We need to work towards realising the 90b macro economic efficiencies. 8 What are the Access issues that can help us resolve the 90b goal? 1. Availability of regulated supply Regulation across EU resulting in inconsistent outcomes of the market reviews - especially for business connectivity. competitive supply is often over estimated and little attention is actually placed on real infrastructure competition. E.g. BT research shows that a great part of Germany is not subject to competitive supply yet the regulator has deemed Germany as a whole to be a relevant market where competition is vibrant above 150Mbs. That is not correct. 2. SLA / SLG are lacking & vary widely BT Connect. Networks that think 8
9 Standardising access is interesting but. reality is complex hybrids
10 Are standards relevant at all? Choice of the right blend of performance & value everywhere - is critical Technical & operational standards in Access are not currently a major barrier to BT or its customers Standards are only net positive if they promote rather than hinder this choice Risk that standards might drive incremental costs to comply & actually reduce competition/choice? Opportunity? We see vast differences in SLA/SLGs across the EU. Getting a high quality service on business grade terms and conditions can be as important as the service itself. A minimum set of contractual standards could be imposed at great benefit to European corporates and at very limited cost and disruption. Wholesale leased lines access services should have EU mandated minimum SLA/SLG/Delivery/Repair parameters. Ideally derived from an EU wide benchmark. BT Connect. Networks that think 10
