1 Dear Industry Partners, Following the confirma1on of my appointment as Commissioner for the Department of Buildings this week, I want to again thank Mayor Rahm Emanuel and the City Council for the opportunity to serve this City as we work to support economic growth while keeping our city buildings safe. As part of the City's con1nuing effort to create efficiencies, the Department of Buildings is reviewing the permit process with an eye toward process improvements and enhanced communica1on between our department and the design professional community. Listed below are recent technical administra1ve decisions, effec1ve immediately, that may assist you in the permiing process as well as a reminder of the previous improvements sent via Constant Contact in June I greatly appreciate all the support I have received from within the Department of Buildings as well as our partners in the building community these past two months. Vision Panels in Class A Fire Doors
2 The Department of Buildings will allow vision panels in Class A Fire Doors according to the following regula1ons: 1.Class A fire doors mee1ng the requirements of Chicago Building Code Sec1ons may have an observa1on panel of fire rated glazing having an exposed area not exceeding 100 square inches. 2.The class A fire door and frame when installed shall bear a permanent label from an approved na1onal tes1ng agency or laboratory. 3.The vision panel for the fire door shall be installed at the factory where the fire door is fabricated. No field cuing of the door or field installa1on of a vision panel is permi\ed. 4.The fire protec1on rated glazing used in Class A doors shall conform to the following requirements: i. The fire protec1on glazing shall have the same fire ra1ng as the Class A fire door and shall be tested according to NFPA 257 (for tes1ng under posi1ve pressure) and NFPA 80. ii. The fire rated glazing shall bear a label or other iden1fica1on showing the name of the manufacturer, the test standard and fire protec1on ra1ng. Such label shall be issued by an approved agency and shall be permanently affixed to the glazing. Requirements for Drinking Fountains in Commercial Office Tenant Spaces The installa1on of drinking fountains during the build- out, altera1on or remodeling of commercial office building tenant spaces is not be required within these tenant spaces when a kitchen or kitchene\e which includes a kitchen sink and faucet is provided. The kitchen sink and faucet shall meet the handicapped accessibility requirements. A Supply of disposable drinking cups shall be permanently provided for all users who wish to obtain drinking water from the kitchen sink and faucet. Commercial Cooking Hoods
3 Type I and Type II factory built commercial cooking hoods which are tested and listed in accordance with U.L. 710 are accepted for use subject to the following: 5.The gauge of the commercial Type I hood shall be as required by Sec1on The gauge of the commercial Type II hood shall be as required by Sec1on Structural supports for the hood and grease duct shall be designed to carry all loads as required by Sec1on Type I hood system shall be designed and installed to automa1cally ac1vate the exhaust fan shall occur through an interlock with cooking appliances, by means of heat sensors or other approved means. 9.The minimum required exhaust airflow in Cubic Feet per Minute/ CFM's for all commercial exhaust hoods tested in accordance with U.L. 710 shall be set 20% higher than the requirements of UL 710 for the size of the hood. 10.Self- ven1ng commercial kitchen hoods tested in accordance with U.L. 710 (except Type II Hoods exempted under sec1on ) may only be approved for use on a case by case basis by the Commi\ee on Standards and Tests. Electrical Administra4ve Reliefs No Longer Required for a Building Permit The Department of Buildings will no longer require the following electrical Administra1ve Reliefs for the issuance of a building permit. 11.Special Switchboard Drawings (b) 12.Voltage Drop Coordina1on Study Emergency Generator Drawings Emergency Ligh1ng Drawings /277 Volt Maintenance Selec1ve Coordina1on Study (e) Approval for TRESPA Meteon Wall Cladding Panels
4 TRESPA Meteon is a high pressure laminate (HPL), rain- screen exterior wall cladding material. This material has an ASTM E- 84 Flame spread and smoke development of 5 and has passed ASTM- E that covers the use of TRESPA cladding over a one hour rated wall where the wall maintained its hourly ra1ng of one (1) hour. The Use of Polypropylene Plas4c as an Approved Piping Material for Hydronic Systems Polypropylene (PP- R) plas1c piping and polypropylene (PP- R) plas1c pipe fiings are approved for use for hydronic systems. The polypropylene pipping or fiings shall conform to the following standards: 17. ASTM F (Standard Specifica1on for pressure rated polypropylene (PP) piping systems. Refrigerants Allowed for Use in the City of Chicago The Refrigerants listed in Table Refrigerant Classifica1on, Amount and OEL of the current edi1on of the ICC/Interna1onal Mechanical Code are approved for use in the City of Chicago. Previous process improvements announced in June 2015 Cer4fied Plan Correc4ons Update Cer1fied Plan Correc1ons is a mandatory permit process that, aker one complete review is performed for each discipline in the scope of work, allows design professionals of record to assume responsibility for compliance with plan review correc1ons without addi1onal plan reviews. The design professional of record amends the plans to address all correc1ons and the revised plans are then uploaded to E- Plan for a final review. The permit applicant is issued a condi1onal building permit, subject to field inspec1on, upon approval of the final review and payment of the permit fee.
5 Please take note that the Department of Buildings now allows design professionals to cer4fy plan correc4ons for Fire and Structural correc4ons. More informa1on on Cer1fied Plan Correc1ons may be found here. Self- Cer4fica4on Program The Self- Cer1fica1on Program Rules and Regula1ons posted here are in full force and effect. Any proposed modifica1ons to these Rules and Regula1ons will be made available to the design professional community for review and comment. Please note that expediters may play a suppor1ng role in the processing of self- cer1fica1on applica1ons with the caveat that, at all 1mes, from submission to issuance, the approved self- cer1fica1on architect accepts complete responsibility for the en1re permit process and the applica1on is processed through the approved self- cer1fica1on architect's account. Permit Reinstatement A building permit is considered expired if construc1on has not begun within 6 months of the permit issue date or if there is more than 12 months of inac1vity aker construc1on has begun. A City Hall Building Department supervisor may now approve permit reinstatements. Reinstatements will be processed using the Easy Permit Process (EPP) as outlined below. 18.An EPP applica1on must be submi\ed to the Department of Buildings at City Hall Room A City Hall supervisor will contact a New Construc1on Supervising Inspector to verify if there are issues with the construc1on site or inspec1ons. 20.If reinstatement of a permit is approved by a supervisor then the following fees will apply: When there has been 6-12 months of no construc1on ac1vity on the permit, a fee of 25% of the original permit cost will be charged to extend a permit.
6 When there has been more than 1 year and less than 3 years of no construc1on ac1vity on the permit, a fee of 50% of the original permit cost will be charged to extend a permit. When there has been more than 3 years and less than 5 years of no construc1on ac1vity on the permit, a fee of 75% of the original permit cost will be charged to extend a permit. Permits with five or more years of no construc1on ac1vity must be reviewed and approved by the Department of Buildings Commissioner. If approved, the reinstatement permit fee will be 100% of the original permit fee. Permits for Yearly Backflow Tes4ng In the past, cross connec1on re- tests or backflow re- tests by licensed plumbing contractors have required a city "B" permit. "B" permits are no longer required to perform these types of re- tests. However, permits will con1nue to be required for any new cross connec1on or backflow systems and for any repairs. Please note that the re- tests must be completed by a licensed plumber and the results sent to the Water Department. If you have any ques1ons, please contact crossconnec1ons@cityofchicago.org.
