A Growing Movement Chief Judge of Fulton County Juvenile Court asks questions of girls in front of bench; Law making it a misdemeanor to pimp a minor is passed; and a Grassroots community coalition is formed Law making it a felony to pimp a minor is passed Angela s House opened and Rico Trials take place Present Juvenile Justice Fund received a multi-year federal grant Social action philanthropist in Atlanta funds A Future. Not A Past. through the Atlanta Women s Foundation GOCF forms the Georgia Care Connection & Task Force

About the Campaign A Future. Not A Past. A statewide campaign to stop the prostitution of adolescent girls in Georgia by building a barrier between our children and those who seek to harm them through commercial sexual exploitation. Main Focus DISABLING DEMAND The Barrier Built on research, prevention, intervention and education Less profitable for pimps More costly and embarrassing for buyers who seek out our children for sex

Supply & Demand Facilitators Buyers CSEC Victims

Understanding CSEC Commercial Sexual Exploitation of Children Sexual abuse accompanied by remuneration in cash or in kind to the child or a third person or persons Through coercion, abuse and imprisonment, adolescent girls are sexually exploited in Georgia each month online; on the streets; through escort services; and in major hotels. * Data courtesy of the Governor s Office for Children & Families

Adolescent Females Victimized by CSEC Georgia Trend Data, Current Georgia Data from August 2009 current courtesy of the Georgia Governor's Office for Children & Families

Quantifying Demand The Georgia Demand Study 7,200 men per month knowingly or unknowingly buy sex from adolescent girls in Georgia 10% are openly, actively and directly seeking an underage female Remaining 90% trying to remain willfully ignorant of the age Embedded study with escalated warnings 47% went through all three warnings

Community Action Faith-Based and other Civic groups Provide great support for all existing partners Build momentum because of their broad reach Support implementation of existing public policies Provide broad base from which to raise awareness

Public Policy: Legislative Initiatives The 2008 passage of Senate Resolution 445 paved the way for the Joint Commercial Exploitation of Minors Study Committee The 2009 passage of Senate Bill 69 ensures Georgia s mandatory child abuse reporters can report victims of sexual exploitation in all cases The 2010 Senate Bill 304. Despite not passing resulted in large community action and awareness The 2011 passage of House Bill 200 to increase support for child trafficking victims as well as increases accountability for traffickers while making training policies mandatory for law enforcement

How it works? The support of faith-based groups and other civic organizations can aid in faster systems change in protecting children from CSEC: Increase visibility of Community Support(e.g. lobby day) Increase Awareness in Communities Increase fundraising for victim services

Public & Private Partnership The Campaign works jointly with Governor s Office for Children & Families and other agencies, both in the public and private sector The Campaign, along with other agencies, are a part of the CSEC Task Force convened by the Governor s Office for Children & Families to serve 3 main areas: Prevention, Protection, & Prosecution All agencies working under the task force must sign standard Memorandum of Understanding (MOU) Evaluation efforts recently created using benchmark project to measure impact of services/training between 3 6 months

Campaign Accomplishments Commissioned groundbreaking research on both the Supply and Demand side Trained over 2,500 law enforcement officers throughout 51 counties across the state of Georgia Successfully helped to lobby for passage of legislative bills to protect our children by strengthening laws, protecting funding, and providing services for victims Educated and trained countless mandatory reporters, elected officials, and various community members on the issue by galvanizing a grassroots movement across the state Created the first of it s kind billboard campaign to educate the community regarding the demand side
