The proposal was approved by the Executive Committee in the School of Public Health on March 7, April 13,

2 Title: Sponsor: Revision of the Requirements for the Master of Public Health (MPH) in the Division of Environmental and Occupational Health Sciences (EOHS) and Establishment of the Concentration in Water Quality and Health and the Concentration in Environmental and Occupational Health Policy (MPH) Environmental and Occupational Health Sciences Division School of Public Health Description: Five changes are proposed for students who enter either the General MPH Program or Concentrations offered by the Division of Environmental and Occupational Health Sciences within the Master of Public Health (MPH) program. First, for all concentrations, except for the MPH with a Concentration in Industrial Hygiene, requirements for admission will be changed from one year of calculus and a semester of organic chemistry to one year of college math and one year of either chemistry, biology, or physics. Second, EOHS will eliminate the menu approach to meeting divisional course requirements for Its concentrations within the MPH degree. Instead, there will be two sets of selectives that every EOHS student must select from (i.e., 2 core areas). Beyond those requirements, students will either select a concentration, or they will select courses with the oversight of their academic advisors. Third, a new course has been created, EOHS 432: Air Quality Assessment and Management (4sh), which replaces two separate courses, EOHS 431: Air Quality Management I (3 sh) and EOHS 438: Air Quality Laboratory (2 sh), both of which we will eliminate. As EOHS 432 will replace EOHS 431 and 438 in the ASAC ABET-Accredited Program in Industrial Hygiene the total credit hours for the concentration will be reduced from to Fourth, a new concentration, Water Quality and Health, will be established. Designed for students interested in the modes of chemical and microbial water contamination, the regulatory basis for water monitoring, and the impact of water pollutants on human health, this concentration will require a minimum of 45 hours. Fifth, a new concentration, Environmental and Occupational Health Policy, will be established. This concentration is designed for students interested in pursuing relevant policy issues in depth, and will include two new courses (EOHS 480: Introduction to Environmental and Occupational Health Policy and EHOS 580: Environmental and Occupational Health Policy Seminar). The total minimum hours required for this concentration will be 43 sh. Justification: The admissions requirements are being changed to reflect curricular changes and new concentrations in the Division that do not need organic chemistry or calculus as pre-requisites. In addition, UIC EOHS requirements are more stringent than 20 SPH-EOHS equivalent programs across the country. These admissions requirements serve as a barrier to applications from prospective students. EOHS currently has a menu approach to selecting courses to meet the requirements for the MPH degree. Since this scheme was established, new courses have been developed that cut across the listed categories and do not fit into the original groupings; additionally, faculty members have recently retired and several of the courses in the menu are no longer taught. The core courses for EOHS fall into two categories: exposure assessment and health outcomes. Every MPH student will be required to select at least one course in each of those categories. Beyond that, students will work closely with their academic advisors to select courses appropriate to their interests, as well as their career goals and the requisite skills set. April 13,

3 EOHS 432 was developed in response to changes in the field updated scientific content, new monitoring equipment, and the availability of high quality data from the United States Environmental Protection Agency that can be used to do more accurate and realistic modeling. The use of outdated and less accurate air monitoring equipment required more time to conduct experiments and to manage and transform the data output for modeling air quality. These are the reasons for the change in total semester hours from 5 to 4. Water Quality and Health is a new concentration in the MPH degree offered by the Division of EOHS that is designed to attract new students, and responds to requests by prospective and matriculated students. It will ground students in the natural and risk sciences important to understanding the phenomena and consequences of water scarcity, mechanisms of chemical and microbial water contamination, risks to human health, and methods to study and graphically display indicators of water contamination. These are skills that are required by governmental and non-governmental organizations and will prepare our students for employment in a variety of public health practice settings. Many disciplines study water systems from a basic science or engineering perspective. However, these disciplines do not learn to directly evaluate the impact of water contamination on human health. There is no MPH water concentration available in any other School of Public Health in the US. Environmental and Occupational Health Policy is a new concentration for students in the MPH Degree offered by the Division of EOHS that will provide the opportunity to obtain grounding in the multidisciplinary, applied sciences that underpin EOH, in conjunction with a policy orientation. There is currently no such program at UIC. Assessment of student interest and post-graduate placements demonstrates need for this type of program, where students have familiarity with both science and policy. The addition of a policy background would enhance performance in most jobs in the field, including positions in policy analysis, communications, and government relations. Other such programs outside of UIC are attracting such students. EOHS courses already include a considerable amount of policy material, though it is not packaged as such and is missing overview and seminar courses. The EOHS curriculum would not have to be dramatically altered to create a policy concentration this effort requires the development of two new courses (EOHS 480: Introduction to Environmental and Occupational Health Policy and EOHS 580: Environmental and Occupational Health Policy Seminar), as described, above. 4 Catalog Statement Current Program Description (MPH, overall) The Master of Public Health (MPH) is the basic professional degree offered by the School of Public Health (SPH). It is designed to ensure that upon graduation the student has a general understanding of the broad field of public health and a specific competence in a particular public health area. It is intended to prepare students for public health practice or to continue specialized education through matriculation for a doctoral degree. Programs of study leading to the MPH degree are offered by each of the following four SPH Divisions: 1. Community Health Sciences 2. Environmental and Occupational Health Sciences 3. Epidemiology and Biostatistics 4. Health Policy and Administration Proposed Program Description Both the PEP and Comprehensive MPH programs consist of four components: 1. SPH School-wide Core Requirements (20 SH) 2. Divisional Core Requirements and Electives (variable based on chosen Division) 3. 5 SPH Handbook on the EOHS Page Master of Public Health (MPH) The Master of Public Health (MPH) degrees offerd by the Division ofenvironmental and Occupational Health Sciences trains students in the areas of exposure and risk assessment, environmental and occupational toxicity and injury, risk management and evaluation, and policy. MPH students are admitted to the Comprehensive Program or to the Professional Enhancement Program (PEP) for experienced professionals with at least three years of paid public health or community health experience. Students will select a track below* or they will meet the requirements through careful course selection with their academic advisors. Students will become grounded in the natural and risk sciences related to water quality. They will also have the opportunity to learn methods in epidemiology, biostatistics, data management, risk assessment, and geographic information systems as related to water quality and human health. They will gain experience by participating in a practicum focused on water quality, water quality management, and human health effects. Environmental and Occupational Health (EOH) Policy The Environmental and Occupational Health Policy concentration is offered to MPH students in EOHS who are interested in pursuing relevant policy issues in depth. Students will achieve familiarity with scientific issues on a par with other MPH students as well as attaining an indepth familiarity with the legal and regulatory framework of policymaking, the role of economic considerations in making policy, ethical considerations for policymakers, and current debates in the field. They will gain practical experience in EOH policy by participating in a practicum April 13,

6 that incorporates policy considerations. ENVIRONMENTAL AND OCCUPATIONAL HEALTH SCIENCES: MPH LEARNING OBJECTIVES Present statement: In addition to the school-wide learning objectives, for students pursuing the MPH degree in Environmental and Occupational Health Sciences, the following objectives apply: Demonstrate an understanding of the basic mechanisms by which environmental and occupational pollutants impact health (i.e., the linkage of pollutants source, media, receptor and health effects) and the means to develop controls or interventions to protect humans and ecological systems. Express a working knowledge of the basic sciences deemed most relevant for the study of environmental and occupational health toxicology, epidemiology and environmental chemistry. Be able to collect, analyze and interpret environmental and occupational data. Describe the structure of regulations and policies that govern the efforts to protect workplace and environmental health. Exhibit the ability to implement an occupational or environmental health investigation or project and clearly report the results. Additional learning objectives for Water Quality and Health Concentration: Evaluate water quality impairment and anticipate related adverse health consequences Utilize water quality data, geographic information, and regulatory requirements as the basis for developing solutions to impairments in water quality. Additional learning objectives for Environmental and Occupational Health (EOH) Policy Concentration: Understand the structure of regulations and policies that govern the efforts to protect the environment and worker health, including the legal and economic principles that influence the development of such protections at different levels of government. Demonstrate the ability to evaluate an environmental health policy problem, identify relevant stakeholders including government, businesses, community groups, and individuals, and communicate effectively with them and with the media. 7 ENVIRONMENTAL AND OCCUPATIONAL HEALTH SCIENCES - MPH The MPH in Environmental and Occupational Health Sciences Professional Enhancement Program (PEP) requires a minimum of 42 semester hours (SH). The MPH Environmental and Occupational Health Sciences Comprehensive program requires a minimum of 43 semester hours (SH). Both programs are designed for completion in 2 years when enrolled full-time. Both of these programs include the following course requirements: I. Some students may qualify for a reduced practicum of 3 credits (192 contact hours) depending on their prior public health experience and career goals, and would need to discuss this possibility within their chosen division. For more detailed information, please see Field Experience in Public Health (IPHS 650). ** Capstone Requirements Poster Presentation - A Capstone is a research-quality poster presentation of the students own work that demonstrates the ability to identify a public health problem concerning exposure assessment, outcomes measurement or intervention development. The Capstone will address some aspect of occupational and environmental health through the collection and/or systematic evaluation of data and synthesis of the results in standard scientific format. Students in the comprehensive MPH track may choose to report on their fieldwork experience, if appropriate, or on another experience, such as a research assistantship, volunteer April 13,

13 activity, or public-health related employment. Students in the PEP track may choose to report a research project or may evaluate some aspect of public health related work. The capstone project must be summarized in a poster presentation. The capstone project should consist of the following: 1. a specific question or hypothesis 2. problem and hypothesis statement based on background reading & research 3. some form of data collection, management, and presentation Quantitative projects should include descriptive statistics and some basic analytic statistics, whenever possible. Qualitative projects are only appropriate if the student has completed at least one qualitative research methods course. Poster Presentation Format - Standard research poster presentation format is available in the office of the Academic Coordinator, and includes instruction on poster size, layout, font size. Poster presentations should include title, author(s), background, problem statement/hypothesis, methods, results, discussion and conclusion sections, acknowledgements, including others engaged in the project who were not already listed as co-authors, the organization at which the project took place, and all sources of funding. NOTE: Students who are doing research involving human subjects will need to undergo training and have their protocols approved by the Institutional Review Board (IRB). For further information regarding specific EOHS capstone protocol and timelines, please see the EOHS Forms and Resources website: Capstone Evaluation / Grading Procedures Students will present the posters at the EOHS Capstone date for the Fall, Spring, or Summer semester. Students unable to participate in a given semester should plan on presenting at the subsequent semester. Grading is satisfactory/unsatisfactory based on agreement of faculty advisor and faculty reader, but no grades will be assigned in the absence of formal poster presentation. April 13,

14 Minority Impact Statement: The change in admission requirements could increase the pool of minority applicants. Budgetary and Staff Implications: None. Water Quality and Health represents re-packaging of existing courses. New faculty has been hired recently and will cover all of the courses listed without extra cost.
