3 Abstract Study on Weber State University Parking: Parking & Shuttle Buses Prepared by: Brian Collier, Robert Eckel, Steven Harkness, Rhiannon Hartvigsen and Benjamin Smart In February of 2012, English 3100-Group 5, started a study that focused on how to improve parking services at Weber State University. Problems with parking services started to increase in 2008 with a reduction of shuttle buses and operating routes Weber State also increased the cost of parking passes. The purpose of this report is to inform university students and parking administration of the current parking challenges and possible solutions. Solutions include a schedule of parking lot capacity and days/times when vacancies appear; a list of alternative ways to get around campus; increasing the amount of running shuttles; improved accessibility to parking pass deadlines. Implementing the suggested solutions would alleviate parking congestion, improve parking accessibility and provide students with affordable alternatives to parking passes. 5 Introduction We have all experienced parking at Weber State University and know how complicated the subject is. When the economy dropped back in 2008, WSU stopped running almost all of the shuttle busses and cut down the routes to save money. Also, the cost for parking passes has increased. We want to see what can be done to better help students with making it to class ontime. We hope to inform the university students and administration of the current parking challenges faced on a daily basis, and lead to possible solutions. Problem Background Over the past few years the number of enrolled students at WSU has increased. WSU reports that there are just over 25,000 enrolled students. With the increase in students, that means an increase in parking. WSU is a commuter school which means most students drive to campus and parking has become a mess. Most of the larger lots are used for A pass parking passes that are difficult to obtain unless you are a senior student or a faculty member. (See figure 1) In addition WSU used to run a few shuttle busses that drove all over campus, but the school has now cut down to smaller busses and only two stops. A few years back students only had to wait about 15 minutes for a shuttle bus. Students now wait up to 45 minutes to get on a shuttle bus. Students also used to be able to park at the Dee Event Center for free but the school has recently started requiring a W pass for those parking spaces. Because of the parking situation, many students find themselves late for classes because they either can t find a parking space or they have to wait for the shuttle busses. 6 Methodology Our group conducted an online survey that asked questions regarding parking services at Weber State University. The questions included information about arrival times, departure times, year in school, attendance days, parking passes, Dee events center information, and comments from survey participants. In addition to getting local opinion concerning WSU s parking services, we have researched other studies that have been done on parking and concerns from other campuses. The two we outline here are studies done by Virginia Tech and University of Victoria. By looking at their studies, we can better analyze how Weber State s situation compares to other large Universities and what can be done to improve parking services. Survey Results Our project group conducted a survey of faculty and students at WSU; the pie chart in figure 2 illustrates the percentage of each group that responded. Out of the individuals surveyed 77.8% marked Thursday as the highest date of attendance with another 70.4% marking Monday, Tuesday, and Wednesday. The early morning hours were marked as the highest traffic times with 81.5% stating that they arrive at school between 7-10 am as seen in figure 3. Internet cameras to let people see how full the lots are. Parking Garage- More Parking spaces Have parking for carpool personnel, to promote carpooling and less cars. They need to fix the amount of W passes given out or allow free parking at Dee Events without a pass. Build a multi layered parking structure on some of the w lots. More parking spaces! Parking is impossible if you arrive after 9 am. I have missed classes before in an attempt to find a space after arriving an hour early on my late days. There are many more suggestions, but most of the students suggested that WSU limit the amount of W passes sold and investigate multilevel parking structures. Parking in the early morning hours is extremely difficult and requires most students to arrive at class with 30 minutes to an hour early in order to find parking. 8 Research Results Two previous studies were reviewed for this report. One study was performed in 2006 at Virginia Tech, and the other in 2008 at University of Victoria. While both universities are significantly larger than Weber State, many similarities can be drawn. The study at Virginia Tech evaluated the effectiveness of three types of electronic access control systems. These systems consisted of a magnetic stripe card reader, a keypad, and a wireless reader called the Automatic Vehicle Identifier (AVI). Before trying these systems, Virginia Tech had a parking system similar to Weber State s. Most university parking lots have no type of access control. Virginia Tech Parking Services has parking control officers that issue tickets when a parked vehicle does not have the correct parking permit for the occupied lot. Despite a large parking patrol officer presence, Virginia Tech has a high violation rate, with 52% of the parking revenue coming from parking fines (VT p10). The following list consists of the most noteworthy findings in the Virginia Tech paper applicable to Weber State. Faculty & Staff Parking Lot: o Effective max capacity from 10:30 a.m. through 3:00 p.m. (VT p19-20) o Average duration of stay is 4 hours and 45 minutes (VT p24) o Max arrival rate of 30 vehicles/15 minutes (VT p6) Graduate and Commuter Student Parking Lot: o Effective full capacity from 9:00 a.m. through 4:00 p.m (VT p32) o 20% of vehicles stay less than 30 minutes (VT p7) o Max arrival rate of 137 vehicles/15 minutes (VT p7) Comparison of three access control systems: o Magnetic Card Reader System Average Service Time of 17 seconds (VT p34) Multiple swipes required 30% of the time (VT p23) Slowest of 3 systems Low cost (VT p14) o Digital Keypad Average Service Time 14 seconds (VT p34) Similar in advantages and disadvantages with Magnetic Cards (VT p14) Slightly faster than Cards o AVI System Average Service Time of 7 seconds (VT p34) Faster than slowest system by over 2x Reliable technology with no moving parts (VT p15) Conclusion o Due to max arrival rate in student lot, only AVI system could meet demand (VT p51) Project Group-5 Page 7

9 The University of Victoria study examined potential growth scenarios over 10 years and offered recommendations on how to effectively plan to meet parking demands. This study has many ideas on Transportation Demand Management (TDM) that may be applied effectively at Weber State. The following list consists of the most noteworthy findings in the University of Victoria paper that can be applicable to Weber State University in determining parking enhancements. Current Scenario: o Largest and most popular parking lots are approaching or exceeding effectively full conditions during the mid-day period, with mid-morning and mid-afternoon periods not much lower (UV p ES-10) o 0.18 Parking Supply / Population Ratio (UV p59) Recommendations to accommodate growth: o Long-term: Add 800 spaces by building a parking structure within 5 to 10 years (UV p73) Monitor growth on year-to-year basis. Implement enhanced TDM measures as needed. (UV p73) If high growth is experienced or TDM is ineffective, plan on adding up to 1,440 additional spaces within 20 years. (UV p73) o Short-term: Classify more parking spaces as General, and fewer spaces as Reserved (UV p74) Enhance way-finding signs to encourage drivers to use more remote parking lots (UV p74) Implement TDM measures than encourage shifts in travel behavior away from single occupant vehicle (UV p74) Cost of Providing Parking (UV p62) o Surface Parking $10,000 per space o Structure Parking $40,000 per space o Underground Parking $45,000 per space The TDM measures mentioned in this study may be effective in improving the parking situation at Weber State. The ideas are summarized in an attached table in Appendix C, which was taken from the University of Victoria study (UV p ES-13). Project Group-5 Page 8

10 Conclusion Based on the findings of the compiled results from the survey, we can draw several conclusions. Although the number of actual surveys does not reflect the total population, it creates a good sample population because this class is composed of people who are a part of varying departments and fields. One highlight of our findings is that although 51.9% of the group were seniors, only 28% of the entire sample had A-passes. This means that at a maximum, only 40% of seniors have an A Lot pass. Parking capacity is also reflected in the results because they show that the majority of people arrive early morning and leave early afternoon consistently Monday through Friday. If courses were offered and evenly distributed throughout the day, this would alleviate the surge of arrivals during those peak times and allow more parking to be accessible. Furthermore, by combining those two findings and viewing the parking lot layout found in Appendix D, it appears that reserved lots contain more than 28% of the total parking spaces on the University campus. By reducing the number of reserved lots, and making them available to W passes, we could decrease the number of open restricted parking spaces. Otherwise, a greater enforcement could be made to restrict newer students from obtaining A and possibly W passes to ensure that those who have attended longer have priority. Based on the results from the research studies, we can see that parking concerns are not only an issue at Weber State University. Virginia Tech discusses the possibility of adding in electronic card readers to track the flow of traffic at each lot. This could be expanded and extremely beneficial to the university because it could be used to notify drivers that a lot has reached its capacity and if a spot will or will not be available. To further that benefit, with technology programs that can be placed on mobile devices would be able to alert users to all the parking lots and how many potential open slots they have within them. Although this idea would benefit a first come first serve mentality and minimize the guesswork involved in finding a spot, the parking lot capacity would still be an issue. For this, University of Victoria s research could be applicable. By researching the ratio of spaces to drivers, costs of expansions, and monitoring growth of attendance, Weber State can determine the number of parking spots needed in upcoming years. By doing so, they would be able to make a 5-10 year plan on expansion of parking, whether it be the setting aside of a location to have a parking lot be made, or to maximize utilization of space, build a multi-tier parking structure. 11 Recommendations It is our recommendations based on our findings that we look into several things: Research into the parking/student ratio. Looking into implementation of a magnetic/electronic card reader system. Budget and look into costs of expansion or building parking lots and structures. Reduced reserved lots and open them to general students Increasing the pool of applicants for A/W passes based on class standing, starting small with higher standings, and progressively extending to lower class standings. It is our hope that by looking into these recommendations, Weber State University will be able to provide a better student and faculty experience concerning parking and timely attendance.
