Study and Examinatin Regulatins fr the Advanced Internatinal Master s Degree Curse Criminal Justice, Gvernance and Plice Science at the Ruhr-Universität Bchum Based n 2 para. 4 and 64 f the higher educatin act (Hchschulgesetz - HG) as amended by the freedm f higher educatin act (Hchschulfreiheitsgesetz) f (law and rdinance gazette GV.NRW 2006 p. 474), the Ruhr-Universität Bchum has adpted the fllwing study and examinatin regulatins: I. General 1 Scpe These study and examinatin regulatins gvern the studies in the practice-riented internatinal master s degree curse Criminal Justice, Gvernance and Plice Science at the Ruhr-Universität Bchum in cperatin with the University Cllege Ghent, Belgium. 2 Objective f the degree curse, ccupatinal fields (1) The bjective f the master s degree is the acquisitin f academic and additinal practical knwledge in the field f criminlgy, deviant behaviur, criminal plicy, gvernance and plice science. It is tailred t the needs f prfessinals wh are r will be respnsible (either n an internatinal r natinal level) fr establishing, prmting r refrming new natinal justice systems, including plice, prsecutrs, curts, and public administratin. By teaching and updating academic skills, the key qualificatins fr the ccupatinal fields are acquired and/r imprved. The students are t be taught the necessary specialist knwledge, skills and methds in such a way that they are able t cnduct academic wrk, critically classify the academic findings and carry ut their practical implementatin in a criminlgy riented prfessin. (2) The ccupatinal fields fr the graduates f the master s degree lie in the areas f (public and private) scial services (including the scial services f the judiciary), public administratin (plice, penal system, etc.) and the (internatinal) judiciary (prbatin service, curts, etc.), but als in the educatin and further educatin sectr and in schls, bth at a natinal and internatinal level. 3 Payment bligatin Participatin in the internatinal master s degree curse Criminal Justice, Gvernance and Plice Science requires the payment f fees. The details are determined by the scale f fees.

Admissin 4 Admissin t the degree curse (1) Admissin t the master s degree curse requires: Successful cmpletin f a undergraduate degree cmprising at least 240 credit pints (CP) in the subjects f law, psychlgy, scilgy r ther relevant cllege r university degree curse frm Germany r abrad. Especially qualified BA graduates wh cannt be admitted in accrdance with the abve prvisin shuld be given pprtunities t gain any lacking credit pints (CP) thrugh additinal attainments. This may als be thrugh recgnitin f attainments achieved at ther universities. At least ne year s relevant practical experience is required, alng with gd English language skills. (2) The fulfillment f the admissin cnditins is decided by the examinatin bard ( 11) based n the applicatin fr admissin and the dcuments submitted. (3) The applicatin fr admissin is t be submitted in writing t the examinatin bard. The fllwing dcuments are t be included: Letter f mtivatin Persnal data sheet Certificate f general higher educatin entrance qualificatin r certificate f an equivalent schl leaving qualificatin Degree certificate frm a university r cllege Prf f prfessinal experience Prf f a gd cmmand f the English language, particularly thrugh expressin in speech and writing. This can be demnstrated ne by the fllwing: Being a native English speaker Prf f cmpleting schling in English (i.e. high schl diplma) Cmpletin f a first academic degree in English in an English speaking cuntry Significant wrk experience (abrad) with English as the main wrking language TOEFL r IELTS test results (achieved in the last tw years; can be handed in up t fur weeks befre the start f the prgram) Reference letters (academic/prfessinal). Applicatins fr admissin which are nt received n time r in the prper frm are nt taken int accunt in the allcatin f study places. 4) Up t thirty students are admitted fr each academic year. A balance will t be bserved between university and cllege graduates and the different ccupatinal grups and different natinalities. (5) The examinatin bard decides n admissins as fllws: Especially qualified candidates are t be admitted directly n the basis f their final grade r their prfessinal experience. The remaining places are t be allcated n the basis f a selectin interview. The examinatin bard is t cmpile a ranking list fr this purpse.

4 (6) The nn-cmmencement r discntinuatin f the degree curse within the first three mnths results in the permanent lss f the study place. In this case, the examinatin bard can allw anther candidate t take the place. The decisin is based n the ranking list cmpiled fllwing the selectin interviews. III. Curse structure 5 Start f curse The degree curse starts every year in April. 6 Cntent f the degree curse (1) The master s degree cnsists f eight mdules. One mdule may cnsist f several mdule parts. All mdules have t be successfully cmpleted. (2) The fllwing teaching cntent is ffered in the mdules: Criminlgy, Criminal Justice, Gvernance, Plice Science, Law and Law Enfrcement, Security, Human Rights, Ethics, Scilgy, Internatinal Cre Crimes, Internatinal Criminal Justice, Leadership Skills, Key Qualificatins, Academic Writing and Applied Empirical Research Methds. The mdules are described in the mdule handbk. (3) If, fr reasns f illness r ther imprtant reasns, ne f the curse cmpnents cannt be ffered by the facility, the examinatin bard ( 11) may transfer respnsibility fr this cmpnent t anther persn r replace it with anther cmpnent. This change is t be publicised within the university by psting n the ntice bard. 7 Curse prgram The structure f the degree curse is determined by the curse prgram, which is enclsed with these study and examinatin regulatins. 8 Curse cmpnents (1) The bjectives and cntent are generally cnveyed thrugh lectures, tutrials, seminars, crrespndence lessns, reading curses and prjects. (2) The curse elements are supprted and accmpanied by the e-learning system Blackbard at the Ruhr- Universität Bchum in cperatin with the University Cllege Ghent. (3) Additinal virtual cllquia, vide cnferences, and apprpriate film and sund recrdings are als used.

5 9 Prescribed perid f study The degree curse is taught as a part-time curse. The prescribed perid f study accrding t 61 para. 2 sentence 2 f the Hchschulgesetz NRW (Higher Educatin Act Nrth Rhine-Westphalia) is fur semesters (tw years). It is divided int three semesters f teaching and ne semester f assessment (master s thesis). 10 Study achievements (1) Students are t prvide prf f their achievement in each mdule. The prf f achievement is t be prvided in ral r written frm at the discretin f the curse teacher. The ral achievement usually cnsists f a lecture r a specialist discussin. The written achievement is nrmally in the frm f a final examinatin r an essay. When participating in a seminar r a tutrial, the prf f achievement is t be prvided accrding t the requirements applicable fr all the participants. (2) Fr the prf f achievement described in paragraph 1, grades are awarded frm Excellent t Pass (90 % % = Excellent, 80 % - 89 % = Very gd, 70 % - 79 % = Gd, 60 % - 69 % = Sufficient, 50 % - 59 % = Pass, < 50 % = Fail). The grades fr the crrespnding prfs f achievement frm the final grade fr the individual mdule in which they were prvided. (3) Fr each mdule cmpleted, five credit pints are awarded. A mdule is nly deemed cmpleted when the respective prf f achievement was valued at least as a Pass. In ttal, sixty credits pints are t be acquired by the students: frty frm the mdules and twenty fr the Master's thesis. The curse teacher is t ensure that the prescribed amunt f wrk is actually carried ut in the mdules. (4) If a prf f achievement with participatin in the crrespnding assessment cannt be valued at least as a Pass, then the mdule is deemed nt cmplete and the crrespnding credit pints cannt be awarded. In this case, the prf f achievement can be repeated. The repeat assessment shuld be carried ut at the earliest pssible date (e.g. in the case f a written prf f achievement in the frm f an examinatin, at the next scheduled examinatin date) r ptinally at a repeat date granted specifically fr that curse cmpnent. This is t be decided by the lecturer f the curse cmpnent cncerned. Fees may be charged fr the repeat assessment. (5) If a repeat assessment is nt successfully cmpleted within ne year f ntificatin f the result, the examinatin bard may set a deadline fr the repeat assessment f which the candidate is t be ntified in writing. If a repeat assessment is nt successfully cmpleted within that perid, the right t repeat is deemed t have expired and the Master s degree at the faculty f law cannt be cntinued r restarted (ultimate fail). In the case f an ultimate fail, the candidate is issued ntificatin, which als dcuments the achievements attained. (6) If a student tries t influence the utcme f a study achievement by deceptin r threat, the curse teacher is t decide n the cnsequences. The same applies if a written study achievement is nt cmpleted within the prescribed prcessing time. In bth cases, the candidate is first t be given the pprtunity t cmment. The fllwing cnsequences f miscnduct may be impsed: The candidate may be required t repeat ne r mre study achievements; Study achievements t which the miscnduct relates may be declared as failed, and in severe cases, the examinee may be excluded frm re-assessment. (7) The student cncerned is t be infrmed f the decisin in writing giving infrmatin n the right f appeal. On request by the student cncerned, the decisin f a curse teacher is t be reviewed by the

6 examinatin bard. Even after presentatin f the certificate that the assessment has been passed, this can be declared a fail, but nly within a perid f ne year frm presentatin f the certificate. (8) If a student demnstrates by means f a medical certificate that, due t prlnged r permanent physical r mental disability, he/she is nt in a psitin t prvide prf f achievement in whle r in part in the required frm, the chairpersn f the examinatin bard can permit the student t prvide prf f achievement in anther frm. If, due t illness r anther valid reasn, a student is unable t attend an assessment within the meaning f paragraph 1, a re-assessment is t be ffered. In all ther regards 10, paragraph 4, sentence 3-6 and paragraph 5 apply accrdingly. In individual cases, the presentatin f an fficial medical certificate may be required. (9) Students have the right t view their written attainments and their grades within ne mnth f their pssible knwledge f the grades. A crrespnding applicatin is t be addressed in writing t the examinatin bard. 11 Examinatin bard (1) An examinatin bard is t be frmed fr the implementatin f the master s degree curse. The examinatin bard has authrity under the administrative prcedure law (Verwaltungsverfahrensgesetz) f the land f Nrth Rhine-Westphalia. (2) The examinatin bard cnsists f three university teachers and ne representative each frm the grup f academic staff and students. The members f the examinatin bard are elected by the faculty cuncil fr a term f tw years. They are swrn t fficial secrecy. (3) The examinatin bard elects a chairpersn and a vice-chairpersn frm its wn ranks, bth frm the grup f university teachers. The chairpersn cnducts the day t day business f the bard and chairs its meetings. The meetings f the examinatin bard are nt public. (4) The examinatin bard has a qurum if at least tw members are present. The bard takes its decisins by a majrity vte f the members present. In case f a tied vte, the chairman s vte is decisive. (5) The bard has the fllwing tasks: Admissin t the master s degree curse ( 4 para. 2, 3, 5 and 6), Review f the decisin within the meaning f 10 para. 5 sentence 1, Decisin n an applicatin in accrdance with 10 para. 7, Decisin n an applicatin in accrdance with 10 para. 8, Decisin n an applicatin in accrdance with 12 para. 1, Decisin n the passing f the Master s assessment and the verall grade achieved ( 13), Decisins in accrdance with 17 para. 1 and 2 as well as Decisins that therwise result frm the examinatin regulatins and fr which a special respnsibility has nt been defined.

7 12 Master s thesis (1) Admissin t the master s thesis is t be applied fr frm the examinatin bard and requires the successful cmpletin f the study achievements in accrdance with 10. (2) The master s thesis is a written assessment paper and cncludes the academic training. It is intended t demnstrate that the candidate is able t prcess a criminlgy/plice science tpic using scientific methds within the perid set. (3) The candidate has a right t prpse the tpic and the mentring f the thesis. The mentr is nt bund by the prpsal. In rder t set a tpic and take n respnsibility fr mentring a Master s thesis, the mentr must hld a degree which is at least equivalent t that t be awarded. The candidate is t infrm the chairpersn f the examinatin bard f the prpsed tpic. (4) The tpic is set by the chairpersn f the examinatin bard after the end f the lecture perid in the summer semester. The date n which the tpic f the master s thesis is set is t be recrded. A tpic can nly be rejected nce and nly within the first mnth f the prcessing time. (5) The chairpersn f the examinatin bard is t ensure that the candidate receives a tpic fr the master s thesis in due time. (6) The master s thesis has a scpe (wrklad) f 20 CP. The time frm the setting f the tpic t submissin shuld amunt t a maximum f six mnths. The tpic, definitin f task and the scpe f the thesis are t be limited s that the deadline fr writing the master s thesis can be bserved. In individual cases, given a justified request by the candidate, the examinatin bard can extend the prcessing time by up t tw weeks. A further extensin is nly pssible up t an additinal fur weeks. In case f illness, an fficial medical certificate is t be presented. The master s thesis is nt t exceed a scpe f 20,000 wrds (apprx. 80 pages). (7) When submitting the master s thesis, the candidate is t certify in writing that: she/he wrte the thesis independently and used n surces r aids ther than thse specified and that all qutatins are identified the master s thesis has nt been used elsewhere as a study achievement. 13 Acceptance and grading f the Master s thesis (1) The master s thesis is t be upladed n time in digital frm, in file frmat Prtable Dcument Frmat (PDF), via an electrnic checking system (SafeAssign). The date f submissin is t be recrded. If the master s thesis is nt submitted n time, it is t be graded as a Fail. (2) The master s thesis is t be marked by tw persns, ne f whm is t be frm the Ruhr-Universität Bchum r the University Cllege Ghent. Bth persns must hld a degree which is at least equivalent t that t be awarded. Fr the marking, grades are awarded frm Excellent t Pass. 10 para. 2 sentence 1, 2 apply accrdingly. The grade is t be substantiated in writing. (3) The verall grade f the master s thesis is frmed frm the arithmetic mean f the individual marks. If the master s thesis is graded by nly ne f the examiners as a Fail (> 50%), the chairpersn f the examinatin bard is t appint a third examiner. The same applies if the individual assessments are mre than a full grade

8 apart (i.e. differ by mre than 10 %). The master s thesis is deemed passed, if the verall grade is at least a Pass. (4) If the master s thesis is nt passed, it may be repeated nce. A secnd repeat is nt permitted. The chairpersn f the examinatin bard is t issue the candidate ntificatin f this. The candidate is t infrm the examinatin bard in writing within three mnths f ntificatin as t whether he/she wishes t make a repeat attempt. The chairpersn f the examinatin bard is t issue a further ntificatin establishing t what extent the failed master s thesis has t be repeated. The repeat has t be cmpleted within six mnths f the issuing f this ntificatin. In all ther regards, 10 para. 5 sentence 3 applies. 14 Master s assessment, result (1) The master s degree is deemed passed when the mdules in accrdance with 6 and the master s thesis have been graded as at least a Pass, 10 paragraph 2 sentence 1. (2) Fr the frmatin f the verall/final grade, the fllwing scheme applies: the grades fr the mdules each make up 7.5 % f the verall grade (in ttal 60 %). The remaining 40 % f the verall grade is made up by the grade fr the master s thesis. The verall/final grade is cnverted int an internatinally cmparable grade accrding t the guidelines f the ECTS (Eurpean Credit Transfer System). The ECTS grading scale ranks the students n a statistical basis as fllws: A: the best 10 % f all students in the respective year, B: the next 25 % f all students in the respective year, C: the next 30 % f all students in the respective year, D: the next 25 % f all students in the respective year, E: the next 10 % f all students in the respective year. 15 Master s certificate Having passed the master s assessment in accrdance with 14 paragraph 1, the students receive a certificate awarding them the academic degree Master f Criminal Justice, Gvernance and Plice Science and a diplma supplement. The dean f the faculty f law and the chairpersn f the examinatin bard sign the master s certificate. This is t be furnished with the date f issue and the seal f the faculty f law. In case a secnd cpy f the master s certificate is issued, the date f riginal issue is t be stated. The master s certificate includes the verall/final grade. The individual grades f the respective mdules are included in the diplma supplement. 16 Access t the assessment recrds After cmpletin f the assessment prcess, students may inspect the assessment recrds. The request is t be made t the examinatin bard within ne mnth f cmpletin f the prcedure. The inspectin is t take place within tw weeks f apprval f the request.

9 17 Invalidity f the master s assessment (1) If students have practiced deceptin in acquiring prfs f achievement r in the admissin r assessment prcess and this des nt becme knwn until after presentatin f the master s certificate, the examinatin bard may declare the assessment nt passed. In all ther regards, the prvisins 10 paragraph 6 apply. (2) If the requirements fr admissin t the degree curse r the prvisin f a prf f achievement were nt fulfilled, withut the student intending t deceive, and this des nt becme knwn until after presentatin f the master s certificate, this deficiency is t be remedied by passing the assessment. (3) An incrrect master s certificate is t be withdrawn. A decisin in accrdance with para. 1 and para. 2, sentence 2 is excluded after a perid f five years frm the date ff issuing the Master s certificate. V. Final prvisins 18 Curse guidance (1) The central ffice fr student cunseling at the Ruhr-Universität Bchum (Studienbür) prvides infrmatin and advice n interdisciplinary prblems. It als advises n psychscial prblems. (2) The subject-specific advice and supprt f the students n the master s degree curse Criminal Justice and Plice Science is prvided by an emplyee f the Department f Criminlgy. He r she advises n, in particular, admissin t the degree curses, all aspects f degree planning, questins f prfs f achievement and credit pints. 19 Entry int frce and publicatin These study and examinatin regulatins becme effective n the day fllwing their publicatin in the fficial bulletin (Amtliche Bekanntmachungen) f the Ruhr-Universität Bchum.
