Gives (legal) advice about what to ask and what not to ask in tenders: In order to get open standards Create a level playing field for open and closed software 'Tender of the Month' to create a spotlight for well executed tenders Booklet and website with generic texts for tendering (aimed at open standards and open source software) Advice on how to check claims by vendors about openness Procurement, ICT and the business!

25 Marketing & Communication Decision makers are a key succes factor. How can we reach them at their level? Elephants do 'it' with elephants: ambassador (former town clerk of city of Amsterdam) Tell them an organizational/emotional story instead of a technical one

26 Marketing & Communication Other target groups are: Policy advisors ICT-managers/ICT employees Journalists Activists/lobbyists/bloggers Let them co-create, give input for products, tell collegues from other organizations about their best practices. Organise a basic marcom infrastructure with meetings, seminars, a portal, a wiki, distribution channels from third parties.
