2 Clean Air-Clean Jobs Clean Air Clean Jobs Act Emission Reductions Generating Plant Changes in Denver Pollution Retrofit Outside Denver Cherokee Pipeline

3 Clean Air-Clean Jobs Act On April 19, 2010 Colorado Governor Bill Ritter signed into law the Colorado Clean Air-Clean Jobs Act. This Act requires Xcel Energy to cut nitrogen oxide emissions by up to 80% from several Front Range coal plants by the end of 2017

4 Clean Air-Clean Jobs Act Xcel Energy worked with the Colorado Department of Public Health and Environment to submit a plan to the Public Utilities Commission by August 13, This plan provided detailed options of how Xcel Energy would significantly reduce Colorado coalfired generation emissions, through a combination of retirement, re-powering or retrofitting of several power plants

5 Clean Air-Clean Jobs Act On Dec. 9, 2010, the Colorado Public Utilities Commission (CPUC) concluded deliberations on Xcel Energy s emissions-reduction plan to meet Colorado s Clean Air-Clean Jobs Act and approved a plan. The formal written ruling of the commission s decision was issued December 15, 2010

7 Project Background Required through Clean Air-Clean Jobs Act passed by legislature April 2010 Cherokee conversion part of Emission Reductions Plan Addresses Federal and State air quality mandates where our region was in non-compliance PUC approved plan on Dec. 15, 2010 Included in State Implementation Plan (SIP), signed by Gov. Hickenlooper May 4,

8 Clean Air-Clean Jobs Plan Retire Coal Generation Arapahoe Unit 3 in 2013 (40 MW) Unit 4 in 2013 (105 MW) Cherokee Unit 1 in 2012 (107 MW) Unit 2 in 2011 (106 MW) Replace with synchronous condenser for VAR support Unit 3 in 2015 (152 MW) Unit 4 in 2017 (352 MW) Switch from Coal to Gas fired Cherokee will have a 2x1 gas combined cycle unit Valmont Unit 5 in 2017 (186 MW) Retrofit Pawnee and Hayden With Additional Emission Controls

9 Clean Air-Clean Jobs Plan Pawnee Retrofit (505 MW) Complete in 2014 Install FGD for SO 2 reduction Install SCR for NO x reduction Hayden Retrofit Install SCR for NO x reduction Unit 1 Complete in 2015 Unit 2 Complete in 2016

10 Emission Reduction nitrogen oxides by 86 percent sulfur dioxide emissions by 83 percent mercury emissions by 82 percent from the plants included in the plan. Across our Colorado power plant fleet, we will reduce carbon dioxide emissions by about 28 percent, exceeding the state s carbon dioxide reduction goal of 20 percent by

11 Clean Air-Clean Jobs Plan Install 569-MW natural gas combined cycle plant built on the Cherokee site Switch Cherokee 4 from coal to gas Reduce emissions from 951 MW of coal-fired generation (Hayden 1 and 2 and Pawnee) Average annual rate impact over the next 10 years of approximately 2 percent. The University of Colorado Leeds School of Business forecasts the project will have a total economic impact of about $590 million on the state of Colorado between 2010 and ,500 jobs at the peak of construction. 11

12 Other Environmental Improvements Increase system renewables Wind capacity from 1,770 MW in 2010 to 2,200 MW by 2018 Solar capacity from 143 MW in 2010 to 380 MW in 2018 Expand customer energy efficiency and conservation programs, resulting in a reduction in retail energy demand Improve generating plant fleet through upgrades to existing plants, retirement of older plants and development of new, efficient facilities Since 2005, reduced total CO2 emissions by 11% and remain on track to achieve a 30% reduction by
