INSTITUTIONS SOME HOSPITALS MAY BE FINANCED SEPARATELY, EITHER BECAUSE THEIR ACTIVITY DOES NOT LEND ITSELF TO A LUMP SUM FUNDING, OR FOR POLITICAL REASONS 10
