The drainage system is a complex network of block-scale small pipes and box canals which feed into a larger neighbourhood system, in turn feeding into the city-scale network of canals, both above and below ground. There are approximately 90 miles of open canals and 90 miles of underground canals in the system. The system's pumping capacity is over 9 billion gallons a day, which is enough to empty an area 0 square miles by. feet deep per day. uring a rain event, the system has / inch of storage after which time it can drain at a constant flow of / per hour at a maximum. The diagrams in the accompanying panels demonstrate the relationship between the political jurisdictions of New Orleans drainage network in relationship to the catchment areas served by the drainage network. What is revealed in the following diagrams is that a pattern of political misalignment is currently present which in turn forces the pumping capacities of several of the catchment outfall areas to operate at a rate that is beyond their normal operating standards. Equally compelling is the amount of surface area in the city that is impermeable. In many cases, this condition is responsible for the constant flooding that occurs even in a typical rainfall.
