9 Keynote Speaker Rear Admiral Michael R. Seward Deputy Commander for Mobilization and Reserve Affairs Pacific Area, U.S. Coast Guard Rear Admiral Michael R. Seward has most recently served as the Deputy J-3 at NORTHCOM, Colorado Springs. A native of California s San Joaquin Valley, Seward graduated from the U.S. Coast Guard Academy in New London, Conn. in 1978 with a Bachelor of Science degree in Management and a commission as an Ensign. His active duty assignments included a tour aboard CGC Rush (WHEC 723), a 378-foot highendurance Cutter based in Alameda, Calif. He also served as Admissions Officer and Instructor at the Coast Guard Academy. Prior to his current reserve assignment, Seward served as Commodore, Naval Coastal Warfare Squadron Three Zero, Imperial Beach, Calif., Deputy Chief of Staff, Eleventh Coast Guard District in Alameda, Coast Guard Liaison Officer at Naval Coastal Warfare Group One in San Diego, Deputy Operations Officer for Contingencies at Coast Guard Pacific Area in Alameda, and Commanding Officer of Port Security Unit 311, based in San Pedro. He also commanded several reserve units, and held temporary command of CGC Point Heyer (WPB 82369), an 82-foot patrol boat based in San Francisco. During other reserve assignments he served aboard Cutters Point Barrow (WPB 82348), Boutwell (WHEC 719), Sherman (WHEC 720), and Midgett (WHEC 726). In 1991 Seward was mobilized to Saudi Arabia for Operation Desert Shield/Desert Storm as Executive Officer of Port Security Unit 303. He deployed to Somalia in December 1992 as a member of the joint Coast Guard-Navy Naval Coastal Warfare Assessment Team for Operation Restore Hope. In 2001, he was mobilized for Operation Noble Eagle, spending seven months conducting Red Cell anti-terrorism analysis for the Coast Guard Pacific Area. He has been awarded the Meritorious Service Medal, (two awards), the Coast Guard Commendation Medal, (two awards), the Department of Transportation 9-11 Medal, the Coast Guard Achievement Medal (two awards), and the Navy and Marine Corps Achievement Medal. He also has earned the Port Security and Cutterman Breast Insignia. Michael Edwin Thornton U.S. Navy Seals, Medal of Honor Recipient Michael E. Thornton, a native of South Carolina, enlisted in the Navy in He entered basic training at the Naval Training Center, San Diego, and was selected for specialized training in Basic Underwater Demolition training in Coronado, Calif. and the SEAL community. After training, he was assigned to SEAL team ONE based in Coronado from From October 1968 to January 1973, he completed several tours in Vietnam and Thailand. His most prestigious decoration was bestowed for heroic actions on his last tour of duty in Vietnam, which resulted in saving the life of a fellow SEAL. For this action during a reconnaissance and intelligence gathering mission, he received this Nation s highest award, the CONGRESSIONAL MEDAL OF HONOR. He served as an instructor at the SEAL training command in Coronado and was the senior enlisted in SEAL team TWO in Little Creek, Va. in an operational platoon and as an instructor for SEAL Basic Indoctrination. In 1978 he deployed to the U.K. to serve two years with the Royal Marine British Special Boat Squadron in an exchange billet. Upon completion of his successful tour with the British, he returned to help establish and operate with SEAL Team SIX. In June 1982, Lieutenant Thornton received his commission as an Ensign. He completed Basic Office Diving and Salvage Training and immediately thereafter was assigned as the Officer-in-Charge of the Second Class Dive School at the Little Creek Amphibious Base. In January 1986, he reported to the USS EDENTON (ATS-1) as the First Lieutenant and Diving and Salvage Office for Combat Support Squadron Eight, at Little Creek. In April 1990, Lieutenant Thornton was Bravo Company Commander and coordinated a rapid response deployment in support of DESERT SHEILD/STORM. Thornton s personal decorations include: The Congressional Medal of Honor, Silver Star, (3) Bronze Star Medals with Combat V, Purple Heart, Meritorious Service Medal, (3) Navy Commendation Medals with Combat V, Navy Achievement Medal, The Combat Action Ribbon with Gold Star, The Vietnamese Service Medal with one Silver Star and Two Bronze Stars, and numerous awards and unit citations. 80th Annual FRA and 75th Annual LA FRA National Conventions Corpus Christi, Texas 7

15 Convention Speakers Master Chief Charles W. Bowen Master Chief of the Coast Guard Master Chief Charles W. Bowen was last assigned as the Officer in Charge of Coast Guard Station Marathon in 1978, his first duty station was to a patrol boat, the U.S. Coast Guard Cutter POINT SWIFT in Clearwater, Fla. From there he was assigned to Coast Guard Station Marathon in the Florida Keys just in time for the Mariel, Cuba boatlift in A subsequent assignment at Station Fort Pierce, Fla. was followed by another patrol boat, this time the newly commissioned U.S. Coast Guard Cutter FARALLON, out of Miami. From South Florida he traveled to the Mid-Atlantic seaboard to join the U.S. Coast Guard Cutter POINT ARENA as the Executive Petty Officer. Upon advancing to Chief Petty Officer he was assigned as the Officer in Charge of Station New Haven, Conn. in June Following a successful tour at New Haven, he was transferred to Station Sand Key in Clearwater Beach, Fla. in In 1997, it was back to the Northeast where he was assigned as the Officer in Charge of the U.S. Coast Guard Cutter POINT TURNER in Newport, R.I. until her decommissioning in April During May, 1998 he was assigned as the Officer in Charge of U.S. Coast Guard Cutter HAMMERHEAD, based in Woods Hole, Mass. and the first of the High Tech 87 foot Patrol Boats on the East Coast. From 1999 to 2001 Master Chief Bowen served as the District Seven Command Master Chief. In May 2002, Master Chief Bowen graduated with distinction from the United States Army Sergeants Major Academy. Upon graduation, he was awarded the prestigious, William G. Bainbridge Chair of Ethics Award. From June 2002 to June 2004 Master Chief Bowen served as the Command Master Chief of Headquarters Units. In addition to those duties, he also served as the Interim Master Chief Petty Officer of the Coast Guard from July 2002 through October His personal awards include four Meritorious Service Medals with O device, four Coast Guard Commendation Medals with O device, and three Coast Guard Achievement Medals with O device. Master Chief Bowen holds a Bachelor of Science Degree, Magna Cum Laude from Excelsior College and a Master of Business Administration Summa Cum Laude from Touro University International. CMDCM(SW) David R. Pennington Navy Reserve Force Master Chief David R. Pennington enlisted in the U.S. Navy in December 1976 following graduation from Jessamine County High School in Nicholasville, Kentucky.
