2 DEPARTMENT POLICY MANUAL FOREWORD FOREWORD This publication is dedicated to the concept that a professional organization must be operated within the rules of law and guided by clearly established rules and regulations. The integrity of the Department rests with the actions of its members. This manual is a guideline to assist with the regulation of conduct. Our community s perception of the Police Department is based on the competence and ethical deportment of our officers and staff. These policies will help to ensure that public trust is well placed. These rules and regulations are adopted in the interest of discipline and efficient police service and are not intended to create higher standards than imposed by law. Since it is impossible to anticipate every situation that may arise or to prescribe a specific course of action in each scenario, all members are expected to exercise common sense and good judgment in the delivery of Department services. In summary, this manual is to be used as a guide to consistently do the right thing for the community, as long as it is safe, legal, and ethical. This is a living document, subject to change, and constantly evolving. Policies are subject to amendment, revocation or revision at any time as the needs of the agency may require. Please notify the Professional Standards Division if any area of this manual needs correction or if there are suggestions or comments for future issues or new policies. Any assistance is appreciated.
