1 OCSD School Leadership Program Where Do We Stand and Where Are We Going?
2 Florida s school leaders must possess the abilities and skills necessary to perform their designated tasks in a highperforming manner. The school leader, commensurate with job requirements and delegated authority, shall demonstrate competence in the 10 leadership standards.
3 Florida Principal Leadership: 10 Standards in 3 Clusters Instructional Leadership Sector Instructional leadership Managing the Learning Environment Learning, Accountability, and Assessment Operational Leadership Sector Decision Making Strategies Human Resource Development Technology Ethical Leadership School Leadership Sector Vision Community and Stakeholder Partnerships Diversity
4 Instructional Leadership Instructional Leadership High Performing Leaders promote a positive learning culture, provide an effective instructional program, and apply best practices to student learning, especially in the area of reading and other foundational skills. Managing the Learning Environment High Performing Leaders manage the organization, operations, facilities and resources in ways that maximize the use of resources in an instructional organization and promote a safe, efficient, legal, and effective learning environment. Learning, Accountability, and Assessment High Performing Leaders monitor the success of all students in the learning environment, align the curriculum, instruction, and assessment processes to promote effective student performance, and use a variety of benchmarks, learning expectations, and feedback measures to ensure accountability for all participants engaged in the educational process.
5 Operational Leadership Decision Making Strategies High Performing Leaders plan effectively, use critical thinking and problem solving techniques, and collect and analyze data for continuous school improvement. Technology High Performing Leaders plan and implement the integration of technological and electronic tools in teaching, learning, management, research, and communication responsibilities. Human Resource Development High Performing Leaders recruit, select, nurture and, where appropriate, retain effective personnel, develop mentor and partnership programs, and design and implement comprehensive professional growth plans for all staff paid and volunteer. Ethical Leadership High Performing Leaders act with integrity, fairness, and honesty in an ethical manner.
6 School Leadership Vision High Performing leaders have a personal vision for their school and the knowledge, skills, and dispositions to develop, articulate and implement a shared vision that is supported by the larger organization and the school community. Community and Stakeholder Partnerships High Performing Leaders collaborate with families, business, and community members, respond to diverse community interests and needs, work effectively within the larger organization and mobilize community resources. Diversity High Performing Leaders understand, respond to, and influence the personal, political, social, economic, legal, and cultural relationships in the classroom, the school and the local community.

8 All state approved university and district school leadership development programs are required to incorporate appropriate elements of the William Cecil Golden Program to ensure a statewide foundation for leadership development. Approval of School Leadership Programs Rule 6A.5.081, FAC Establishes initial and continued approval requirements for two levels of school leadership programs. Incorporates components of the William Cecil Golden School Leadership Development Program Focus is on instructional leadership to improve student achievement Requires candidates to demonstrate competencies associated with the Standards and pass the Florida Educational Leadership Examination Requires that universities and districts collaborate and that associated field experiences are provided Continuous improvement is documented through analysis of and action on annual performance data

11 Florida Department of Education William Cecil Golden School Leadership Development Program Level I Educational Leadership Program Requirements Program leads to initial certification in educational leadership for aspiring school principals. Program completion satisfies specialization requirements for certification in Educational Leadership under rule 6A , FAC. Approval or extension of Program is determined by DOE but not to exceed seven (7) years. Annual Reporting Requirements: Number of participants admitted/enrolled Number of program completers
12 Florida Department of Education William Cecil Golden School Leadership Development Program Level II School Principal Program Requirements District program that leads to School Principal certification for candidates employed in a public school in a leadership position through which the candidate can fully demonstrate the competencies associated with the Florida Principal Leadership Standards Program completion satisfies specialization requirements for certification in School Principal under rule 6A , FAC. Competency-based program using data from self-assessment, selection, and appraisal instruments to develop a customized learning plan aligned to the Principal Leadership Standards and competencies Approval or extension of Program is determined by DOE but not to exceed seven (7) years. 15 Level I Provides aspiring school leaders opportunities to increase their understanding of the role of the principal & to acquire information & skills needed to fulfill the entry level responsibilities of the position. The goal is on achieving and demonstrating competency in all Florida Leadership Standards with special emphasis on: Learning, Accountability and Assessment Managing the Learning Environment Human Resource Development Technology Ethical Leadership Diversity Level I training is designed for: Aspiring Assistant Principals Initial Certification Assistant Principals (Early Career Instructional Leaders)
16 Level II Focuses on leadership skill development necessary to complete an approved district principal certification program and provides the experienced principal with additional tools to support instructional leadership development for all Florida Principal Leadership Standards. Emphasis is on achieving and demonstrating competency in the following standards: Instructional Leadership Decision Making Strategies School Vision and Culture Building Community and Stakeholder Partnerships Level II training is designed for: Aspiring Principals Principal Certification Programs Current Principals (Experienced Instructional Leaders)
