5 PNWMDA WHAT will the program do: Develop a queriable data base Accessible by various government agencies Provide for real time access to data via the web

6 PNWMDA WHY DO WE NEED THIS?: US government agencies are unable to share information and data Private industry is in a position to develop such a system We can bridge this gap with our new software program

7 PNWMDA HOW WILL WE DO THIS: Thanks to funding via the department of Transportation and MARAD We are working with Enterprise Engineering Incorporated and with Software AG We are developing all of our data bases in XML

8 PNWMDA HOW WILL WE DO THIS continued: Some Marine Exchanges will create their data bases in XML Others will be able to have their data up loaded into a translator which will convert it into XML

11 Statement of Objectives The Maritime Security Act requires the marine exchanges and others at the port level to provide the Coast Guard and other Maritime security agencies with information on the location and identity of major vessels en route and operating in U.S. waters. Marine Exchange members need a better, faster way to process required information and access data as appropriate. Currently, data collected is not easily available to government users or state and local law enforcement agencies. Enterprise Engineering, Inc. is tasked with creating an XML, Web-based based system that can collect information so that it can be accessed from various dissimilar sources; disseminated and analyzed.

12 Requirements Develop a Web application built on a proven commercially available Native XML database (Tamino( Tamino) ) to capture the information currently received in a variety of medium including telephone answering services, VHF communications and Fax/Telex services Implement a pilot system of limited scope and size, initially at three sites: Puget Sound, San Francisco and Alaska The System shall: Be interoperable - enabling data access needing only a standard commercial internet browser. Be robust, scalable and expandable so that it can easily incorporate additional sites and new technologies in future phases Utilize an open, standards-compliant architecture Searchable- provide current and historical information on any vessel

20 Summary Data Base and architecture enable rapid expandability - relationships do not need to be known and established at the onset Analysis aided by provision of defined and anomaly triggers, canned reports and free form queries All Maritime Exchanges will provide requisite data (actively for participants; passively for those choosing not to participate directly) Data capture automated Data and system integrity ensured through permissions and system audit trails Updates and additions easily and quickly incorporated
