1 SPECIFICATIONS FOR JANITORIAL SERVICES FOR THE DEMPSTER FIRE TRAINING CENTER AND THE TRENTON-MERCER AIRPORT INTENT Mercer County requests bids for janitorial services for the Dempster Training Center and the Trenton-Mercer Airport for a period of two years. Mercer County reserves the right to award separate contracts for each facility. Prospective bidders are highly encouraged to visit each site. All Contractor s employees shall wear a Dickies-type or equivalent Dark Blue Uniform Shirt and Trousers and identification badge. Contractor s employees are required to sign in and out of each facility on a sheet provided by the County. Contractors shall provide a criminal background check on all employees. Please refer to the requirements referenced for each facility. Contract shall commence November 16, BONDING OF EMPLOYEES All employees employed by the Contractor at County facilities are required to be bonded. Bonding shall be in the amount of $25,000. The Bonding Company shall be authorized to do business in the State of New Jersey. Any and all fees for the Bonding of ALL Contractor s employees at County facilities are the responsibility of the Contractor. SPECIFICATIONS FOR DEMPSTER FIRE SERVICE TRAINING CENTER 350 LAWRENCE STATION ROAD LAWRENCEVILLE, NJ CONTACT PERSON: JOHN NEWBON, SR. (609) GENERAL CONDITIONS Mercer County is requesting a monthly bid for the daily cleaning services as outlined in the specifications that follow and in addition, provide an hourly rate for special weekend cleaning when classrooms are used. The area to be cleaned at Dempster Fire Service Center is approximately 32,000 square feet. Contact John Newbon, Sr. to schedule a site visit at (609) The Contractor shall be responsible for all equipment, supplies, trash bags and paper products, i.e. including but not limited to toilet paper and paper towels required to properly maintain the facility. The County of Mercer shall not be liable or responsible in any way for the loss of equipment stored in any County Facility. Contractor(s) shall comply with the County of Mercer s Recycling Ordinance and shall contact the Mercer County Improvement Authority at with any questions. Such recyclables shall be source separated and shall not be comingled with other solid waste.

2 Cleaning services shall commence at 10:30 PM, five days a week excluding the County designated holidays. A minimum of four (4) hours per shift is required. THE FOLLOWING ARE DESIGNATED COUNTY HOLIDAYS: New Years Day Labor Day Martin Luther King's Day Columbus Day Lincoln's Birthday General Election Day Washington's Birthday Veteran's Day Good Friday Thanksgiving Day Memorial Day Day after Thanksgiving Independence Day Christmas Day DAILY MAINTENANCE PROVIDED FIVE (5) NIGHTS PER WEEK, EXCEPT ON HOLIDAYS OBSERVED BY MERCER COUNTY The following are specific items that must be provided on a regular basis. It is the intent that this facility shall be maintained in a clean state on a daily basis. Occasionally the classrooms are utilized on Saturdays and Sundays and cleaning would be required on Saturday and Sunday evenings on an hourly rate basis. Please include an hourly rate for Saturday and Sunday evening s cleaning services in your bid. SPECIAL NOTE: Contractor shall utilize a high efficiency triple filter vacuum cleaner on carpeting in this facility. Spot clean spills on carpet when necessary. VESTIBULES (4): Remove finger marks from public doors and wall surfaces. Sweep and wet mop tile entrance areas paying attention to door jams. Dust all areas within hand reach, including windowsills, wall ledges, baseboards, heating vents, and pictures. Vacuum all carpeted areas per above. Dust statue of Mr. Dempster. Remove finger marks where possible from painted walls, partitions, doors, and interior windows. Vacuum and wet mop steps. Damp wipe banisters. Empty smoking urns outside all exterior doors. Empty all trash receptacles (including all recycling items). Only replace plastic liners if they are torn or soiled. Transport collected trash to designated area for removal. NOTE: ALL MATERIALS MUST BE DISPOSED OF IN THE APPROPRIATE MANNER I.E. NO BAGS IN THE CARDBOARD, GLASS/ALUMINUM OR PAPER RECYCLE CONTAINERS. OFFICE AREAS:

3 Clean all doors, inside and out. Empty wastebaskets and other trash receptacles (including all recycling items). Only replace plastic liners if they are torn or soiled. Transport collected trash to designated area for removal. NOTE: ALL MATERIALS MUST BE DISPOSED OF IN THE APPROPRIATE MANNER I.E. NO BAGS IN THE CARDBOARD, GLASS/ALUMINUM OR PAPER RECYCLE CONTAINERS. Dust all areas within hand reach, including window sills, wall ledges, chairs, desks, tables, baseboards, file cabinets, heating vents, pictures, and all manner of office furniture. Damp wipe all glass top desks and tables that are clear. Remove finger marks where possible from painted walls, partitions, doors, and interior windows. Wash all water fountains and coolers, emptying excess water as necessary. Vacuum all carpeted areas per above. Return furniture to original position. Remove all soil marks from laminate desks that are clear. Spot clean other desks. Clean and polish all bright metal. Special attention will be given to Conference Rooms nightly. ELEVATORS: Polish all bright work. Vacuum floor. Remove finger marks from walls KITCHEN AND PANTRY: Empty and dust wipe all trash receptacles, changing bags nightly. Wash kitchen tables. Disinfect all counters, cabinet doors, exterior of refrigerator, and microwave. Damp wipe spillage on furniture Polish bright ware. Dust all ledges and sills. Sweep and wet mop floor with disinfectant. Damp wipe stove. SNACK AND VENDING AREA: Empty and dust wipe all trash receptacles, changing bags nightly. Wash tables. Disinfect all counters, cabinet doors, exterior of microwave, and vending machines. Damp wipe spillage on furniture. Polish bright ware.

4 Dust all ledges and sills. Vacuum all carpeted areas per above. Sweep and wet mop floor with disinfectant. Return furniture to original position. CLASSROOMS: Empty wastebaskets and other trash receptacles (including all recycling items). Only replace plastic liners if they are torn or soiled. Transport collected trash to designated area for removal. NOTE: ALL MATERIALS MUST BE DISPOSED OF IN THE APPROPRIATE MANNER I.E. NO BAGS IN THE CARDBOARD, GLASS/ALUMINUM OR PAPER RECYCLE CONTAINERS. Wash all chalkboards and erase all white boards. AUDITORIUM AND STAGE: Empty wastebaskets and other trash receptacles (including all recycling items). Only replace plastic liners if they are torn or soiled. Transport collected trash to designated area for removal. NOTE: ALL MATERIALS MUST BE DISPOSED OF IN THE APPROPRIATE MANNER I.E. NO BAGS IN THE CARDBOARD, GLASS/ALUMINUM OR PAPER RECYCLE CONTAINERS. Raise all seats and removing loose debris from under of seats as well as any gum etc. from underside of seats themselves. Vacuum all carpeted areas per above. Vacuum stage, per above, and damp mop steps. 911 AREAS: Empty large trash receptacles (including all recycling items). Only replace plastic liners if they are torn or soiled. Transport collected trash to designated area for removal. NOTE: ALL MATERIALS MUST BE DISPOSED OF IN THE APPROPRIATE MANNER I.E. NO BAGS IN THE CARDBOARD, GLASS/ALUMINUM OR PAPER RECYCLE CONTAINERS Dust all areas within hand reach, including window sills, wall ledges, chairs, desks, tables, baseboards, file cabinets, heating vents, pictures, and all manner of furniture as directed by the supervisor on duty. Wash the water fountains and coolers.

Remove finger marks from all windows. Sweep and wet mop tile entrance areas paying attention to door jams. Sweep and wet mop the raised flooring in the room adjacent to the communications room. Please note cleaning should be done quietly as not to disrupt any emergency dispatches that may be in progress. Vacuum carpeted entrance from hallway per above. HALLS & INTERIOR STAIRWELLS: Dust and wet mop all ceramic and vinyl tile floors. Vacuum all carpeted floors per above. Remove finger marks where possible from painted walls, partitions, and doors. Remove finger marks from public doors and wall surfaces. Remove finger marks from all windows. LAVATORIES (INCLUDING CONTROL BUILDING-LOCATED BY FLAG POLES): Wash all water fountains and coolers, emptying excess water as necessary. Vacuum all mats. Dust all areas within hand reach, including windowsills, wall ledges, baseboards, and pictures. Remove all trash, replacing bags nightly. Clean, disinfect, and deodorize all lavatory fixtures, counter tops, and bright work. Refill all towel, tissue, and soap dispensers. Wash and dry all mirrors. Polish all stainless steel dispensers and receptacles. Empty paper towel and sanitary napkin disposal receptacles and remove to designated area. Damp wipe exterior of waste cans and dispensing units. Sweep and wash floors. Dust all sills, partitions, and ledges. CONTROL BUILDING (1ST AND 2 ND FLOORS): Empty wastebaskets and other trash receptacles (including all recycling items). Only replace plastic liners if they are torn or soiled. Transport collected trash to designated area for removal. NOTE: ALL MATERIALS

Semi Annually Wash interior of waste cans and Monthly sanitary disposal containers. Deep scrub ceramic tile floor. June & December Dust all lockers. Monthly Power wash showers. June & December Steam Clean all Tile and Grout June & December KITCHEN: Strip, seal, and wax vinyl tile. June & December High - speed burnish. June & December Buff vinyl tile floors. June & December Empty and clean all refrigerators: June & December (Throwing away any unmarked condiments or unopened drinks) Clean inside microwaves. Weekly Defrost refrigerator. June & December Thoroughly clean ovens. June & December Clean exterior of range hood. June & December SNACK AND VENDING AREAS: Strip and wax floor. June & December Clean inside microwaves. Weekly HIGH DUSTING High dust all walls, ledges, pictures, and registers of Monthly public areas not reached in normal nightly cleaning. LIGHTS:

Nightly MISCELLANEOUS: Polish kick plates. Monthly Polish push plates. Nightly Damp wipe railing. Nightly Spot Clean carpet stains when they occur Nightly AUDITORIUM: Shampoo chairs. 8 SPECIFICATIONS FOR THE TRENTON-MERCER AIRPORT 1100 TERMINAL CIRCLE SUITE 301 WEST TRENTON, NEW JERSEY CONTACT PERSON: DONALD KINTZEL (609) WEEKEND & MERCER COUNTY HOLIDAY MAINTENANCE Trenton-Mercer Airport requires Janitorial Services to be performed Saturday, Sunday, Mercer County designated Holidays and on an on-call basis in the event that the Airport Maintenance Staff is not available, due to sickness, vacation, etc. The area to be cleaned at Trenton-Mercer Airport is approximately 9,337 square feet. The employees will be required to be on-site during the entire times listed below. Employees shall wear a Dickies-type or equivalent Dark Blue Uniform Shirt and Trousers when performing Janitorial Duties. Prior to employment, the person(s) are required to pass a Criminal Background Check. The company employing the person(s) is required to pay for each Employee's Security Identification Display Area Badge (Badge required to enter Sterile Area) and the finger printing processing fee. A Transportation Security Administration Background Check is required and must be

9 cleared before any work can commence. The airport will supply all cleaning products, supplies and equipment. Contractor employees shall follow all PEOSHA/OSHA safety procedures and especially display caution wet floor signs when performing moping or cleaning that creates slippery floors or conditions.
