3 1. Management Summary 1.1. Overview hurleypalmerflatt has been commissioned to provide a first stage due diligence report into the potential development of a data centre at the Elean Business Park site in Sutton Cambridgeshire. This report assesses the available and potential fibre optic provision (or managed high bandwidth provision) to the site and includes detail from carriers regarding the outline ROM (Rough Order of Magnitude) costs involved to provide connectivity and detail of their networks where available. Thus far, a total of nine leading carriers have been approached, of which four can offer varied connectivity options to the Elean Business Park site and two have provided outline costs / link distances for inclusion within this report. Cable and wireless and Global Crossing have confirmed they are able to provide point to point fibre and have provided route maps indicating local points of presence Response from the carriers has been somewhat limited thus far. This is typical, as they are reluctant to spend much time on such requests, until they have an identified end client for the circuit provision. Our conclusion is that, subject to more detailed information from carriers, the site would be viable for the development of a number of data centres Summary of Distance and Availability NTL has confirmed they are able to provide fibre to the proposed Elean Business Park site within a maximum distance of 8km. NTL has provided information against the site requirements stipulating that CB6 2QE is not currently on their network and would require a reasonable level of civil works to enable connectivity. Easynet has a local pop located in the Cambridge area and has current fibre connectivity within 4km of the proposed area. hurleypalmerflatt has had verbal confirmation from BT stating connection to the site would be feasible but at an unknown cost. Positive verbal responses from two fibre resellers has been received each able to offer last mile connectivity but all would be reliant on larger network dark fibre rental to provide full end to end connectivity. Confirmation in writing on all verbal discussions is yet to be received Connectivity Summary At this stage there are three firm quotations for providing service to the site, from NTL and Fibrespan and Easynet. Of the four carriers two can confirm they are able to provide an end to end service without utilising secondary carrier networks. (1)
4 NTL have provided high level distance estimations of 7.5km for route one and 10km for a secondary diverse route at a cost of 560k route one and 800k for the second. To provide confirmation of diversity NTL will require confirmation of B end sites and a minimum of a three week desktop survey to ensure full diversity is available. Based on these figures, diverse routing could be provided with two links supplied by two different providers for an estimated civil dig cost of 560k for the first link with NTL-Telewest and 562k for the second with Easynet. Cable and wireless and Global Crossing estimates are based upon the hurleypalmerflatt standard civil engineering dig cost for fibre trenches at 125/m, which includes 25% contingency. (2)
5 2. Overview 2.1. Introduction This report covers the potential development of a data centre on the Elean Business Park site with the objective to provide information of general area infrastructure availability. Data has been collected from nine fibre carriers each tasked to provide high level estimations on civil dig costs for connection to nearest point of presence. Out of the nine carriers the largest carriers BT, C&W and NTL are used as the basis for offering a true level of diversity suitable for a datacentre build. This takes into account the high likelihood of fibre resellers offering mixed vendor connections and therefore higher latency and reduced resilience over DWDM fibre Brief & Methodology Brief The project brief is to provide the following three elements: Fibre carriers able to provide connectivity. Outline costs. Investigation of diverse routing options Methodology To complete the above points, the following process has been used: Gathering of information regarding potential sites Gathering of site-end information and bandwidth requirements Consultation with potential suppliers Production of report (3)
6 3. New Site Details 3.1. Physical Location Map The site being considered is a brown field site just outside Sutton in Cambridgeshire, in close proximity to the A142. Diagram 2: Road map of area. Diagram 3: Arial view of area. (4)
7 3.2. Location Address & Post Code Fibre carriers work from postcodes initially to assess network availability and location of closest nodes. The following address and post code was supplied for this purpose: Elean Business Park, Cambridgeshire, CB6 2QE 3.3. Connectivity Routes & Bandwidth No firm detailed requirements are known at this stage, however for budgeting purposes we have asked that the following services be costed to provide comparative quotations: 2 diversely located 10 gigabit DWDM optical fibres connecting site A to London E14 4AA. 2 diversely located lines comprising of 4x2.5Gb DWDM fibres connecting site A to London E14 4AA. Diagram 4: Proposed network topology These circuits are to be provided with: Incoming circuits to be diversely routed. Multiple carriers to be present on site. (5)
8 4. Fibre Carrier Availability 4.1. Carriers Approached A total of nine leading fibre carriers have been approached, these being: Affiniti BT Cable & Wireless Fibrenet / Global Crossing Fibrespan NTL Easynet Thus Verizon Business 4.2. Fibre Network Carriers in Sutton Of the nine carriers outlined within section 4.1 above, four have indicated that they have a network node available for connection, which would allow them to provide competitive pricing Diverse Route Availability Each of the carriers were asked for provide details of the route distances for providing a diverse route to the site, together with the cost for providing such diversity. (6)
9 5. Estimations and Findings 5.1. Civil Works Distance The following suppliers provided information based on the provision of diversely routed fibre links to the site, with works to provide ducted routes for fibre to the nearest network point. HPF estimation based on past quotations and fibre route surveys. Fibrespan can provide a connection but are reliant on NTL dark fibre. HPF estimation based on Global crossing carrier route survey. Global crossing have stipulated they would be able to offer shorter civil engineering requirements if secondary carrier dark fibre is purchased Connection s The cost below is based on quoted distances from NTL and represents the civil engineering cost associated with last mile connectivity to the proposed location. The distance estimations are calculated from carrier estimations of distance between existing network Points of Presence to the site. 10 6. Supplier Quote Detail Full details of the quotation information in or document format are available to support the figures within this document. This section provides a brief overview of the information provided Affiniti To date Affinity has not provided any quotation BT BT has advised they would be able to provide Wavestream services to the site, however have yet to provide detailed information. The delays are associated with internal BT cost charging and the fact that we are unable to supply end client details Cable & Wireless Cable and wireless can confirm they are able to provide connectivity to the site and HPF estimations conclude distances of 13km for route one and 19km for route FibreNet / Global Crossing Global Crossing do not have a local POP within the area but are able to offer connectivity with civil engineering requirements of 23km to existing fibre in the Cambridge area Fibrespan Fibrespan are able to provide last-mile connectivity to site, however do not have their own network to provide point to point connectivity. After meeting with Fibrespan s New Business Manager a keen interest has been shown in offering a combined carrier service Easynet Easynet can confirm they have fibre within the area and can provide a point to point connection with civil trench requirements under 5km NTL NTL do not have a local network presence but can provide connectivity to their nearest point of presence within a distance of 8km. The planning team have provided high level civil costs at 560k per route. NTL did stipulate the options for a truly diverse route can only be costed after a site survey; this is to remove possibilities of route crossings Thus Thus are working towards assigning an account manager for the Cambridge area and are hopeful to supply a quotation within a 2 week timeframe Verizon Verizon has not replied to requests for quotations to the proposed site. (8)
11 7. Appendices 7.1. Length of Fibre Circuits The following table contains estimated lengths for fibre circuits running from the Elean Business Park site to a hypothetical address close to the Bank of England. This information is indicative only and refers to one leg of a proposed solution. In reality the second leg of a circuit could be considerably longer than the figures quoted below. A stage 2 survey should be carried out in order to clarify the length of fibre circuits on offer against specific vendor solutions.
