As we work locally every day, we know we can count on TJCOG to bring everyone together, addressing issues that can only be accomplished through regional cooperation. With a regional focus and long-term perspective, our accomplishments may be better measured in decades than years, but each day brings new opportunities to strengthen relationships and collaborate effectively. Making the most of those opportunities brings the greatest success to our region, our members and Triangle J. The Triangle J Area Agency on Aging and the Waste Reduction Partners program rely on a significant number of trained volunteers to perform valuable work. A complete staff roster, including contact information, can be found on our website,

3 Member Services General Government Supports the Board of Delegates, guides the Work Plan, conducts on-going communications, facilitates networking and idea exchange among member local governments and provides special project assistance to the organization s members. Member Services Planned and supported meetings of the Board of Delegates and Executive Committee; coordinated meetings of the region s mayors and county chairs and municipal and county managers; coordinated the Regional Emergency Response and Security Planning Committee as they explored the potential for a regional public safety training center; organized local legislative delegation meetings and distributed the regional legislative message; redesigned the TJCOG website, produced print and electronic communications, including The Week Ahead at TJCOG, After Action Reports for Board of Delegates and Executive Committee meetings and the Annual Report; coordinated study projects for students of the North Carolina School of Science and Mathematics and internships for Master of Public Administration candidates from local universities. In April, the region s mayors and county chairs welcomed NC Commerce Secretary Sharon Decker. A clear October evening provided the perfect setting for a Season Kickoff picnic before the Board of Delegates meeting and annual Work Plan review. Drug & Alcohol Testing Program Provided technical assistance and training and conducted/coordinated more than 95 breath alcohol tests and 700 drug tests for program members, including twelve local governments, two transit agencies and one university; coordinated DOT-required supervisor training to provide information on recognizing the signs and symptoms of alcohol misuse and substance abuse. Regional Appearance Committee Conducted the awards process for the Capital Trees Program and promoted the program throughout the region; began planning the Parks for Life Symposium, scheduled for February 21,

4 Area Agency on Aging Human Services Promotes the highest level of well being of older adults by partnering with organizations to assess needs and provide a comprehensive system of opportunities, services and protective supports. Aging Planning & Administration: Works with community-based stakeholders to plan county-based programs for older adults. Provides technical assistance to providers of coordinated and accessible services for older adults. Conducts training, education and outreach about aging issues. Develops grant agreements with service providers for the utilization of federal and state funds; monitors services provided. Develops and implements the region s four-year Area Plan on Aging. Family Caregiver Support Program: Administers the National Family Caregiver Support Program, which funds local services to assist families supporting elder relatives at home. Regional Long Term Care Ombudsman Program: Advocates for residents of long term care facilities and works with facility administration to develop strategies addressing long term care issues and opportunities impacting the quality of life of residents in the facilities. Aging Planning and Administration Provided funds administration and quality assurance for more than $ 7.5 M federal and state pass-thru dollars to provide local services for the region s growing population of older adults; worked with two initiatives to evolve Community Resource Connections (Chatham/ Orange and Wake) and develop one in Durham County. TJAAA became the Connector for the Community Resource Connections effort region-wide; continued work with county planning committees, including Durham s Partnership for Seniors and Wake s GOLD Coalition. Family Caregiver Support Program Monitored local budget management and compliance with service regulations; provided technical support and program troubleshooting; collaborated with regional and state partners to continue program development. Through this program, local service providers maintained and improved client services, including respite care, caregiver training, support groups and resource information. 3

5 Regional Long Term Care Ombudsman Program Advocated for residents in the region s 233 long term care homes, with a total of 13,000 beds; provided training and ongoing support for volunteers in the region s ten Community Advisory Committees; provided outreach, education and training about elder abuse, the mandatory reporting law and how and where to make reports of abuse, neglect and/or exploitation; incorporated the concepts of person-centered thinking, resident-directed care and culture change into training for long term care staff. Sowing the Seeds of Worked with long term care facilities and community volunteers in Durham Culture Change County to introduce individualized music therapy as an approach to awaken those with dementia and other cognitive impairments; in collaboration with the Durham Nursing Home Administrators Round Table, sponsored a forum on alternative approaches to use of antipsychotic medication; co-implemented a statewide Long Term Care Facility Learning Collaborative to include five sets of statewide learning sessions held from June 2012 until April 2013; acted as Co-Convener and participant in NC LANE (Local Area Network for Excellence); presented two leadership sessions for officers of the regional Community Advisory Committees; promoted voting rights with residents in long term care homes for Residents Rights Week (October 2012). Music & Memory founder Dan Cohen (left) discussed Alive Inside at the documentary screening in Durham. The film captivated the audience and inspired action to bring personalized music therapy to residents of the region s long term care facilities. TJAAA s Assistant Director Mary Warren (left) began service as Chair of the NC Association of Area Agency on Aging Program Specialists, while Director Joan Pellettier became Chair of the NC Association of Area Agency on Aging Directors. Carmelita Karhoff, Regional Long Term Care Ombudsman, received the 2012 Sharon Wilder Award from Friends of Residents in Long Term Care, in recognition of her dedication to improving long term care. 4

Shared awards, which are passed through directly to counties and other program participants, are not included above. 5 Fast Facts About TJCOG Funding 1. Member Assessments constitute only 3% of annual revenues, but provide the foundation for the organization s ability to draw additional revenues from other sources. 2. Looking back to FY , member assessments totaled $517,210 and represented 7% of the organization s revenues that year. 3. In FY , member assessments enabled TJCOG to secure more than $1.9 million in state and federal government grants. 4. The per capita rate for member assessments has remained the same since FY 1997; increased revenues from this source are attributable to growth in the region s population. 5. TJCOG ended FY with a total staff level of 26.6 FTE s, comparable to the 26 FTE s that staffed the organization in FY

8 Regional Planning Economic & Physical Development Focuses on developing and managing partnerships that bring local communities together with other stakeholders to achieve results. Works with community partners on long-term, regional-scale strategies, addressing development, conservation, water resources, mobility, energy and infrastructure. Supports the region s economic growth and prosperity in a limited, but important, role as grantee of Foreign Trade Zone #93 and coordinator for the Region J Comprehensive Economic Development Strategy (CEDS). Development & Infrastructure Planning Development & Infrastructure Partnership Strategic Initiatives Worked with the region s universities and host communities to issue an RFP for deployment of ultra high speed broadband service under the NC Next Generation Networks (NCNGN) project; worked with university partners on information on campus development and distribution of employee and student residential locations; partnered with ULI-Triangle to present a program on the economic benefits of vibrant centers. Center of the Region Enterprise (CORE) With local governments, completed the CORE Pedestrian/Bicycle/Greenspace Plan; worked with RTP to reflect new master plan activities in CORE area planning efforts. Land Use-Transportation-Air Quality Facilitated development of the 2040 Metropolitan Transportation Plan for CAMPO and DCHC MPO; prepared Transportation-Air Quality Conformity Analyses related to transportation plans and Transportation Improvement Programs; managed meetings of the Triangle Regional Transportation Model Executive Committee; facilitated activities related to the region s new CommunityViz future growth allocation model. Smart Growth Education & Technical Assistance Planned and conducted meetings of the TJCOG Smart Growth Committee; provided technical assistance under contract to member communities, including Pittsboro plan support, Morrisville small area plan facilitation and the Hillsborough roadway standards proposal. Regional Data Center Compiled data and assisted with questions on Census, state and regional statistics and GIS mapping information; downloaded American Community Survey data; prepared reports on 2010 Census information for TJCOG member communities and partners. 7

9 Economic Development Foreign Trade Zone #93 Received approval for reorganization into the alternative site-management framework and expansion of the zone s territory to cover the 13-county economic development region; conducted outreach seminars in Granville, Harnett and Johnston counties; received approval for a usage-driven site with production authority in Franklin County. NC Tomorrow CEDS TJCOG feted retiring FTZ #93 Administrator Pamela Davison, greeted here by Foxfire Village Mayor George Erickson, Pat Long and Secretary of State Elaine Marshall. Assembled the region s private and public sector leaders to guide the Region J Comprehensive Economic Development Strategy (CEDS); conducted an online regional survey and held 14 focus groups to determine key themes and priorities; finalized and submitted the region s CEDS to the NC Association of Councils of Government, contributing to the statewide NC Tomorrow initiative. Priority setting for the CEDS prompted lively discussion among Advisory Committee members Hill Carrow, Joe Milazzo, John Hodges-Copple and Tim Lucas. Transportation Planning Triangle Area Rural Planning Organization (TARPO) Prepared DOT required documents, including the FY Planning Work Program, the FY Planning Program Calendar and quarterly PWP reports; participated in and provided information for Comprehensive Transportation Plan efforts in Orange, Chatham and Moore counties, including local adoption process in Orange County; worked with local transit agencies in Moore, Lee, Chatham and Orange counties to update their Locally Coordinated Human Services Transit Plan; developed data-driven methodology for assigning RPO prioritization points for NCDOT SPOT Project Prioritization Process. 8

10 Regional Planning Environmental Protection Energy and Environment Carolina Blue Skies & Green Jobs Initiative Partnered with 46 grant sub-recipients to create and retain green collar jobs and reduce dependence on foreign oil by increasing availability and use of alternative fuels in North and South Carolina; since project start, deployed 520 alternative fuel vehicles and 141 alternative fuel stations in North and South Carolina; developed training and outreach materials and provided training for partners, including first responders; consulted on vehicle purchases and alternative fuel infrastructure projects. Triangle Clean Cities Coalition Energy & Environment Program Manager Kathy Boyer was recognized as NonProfit Leader of the Year at the 2012 Triangle Business Journal Clean & Green Awards. Triangle Green Business Challenge Displaced over 3 million gallons of petroleum by promoting the use of alternative fuels and advanced technologies; received re-designation as a formal coalition from the Department of Energy, and was recognized for its innovative approach to forecasting petroleum displacement; presented the North Carolina PEV Readiness Plan at the Annual American Planners Association meeting; hosted a Compressed Natural Gas Charrette with leaders in public and private sectors as part of the Alternative Fuels Implementation Team AFIT. Using a national model, conducted a friendly competition to help area businesses improve the efficiency and sustainability of day-to-day operations; held monthly Lunch & Learns; recognized eight winners at the Triangle Green Business Challenge Awards Celebration. Triangle Transportation Demand Management (TDM) Program Awarded over $1.2 Million in grant monies to eight organizations to conduct cost-shared TDM marketing activities; analyzed the impact of the previous years programs, which showed a reduction in commuter Vehicle Miles Traveled in the Triangle by nearly 280,000 over 2 years; worked with LDA Consulting to improve project reporting standards to increase accuracy in estimates of reductions in commuter Vehicle Miles Traveled and yield more informative reporting templates for project partners. 9 Waste Reduction Partners This partnership between TJCOG and Land-of-Sky Regional Council coordinated a volunteer corps of retired scientists and engineers who conduct energy, water and solid waste management assessments for businesses and public facilities; worked with solid waste management brokers and recyclers to expand services to NC organizations; initiated work with the NC Nurserymen & Landscape Association, NC Dept. of Agriculture & Consumer Services and NC Dept. of Environmental Assistance & Customer Service to understand challenges related to agricultural plastics recycling; since May 2012, helped divert 607 tons of agricultural plastics, saving growers about $21,000 in landfill charges.

11 Water Resources Water Resources Planning Continued the Water Resources Advisory Committee to discuss timely regional topics and share information among local governments and other stakeholders; continued the Regional Water Efficiency and Conservation Committee to collaborate on effectiveness of water conservation and efficiency measures and water shortage response plans; investigated emerging topics related to regional water supply. Clean Water Education Partnership Conducted water quality media campaigns and outreach; provided giveaways and outreach tools to CWEP local government partners. Ellerbe Creek Green Infrastructure Partnership Developed and implemented a rapid field assessment methodology to identify green retrofit opportunities in downtown Durham; modeled stormwater volume and nutrient reduction impacts of 122 identified site retrofit opportunities plus over 300 residential retrofit opportunities using the Jordan and Falls Lake Stormwater Nutrient Load Accounting tool. Great Coharie Creek Local Watershed Plan Conducted field work to assess stream condition, function and restoration potential; developed detailed land use, surface hydrology and wetland GIS data layers. Jordan Jurisdictional Allocation Model Worked with the NC Division of Water Resources, the Nutrient Scientific Advisory Board and Tetra Tech to develop a model to provide jurisdictional loading allocations to the B. Everett Jordan Reservoir. Jordan Lake Partnership Triangle Regional Water Supply Plan Provided technical assistance and support to the Jordan Lake Partnership to develop a long-range Regional Water Supply Plan; worked with partners to develop regional water supply alternatives and select preferred regional alternatives. Triangle Area Water Supply Monitoring Project Continued managing this cooperative, inter-local program to monitor long-term water quality in several drinking water supply sources throughout the region; developed and executed an updated Inter-Local Agreement for Phase VII of the project. Upper Cape Fear River Basin Association Provided support for the Technical Advisory Committee, the Information Management Subcommittee and the Association s involvement with the Cape Fear River Assembly. Upper Cape Fear Watershed Prioritization Developed watershed conservation and restoration priorities in the Upper Cape Fear River Basin. Upper Neuse Monitoring Plan - 205(j) ARRA Developed a monitoring framework and a set of monitoring design guidelines. 10
