3 key factors 1. Availability of EVs In 2001 the availability of electic vehicles was LIMITED. Our choice is a vehicle manifactured in Italy and suitable for commercial use. 2. Availability of resources 1998 decree of the Ministry of Environment ( Ronchi decree) by % car fleet with Low Environmental Impact provision

Interested potential users Public and corporate fleets, to overcome scepticism towards the new vehicles and convert the Council and the main public companies to the use of Electric Vehicles 4. Management of the project To overcome two practical obstacles: purchase maintenance the strategy is to resort to the hire of the EV formula, with a company owned by the Municipality in trust of it
