2 What Happened? During the 24 hours leading up to the flash flooding, two additional storm systems had moved through the area. The soil was saturated from the previous rainfall and therefore was unable to absorb much more rain, this caused most of the precipitation to run off into streams and low lying areas. The National Weather Service Spotters reported 6 inches of rain in less than three hours in Northern Cattaraugus County. Cattaraugus County Office of Emergency Services 2

8 Response August , 911 overrun with calls reporting rising water. August , 10,000+ utility customers in WNY were without power. Cattaraugus County Office of Emergency Services 8

9 Infrastructure The Village of Gowanda suffered major damage to its infrastructure. Damaged facilities included roads, water systems, the hospital and the village hall that housed the Clerks office, Treasurer s office, Village police and the Mayor s office. On the morning of Aug 10 th, Reports of major road and infrastructure damage all over the county were reaching the EOC. Cattaraugus County Office of Emergency Services 9

12 Hospital At approximately 02:00 hrs on Aug 10 th, the EOC was notified that Tri-County Hospital was experiencing flooding. The Incident Commander was notified that 75 ambulatory patients would need to be evacuated to other facilities. Cattaraugus County Office of Emergency Services 12

14 Meeting the Requirements The damage in the Village of Gowanda met the state threshold for a FEMA declaration by itself. Through the hard work and diligence of everyone involved, the official Cattaraugus County damages package was delivered to Washington within eight days of the initial flooding. Shortly after, the incident became FEMA-1857-DR Cattaraugus County Office of Emergency Services 14

16 Assistance Cattaraugus County s estimated damage assessment exceeds $36 Million. In the Village of Gowanda, the local impact exceeds $6,100 per capita. Cattaraugus County Office of Emergency Services 16

19 Tri-County Hospital Tri-County Hospital was one of two medical facilities in Cattaraugus County. Medical records were retrieved by HazMat due to mold and water damage. Cattaraugus County Office of Emergency Services 19

20 The Hospital Tri-County Hospital was condemned and closed shortly after the flood, leaving the 84,000 resident of the county with only one medical facility. On 27 April 2010 it was announced that FEMA had granted $18.5 Million to rebuild the facility. Currently, a site outside the flood zone is being prepared for new construction.
