop mobile applications for both ios and Android platforms using HTML, CSS JavaScript (i.e. Apache Cordova); Design and develop GIS applications for the ArcGIS platform; Apply new and emerging technologies to Web page development; Provide services including imaging, digitizing, workflow and electronic document management; Code, configure and maintain middleware such as HATS webservices, iway Products that migrate data between legacy Natural systems and Web-based system (from DB2 to Adabas); Provide advanced level support for Ricoh ProcessDirector processing. d. Mobile Development -The Contractor should provide personnel that have the ability to apply proven and reliable coding practices and troubleshooting in multiple Mobile environments. Personnel should possess the following capabilities, but not limited to: Design and delivery of cross platform mobile applications either through Web, Hybrid or Native approaches and frameworks; A strong background with native technologies or mobile frameworks such as HTML5, PhoneGap / Cordova, JavaScript, CSS3, JQuery Mobile, Objective C; Integration through web services and APIs and the common standards such as XML, JSON, Rest and OAuth; Experience in data modeling, configuration, developing specifications, coding, testing, and documentation Service Area #2 End User Support Services End User Support Services includes work that requires the assistance of a technician to resolve problems encountered by end users. Work may be performed remotely or onsite for users located in central or geographically dispersed offices. Common examples include a desktop or laptop computer failure, a printer or server failure, connectivity problems, or any other localized issue that cannot be resolved by the end user. Examples of specific worker assignments include but are not limited to: Create service tickets and update tickets appropriately as work is performed and as status changes; Maintain, troubleshoot, and support printers and other peripherals; Install, configure, and deploy desktop and telephone hardware and software. Manage user access (establish user accounts, reset passwords, etc.); Perform moves, adds, and changes; Troubleshoot and resolve desktop and telephone hardware and software issues; Publish applications, upgrades, and fixes to end users' desktops; Configure, install, and deploy new workstations; Support for mobile devices such as a Blackberry and active sync devices such as android phones and iphones, with password protection and enabled and remote wipe functionality; Perform training/instruction; Develop User Guides; 6

12 Administer centralized systems for configuration management and service management; Administer centralized systems for endpoint security and encryption; Administer centralized systems for user and device profile management; Administer centralized systems for user and device policy management Service Area #3 Data Center Support Services Data Center Support Services are the maintenance, operation, and monitoring of IT assets, whether within the data center or in remote locations. It includes hardware, software, networks, and facilities. At the highest level, it addresses the ITIL Technical Management Function and the Operations Management Function which in turn consists of IT Operations Control and Facilities Management. Workers may be assigned to analyze, design, procure, install, deploy, configure, test, monitor, maintain, operate, and/or troubleshoot components of the IT infrastructure. Because OTS supports a variety of technical environments, the technical skills, experience, and certifications required for any given placement will be specified by the Tier 2 SOW Service Area #4 Support Services Support services encompass functions which, while not specific to information technology, are often necessary components. There are five functional areas: Training Depending on the level of assignment, Workers in this area may be performing curriculum design and development, design and population of training databases, development of automated scripts, training of trainers, or delivery of classroom training. Documentation This activity may be either composition or editing of technical documentation or end user guides. Procurement specialist Ideally, a Worker in this area is familiar with State of Louisiana procurement laws and procedures, and also has experience in developing technical specifications and negotiating with vendors to acquire IT assets. Testing A Worker in this area may be running test scripts to validate customdeveloped software, or network tests to isolate a performance issue. Administration A Worker may be needed to perform temporary, possibly repetitive, administrative functions such as reorganizing or populating paper or electronic files; scanning documents; or entering data. Business Analyst A worker maybe needed to define and document business functions and processes; analyze the integration of business functions with technology; assists with business case development and business process reengineering; consult with management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements; recommends new processes to that yield operational efficiencies; conduct cost-benefit analysis; develop or assist with project work plans, project timelines, RFI and RFPs; produce training materials and conduct training Service Area #5 Records and Information Management (RIM) 7

13 Records Information Management is the discipline of controlling and governing what are considered to be the most important records of the organization throughout the records lifecycle, which includes from the time such records are created through to their eventual disposal. The work includes identifying, classifying, prioritizing, storing, securing, archiving, preserving, retrieving, tracking and destroying of records Service Area #6 Information Security Information Security is a multidisciplinary area concerned with the development and implementation of security mechanisms of all available types (technical, organizational, humanoriented and legal) in order to keep information in all its locations (within and outside the organization's perimeter) and, consequently, information systems, where information is created, processed, stored, transmitted and destroyed, free from threats. It is also the practice of defending information, both physical and electronic, and information systems from unauthorized access, use, disclosure, disruption, modification, perusal, inspection, recording or destruction Service Area #7 Network and Network Security Network and Network Security consists of the administration of policies adopted to prevent and monitor authorized access, misuse, modification, or denial of a computer network and networkaccessible resources. Network security involves the authorization of access to data in a network, which is controlled by the network administrator. Users choose or are assigned an ID and password or other authenticating information that allows them access to information and programs within their authority. Network security covers a variety of computer networks, both public and private, that are used in everyday jobs; conducting transactions and communications among businesses, government agencies and individuals. Networks can be private, such as within a state agency, and others which might be open to public access. 1.6 Service Areas and Job Titles The State has designated Job Titles for each of the six (6) Service Areas. Proposers shall propose resources for all Job Titles within a Service Area. Complete job descriptions and qualifications will not be specified by the State, although the State maintains that qualifications should include appropriate industry recognized certifications (e.g. MCSE, CompTIA, etc.) and a minimum of five years of relevant experience for senior skill level positions and a minimum of two years of relevant experience for advanced level skill positions. This is a basic description of the IT job titles found in Attachment VIII (Hourly Rate Table): Service Area 1 - Application Development / Database Development / Web Development / Mobile Development Advanced HTML 5 Consultant Provides expertise to help architect, design, develop and deploy HTML 5 applications and troubleshoot HTML 5 performance issues. Advanced C#.Net MVC Developer Designs, develops, tests and deploys web apps using the model view controller pattern with the C#.Net language and the.net framework. Senior C#.Net MVC Developer Designs, develops, tests and deploys web apps using the model view controller pattern with the C#.Net language and the.net framework. 8

14 Advanced ASP.Net MVC Developer Designs, develops, tests and deploys web apps using the model view controller pattern with the ASP.Net language and the.net framework. Senior ASP.Net MVC Developer Designs, develops, tests and deploys web apps using the model view controller pattern with the ASP.Net language and the.net framework. Advanced Java Developer Designs, develops, tests, deploys and maintains Java based components, applications and interfaces. Advanced PHP Developer Responsible for the layout, design and coding of a website specifically in PHP format. Determines functionality the site must support and develops PHP code or adapts exists website graphics packages and software to meet business requirements. Provides guidance on colors, layout and styles for the website. Troubleshoots technical problems. Mobile Android Developer - Designs, develops, tests, deploys and maintains apps for Android devices. Advanced Mobile Android Developer Designs, develops, tests, deploys and maintains apps for Android devices. Advanced Sharepoint Developer Responsible for the development and maintenance of SharePoint sites and applications that support business needs. Duties include but are not limited to: 1. Develop systems according to business requirements 2. Develop custom lists, sites and document libraries 3. Design, develop and manage content, customizations, webparts, forms and custom workflows Advanced SAP ABAP Developer Analyzes requirements, designs, develops, tests, deploys and maintains SAP ABAP programs and applications. Advanced COBOL Developer Analyzes requirements, designs, develops, tests, deploys and maintains COBOL batch programs and applications of low to moderate complexity. Senior COBOL Developer Analyzes requirements, designs, develops, tests, deploys and maintains complex COBOL batch programs and applications. Advanced COBOL/CICS Developer Analyzes requirements, designs, develops, tests, deploys and maintains COBOL/CICS online transaction programs. NATURAL/ADABAS Developer Analyzes requirements, designs, develops, tests, deploys and maintains computer programs of low to moderate complexity in a NATURAL/ADABAS environment. Advanced NATURAL/ADABAS Developer Analyzes requirements, designs, develops, tests, deploys and maintains complex computer programs in a NATURAL/ADABAS environment. Advanced Oracle BI Developer Responsible for performing tasks within Oracle Business Intelligence, including Ad-hoc and canned reporting, dashboard design, query creation, metadata administration, catalog administration, and security control. Duties will also include design, development, testing, implementation and maintenance of data extraction programs and applying transformation rules as necessary to keep the data clean, consistent and usable. 9

15 Advanced Oracle Discoverer Developer Responsible for developing views and reports in Oracle Discoverer. Duties may also include migration of reports from Oracle Discover to Oracle BI.
