1 Lawyers Club Human Trafficking Training Presenter Biographies Crystal Anthony: Mrs. Anthony is a Clinical Social Worker for the County of Orange and provides expert training on human trafficking, and trauma specific treatment for individual and group prevention and intervention for youth in juvenile detention facilities. Ms. Anthony was previously the Program Coordinator for North County Lifeline s Project LIFE program their Human Trafficking Program. Mrs. Anthony has her Masters in Social Work from the University of Southern California and Bachelors in Political Science with a minor in Global Studies from California State University San Marcos. Mrs. Anthony developed North County Lifeline s program for current victims and survivors of human trafficking to serve both domestic and international victims. Mrs. Anthony established collaborative relationships amongst law enforcement and federal agencies, community and other service providers to provide the best level of care throughout San Diego. Mrs. Anthony s efforts to combat human trafficking were recently recognized and the agency was awarded the FBI Director s Community Leadership Award for the collaborative work she has done in providing 24/7 on-call services to local and federal law enforcement for emergency cases involving victims of Human Trafficking, and providing long term intensive case management and counseling services. Mrs. Anthony provides training and community awareness for Human Trafficking and has implemented the first ongoing groups at Juvenile Detention facility to provide groups for adolescent girls that are at risk or have been involved with Human Trafficking as well as for young men in probation schools to prevent the exploitation of young boys and girls. Mary-Ellen Barrett: Ms. Barrett is a San Diego County Deputy District Attorney and has been for 25 years, prosecuting a variety of cases from theft to murder. Ms. Barrett prosecutes human traffickers, rapists, and sexually violent predators in her office s Sex Crimes and Human Trafficking Division. She is the Human Trafficking Team Leader and is currently assigned to the newly formed violent Human Trafficking Task Force as well as the FBI s Innocence Lost Task Force. As part of her duties, she provides 24 hour on call support to law enforcement in the field. Ms. Barrett lectures on the issue of Human Trafficking to civic and community groups as well as law enforcement and fellow prosecutors. Ms. Barrett is vice chair of the San Diego County Regional Human Trafficking and Criminal Sexual Exploitation of Children Advisory Board which is responsible for developing best practice protocols to effectively combat Human Trafficking. She was recently given an Angel of Trafficking Award by the Bilateral Safety Corridor Coalition, a group dedicated to ending Human Trafficking. Hon. Carolyn M. Caietti: The Honorable Judge Caietti is currently the Presiding Judge of the Juvenile Division of the San Diego Superior Court. She has served as a judge in San Diego since Judge Caietti has been assigned to the Juvenile Court since Prior to that time, she was assigned to the Criminal Court. Judge Caietti is a member of numerous organizations, including the Juvenile Court Judges of California Association, the Family & Juvenile Law Advisory Committee and the California Judges Association. She has also has broad experience speaking to high school students and their parents about the juvenile justice system and
2 opportunities for San Diego s youth. Judge Caietti created an innovative program that brings hundreds of juvenile probationers and their families to an all-day event at San Diego City College. This effort, named Passport to Life, helps connect juveniles with college along with other services. Judge Caietti is also helping to heighten the level of civics education in our county in a program called Power of Democracy. Hon. David J. Danielsen: The Honorable Judge Danielsen is currently the Presiding Judge of the San Diego Superior Court. He has served as a judge in San Diego since Over this time, he has been the Assistant Presiding Judge for two years and the Criminal Supervising Judge for three years. He was assigned as a Felony Settlement Judge a total of seven years. He also has had broad experience in the court doing Criminal and Civil Trials and Calendars. Judge Danielsen was elected President of the California Judges Association for and was a member of the Executive Board for 5 years. A frequent presenter for judicial education statewide, he currently speaks often on Realignment, Evidence Based Practices, Proposition 47, Felony Sentencing, Plea Bargaining and Three Strikes Amendments. Hon. William S. Dato: The Honorable Judge Dato was appointed to the San Diego Superior Court in October He is currently the supervising judge for the court s North County branch and presides in both adult and juvenile drug court. Previously he handled civil, criminal and family law assignments as well as serving for five years on the court s appellate division. Before his appointment, Judge Dato was a certified appellate law specialist in private practice and worked as an appellate court staff attorney with Justice Howard B. Wiener of the California Court of Appeal, Associate Justice Mathew O. Tobriner of the California Supreme Court, and Chief Justice Rose E. Bird of the California Supreme Court. Shannon M. Going: Ms. Going is the Attorney Director of Casa Cornelia Law Center s (CCLC) Human Trafficking Program. CCLC has over 20 years experience providing legal services to indigent immigrant survivors of civil and human rights abuses. As the Human Trafficking Program Director, Ms. Going represents immigrants in both defensive and affirmative applications for U and T nonimmigrant status based on labor trafficking and exploitation. Prior to joining CCLC, Ms. Going served in California Rural Legal Assistance Foundation s Sacramento office as the Immigration Project Director and Staff Attorney for the Labor and Civil Rights Litigation Project. Ms. Going has experience in family-based immigration petitions, obtaining nonimmigrant status for qualifying victims of crime, and state and federal employment litigation with a focus on class actions on behalf of low-wage workers. Hon. Aaron J. Katz: The Honorable Judge Katz was appointed to the San Diego Superior Court in April He is currently assigned to the juvenile branch. He previously was supervising judge for the court s North County branch. Judge Katz is a member of the California Judges Association, the San Diego County Judges Association, as well as other organizations, and he has lectured on numerous topics, including ethics and trial strategy. In 2001, before taking the bench, Judge Katz served as President of the San Diego County Bar Association.
3 Maryann D Addezio Kotler: Ms. Kotler is an Assistant Supervising Attorney at the Office of the Primary Public Defender County of San Diego, Juvenile Delinquency Branch. Ms. Kotler received her law degree from the University of San Diego School of Law in 1991 and her Bachelor of Arts from St. Bonaventure University in Ms. Kotler worked at the Los Angeles Public Defender s Office from 1991 to 1993 and has been at the San Diego County Office of the Primary Public Defender since During her time in that office, Ms. Kotler was previously assigned to the Central Misdemeanor Unit, Vista Misdemeanors, Downtown Felony Unit. Ms. Kotler has been assigned to the Juvenile Delinquency Unit for the past eighteen years. Ms. Kotler represents her office on the San Diego County Human Trafficking Task Force Jamie D. Quient: Ms. Quient is an attorney at Procopio, Cory, Hargreaves & Savitch practicing in the area of civil litigation with a focus on insurance recovery and intellectual property litigation. Prior to joining Procopio, Ms. Quient was a judicial law clerk to the Honorable Michael M. Anello in the United States District Court for the Southern District of California. She graduated from the University of San Diego School of Law in Ms. Quient is a member of the Lawyers Club of San Diego Board of Directors and is the founder and Chair of the Lawyers Club of San Diego Human Trafficking Task Force. In this role, she is leading San Diego s legal community in the fight against human trafficking and engaging the broader community in this fight. Ms. Quient has also represented several human trafficking survivors pro bono including assisting a labor trafficking survivor with applying for a T Visa and assisting a sex trafficking survivor with resolving lingering criminal charges which were related to her victimization. In November 2014, Ms. Quient received a commendation from the City of San Diego Human Relations Commission for her work as the Chair of the Human Trafficking Task Force and her pro bono work on behalf of human trafficking survivors. Alessandra Serano: Ms. Serano is an Assistant United States Attorney in the General Crimes Section, Criminal Division in the Southern District of California and has been since June Since July 2010, she has served as the Office s Project Safe Childhood Coordinator responsible for the coordination of investigations and prosecutions of all federal child exploitation offenses charged in this District, including child pornography, child prostitution and other sexual exploitation offenses. Previously, she was assigned to the Counter-terrorism Section in the General Crimes Section which focused on immigration, false statements and false document offenses as well as material support cases and investigations. She has tried over 35 federal felony jury trials while employed at the U.S. Attorney s Office and argued over a dozen appeals before the Ninth Circuit. Prior to joining the United States Attorney s Office, she was an associate at Howrey, Simon, Arnold and White in Los Angeles from October 1999 to June 2003, where she was assigned to the Global Litigation Section and focused her practice on labor and employment matters, white collar criminal defense, insurance recovery matters and general civil litigation work. Ms. Serano graduated magna cum laude from the University of Miami School of Law in Prior to going to law school, she was a Deputy Probation Officer in Riverside County, CA in She received her BA in Political Science/Law & Society from the
4 University of California, Riverside in In October 2012, she received the United States Attorney General s Award for outstanding community partnership to promote public safety. In June 2013, she received the Top Prosecutor award from Women in Federal Law Enforcement. In September, 2013, she received the Federal Bar Association s Hon. Sarah T. Hughes Civil Rights Award. In October 2014, her team received the California Narcotic Officers Association Narcotic Team of the Year for the work they did for the Black Mob RICO case. In January 2015, she received an Angels in Trafficking Award from the Bilateral Safety Corridor Coalition for her work in helping trafficking survivors. In April 2015, she and her team received a Meritorious Service Award from the San Diego County Sheriff s Department for their work on Operation Stolen Souls, an investigation into an organization in East County that was trafficking minors primarily from East County. Meghan O Ryan Spieker: Ms. Spieker is a member of the Lawyers Club Human Trafficking Task Force and co-chair of its Community Education Committee. She practiced as a business litigator for over fifteen years at two major national firms, Shearman & Sterling and Cooley LLP. While in private practice, Ms. Spieker represented public companies and their officers and directors in complex commercial litigation, including federal securities fraud class actions and derivative actions. She was appointed to Cooley s San Diego Pro Bono Committee after demonstrating sustained commitment to pro bono service. Ms. Spieker has been a member of the ABA Section of Litigation s Human Trafficking Task Force and was instrumental in organizing the American Bar Association s 2013 Regional Conference on Human Trafficking, hosted at University of San Diego under the auspices of the ABA s Section of Litigation. She has also represented a human trafficking survivor pro bono to resolve outstanding warrants related to her victimization and corresponding criminal charges. Ms. Spieker received her undergraduate degree from UC Berkeley and her law degree, cum laude, from Georgetown Law. Summer Stephan: Ms. Stephan is Chief Deputy District Attorney for San Diego County. She received her Bachelor of Arts Degree from the University of California, at Davis, and her Juris Doctor from Pacific McGeorge School of Law. She has been a Deputy District Attorney in San Diego County for 25 years, and was a San Diego Superior Court Research Attorney before joining the DA s office. As a trial prosecutor, she tried over 100 jury trials including capital and special circumstance homicide, sexually based homicide, sexual assault, sexual exploitation of minors, child abuse, school shooting and human trafficking related cases. Ms. Stephan held several leadership positions at the District Attorney s Office including her appointment as Chief of the Sex Crimes and Human Trafficking Division; this special victims division is responsible for prosecuting sex crimes, child molestation, sexually violent predators, sexual exploitation, human trafficking, and stalking cases. Ms. Stephan also held the position of Chief of the North County Branch which serves a third of San Diego County s population for five years. In January of 2012, the District Attorney Bonnie Dumanis appointed Ms. Stephan as Chief Deputy District Attorney. Ms. Stephan was selected as one of only two prosecutors in the State of California on the Governor s Task Force for High Risk Sex Offenders and Sexually Violent Predators. She has served as an expert witness before the California State Legislature on legislation related to
5 sex crimes, and other public safety topics. She serves on the County s Human Trafficking and Commercial Sexual Exploitation of Children Advisory Council as chair of the prosecution committee, the Lawyers Club Human Trafficking task force, and several organizations focused on combating human trafficking. Ms. Stephan also spearheaded the PRICE Coalition which brought together law enforcement, colleges and universities, San Diego area high schools, victim advocates and other community groups and created an educational media campaign targeting sexual violence against teen girls and college women with the slogan: Know the Price. Ms. Stephan was the recipient of several awards including the Deputy District Attorneys Association Outstanding Achievement Award for The Deputy District Attorneys Association also awarded Ms. Stephan with the Chuck Nickel Award for professional excellence for 2008 in recognition of Ms. Stephan s statewide contribution to public safety in the area of sex crimes. Ms. Stephan also received the San Diego Police Department s Prosecutor s award for homicide prosecution, the Sexual Assault Response Team award for Response with a Heart, the FBI commendation for prosecution of an auto theft organized crime ring, the 2008 Mayor s award for helping to improve public safety in the City of Oceanside, the 2013 Angel of anti-human trafficking by the BSCC for 10 years of dedication in combatting human trafficking, the 2014 City of San Diego Human Relations Commission Partner award for collaboration to promote positive change in the community with a special commendation by San Diego s Mayor and Council President. Marisa Ugarte: Ms. Ugarte is the Executive Director of the Bilateral Safety Corridor Coalition. In this role, she brings more than 20 years of experience in advocacy for exploited men, women and children, and in assisting and at-risk youth. With a Masters degree (equivalent) in social work and psychology, Ms. Ugarte spent three years developing social services programs in Tijuana, Mexico. Ms. Ugarte is founder of the Binational Crisis Line in Tijuana, as well as the Domestic Violence Crisis Center for the Sistema Nacional para el Desarollo Integral de la Familia, Tijuana (DIF Tijuana). Ms. Ugarte continues to be an advisor to DIF and to the Civil Protection and Disaster Crisis Prevention Program in Mexico. In the United States, Ms. Ugarte convenes an annual anti-trafficking conference in San Diego, and is an active speaker at conferences nationwide and internationally of human trafficking and the commercial sexual exploitation of women and children. Her public speaking engagements have included: The Artesana (Successful Coalition Building), Texas; the Millennium Conference, and the International Institute (Restructuring the Justice System in Mexico). Ms. Ugarte has also taught at the University of California, San Diego; the University of San Diego, and a Masters degreelevel module of classes for Crisis Intervention at the University of Xochicalco, Mexico. Ms. Ugarte is an alumnus of the San Francisco College for Women/USD; and Dun Barton University, Washington, D.C
