2 Presentation The BBVA Foundation is organising a series of workshops on issues of Social Choice and Welfare Economics with the participation of top-level researchers, both Spanish and international. These events will both consolidate Spain s image as a leading country under the field of investigation in these areas, and build closer links among the growing number of researchers who are making them an object of study. For these reasons, a proposal was made to hold the first three workshops in this series in Málaga and Pamplona and establish continuity. It is in the universities of these cities that research groups have settled actively within this general field area, yet each with its particular differentiated theme focus. Social Choice and Welfare theory deals with the design and analysis of institutions, with the focus on how they influence individual behaviour and how this behaviour, in turn, affects the common welfare. It uses diverse techniques, can take a normative or positive standpoint depending on the author and the issue, and has a strong interdisciplinary ethos which brings it into contact with political sciences, philosophy and mathematical logic. The first encounters will be held in Málaga from May 29 to 31, 2003 under the title Workshop on Social Choice and Welfare Economics. The central theme will be an analysis of the rules of resource allocation, voting systems and models of political competition, as well as their implications for economic policy and social welfare. A key topic within this area is the nexus between incentives generated and their effects on equity and efficiency. This is a basic input for answering questions on, for instance, the relationship between the electoral system and the scale and distribution of government spending, the role of information networks in the job search process, the effectiveness of election campaign spending in swaying people s votes, or the normative properties of different voting rules, like majority voting. The organising committee of these first encounters draws its members from the University of Málaga: Pablo Amorós, Bernardo Moreno and Socorro Puy; from the Autonomous University of Barcelona: Carmen Beviá; and from Pompeu Fabra University: Humberto Llavador.
