Public Key Infrastructure How it relates to the FICAM PKI automates trust decision-making Enables applications and systems to electronically trust digital identities for individuals and devices Confidentiality, Integrity, Authenticity, Non-repudiation Three types of authentication mechanisms» PKI-AUTH Contact only, PIN required» PKI-CAK Contact or contactless, no PIN required» Content signatures (CHUID, biometrics) To be trusted for authentication, certificates must be fully validated back to a trusted root certification authority FICAM guidelines recommend leveraging PKI components on PIV/PIV-I credentials Network, physical, and application access control systems can all use these mechanisms PKI Infrastructure Building local infrastructure where there is none today Outbound Internet connectivity Involve agency s IT management early Provide clear documentation of all ports, protocol, and bandwidth usage Readers and controllers that can perform PKI operations Federated PACS: Performing PKI, verifying card authenticity, then sending clear-text Wiegand to panel is unacceptable Federated PACS: Message to panels must come from secure side of the door Secure communications between controller and panel Panels must use FIPS Security Level 1 cryptographic module Reader must use FIPS Security Level 2 cryptographic module 9

10 Caching Status Proxy Domain/network login process is expected to take several seconds to complete Full authentication and full path discovery and validation (PDVAL) is performed each time Physical access is expected to take milliseconds Impractical to perform PDVAL during each access attempt CRLs are updated every 18 hours (usually) Leverage this by performing PDVAL only once per CRL update Store PDVAL result (pass/fail) and update credential status in PACS Credential status immediately flows to controller Credential status is known prior to access Good for 18 hours Solves online/offline issues Challenges in Supporting PKI Overcoming cyber-security concerns M11-11 requires Agency A to be able to trust Agency B s credentials PKI databases are public (FPKI) Outbound access to the Internet required Locally-managed copies of FPKI repositories are laborintensive and usually not correctly done Software that aggregates FPKI repositories is complex and can be expensive (CoreStreet, Axway) Most frequent PDVAL problems Firewall / connectivity problems (~50%) Improper configuration (~20%) Local computer s certificate store not up-to-date (~20%) Revoked certificates (~5%) Other (~5%) 10

14 Are Biometrics Accurate Enough Know your application It s a matter of knowing how and what to do Biometrics is not meant to entirely replace the existing methods of identification, but to build on them in order to strengthen and enhance security benefits. Use technology that fits your environment New Fingerprint Scanner technology New lower cost Iris technology Biometrics is a unique approach to identity management that offers user convenience, increased security, cost-effective provisioning and a non-repudiated, compliant audit trail for the system operator. Traditional credentials or specialized knowledge tokens or passwords cannot guarantee that the person using the system is the authorized individual. In addition, these forms of identification can be frustrating for users and expensive for system operators.
